【摘要】：改革開放以來,隨著經(jīng)濟(jì)體制的改革,農(nóng)村的社會(huì)生活也發(fā)生了巨大的變化,家庭聯(lián)產(chǎn)承包責(zé)任制的實(shí)行,使得原來集體經(jīng)濟(jì)體制之下建立起來的農(nóng)村社會(huì)保障體系全面崩塌。因此,在新經(jīng)濟(jì)體制之下,需要重新調(diào)整對(duì)農(nóng)村社會(huì)弱勢(shì)群體的救助機(jī)制。河北省在國(guó)家政策指導(dǎo)下,通過不斷的調(diào)整和改進(jìn)農(nóng)村社會(huì)救助的運(yùn)行機(jī)制,來確保農(nóng)村人民生活的穩(wěn)定。本文研究的主要就是改革開放后農(nóng)村弱勢(shì)群體的生存狀況和解決的方針、途徑,以及筆者的一些啟示,以期能對(duì)當(dāng)今農(nóng)村社會(huì)救助有所借鑒。文章結(jié)構(gòu)安排上,除引言和結(jié)語外,主要包括三部分內(nèi)容。引言部分主要闡述了論文選題的背景和意義,介紹了論文的國(guó)內(nèi)外研究成果和研究中所運(yùn)用的研究方法以及一些創(chuàng)新之處。第一部分主要介紹了改革開放以來河北省農(nóng)村社會(huì)中弱勢(shì)群體的生存狀況,并且具體分析了弱勢(shì)群體生存出現(xiàn)問題的主要原因,既從當(dāng)時(shí)河北省農(nóng)村的具體情況去分析,又從需要救助的弱勢(shì)群體自身找原因。第二部分主要是結(jié)合第一部分中所提到的河北省農(nóng)村社會(huì)救助問題的基本狀況,介紹當(dāng)時(shí)國(guó)家制定的法律、制度和一些政策性文件,以及河北省結(jié)合自身的具體情況采取的一些措施和實(shí)踐。第三部分主要對(duì)河北省農(nóng)村社會(huì)救助做出簡(jiǎn)要的評(píng)價(jià),在以后的工作中不斷吸取過去成功的經(jīng)驗(yàn),彌補(bǔ)不足之處,通過自己的調(diào)查研究從中得到一些淺薄的啟示。本文認(rèn)為,改革開放以后,河北省農(nóng)村社會(huì)救助工作所取得的成效是顯著的,確實(shí)解決了一些弱勢(shì)群體的實(shí)際困難,為整個(gè)農(nóng)村的發(fā)展和社會(huì)的穩(wěn)定提供了良好的條件,其豐厚的成果值得后人學(xué)習(xí)和借鑒。
[Abstract]:Since the reform and opening up, with the reform of the economic system, the social life in rural areas has also undergone tremendous changes. The implementation of the household contract responsibility system makes the rural social security system established under the original collective economic system collapse in an all-round way. Therefore, under the new economic system, it is necessary to readjust the relief mechanism for the disadvantaged groups in rural society. Under the guidance of national policy, Hebei Province can ensure the stability of rural people's life by constantly adjusting and improving the operating mechanism of rural social assistance. This paper mainly studies the living conditions of the rural vulnerable groups after the reform and opening up, the way to solve the situation, and the author's inspiration, in the hope that it can be used for reference to the rural social assistance. The structure of the article, in addition to the introduction and conclusion, mainly includes three parts. The preface mainly describes the background and significance of the selected topic, introduces the domestic and foreign research results, the research methods used in the research and some innovations. The first part mainly introduces the living conditions of the vulnerable groups in the rural society of Hebei Province since the reform and opening up, and analyzes the main causes of the problems of the existence of the vulnerable groups, which is analyzed from the specific situation of the rural areas in Hebei Province at that time. And from the need to help the vulnerable groups to find their own reasons. The second part mainly introduces the laws, systems and some policy documents made by the state at that time in connection with the basic situation of the rural social assistance problem in Hebei Province mentioned in the first part. And Hebei Province combines its own specific situation to take some measures and practices. The third part mainly makes a brief evaluation of the rural social assistance in Hebei province. In the later work, we constantly absorb the past successful experience, make up for the deficiencies, and get some shallow enlightenment through our own investigation and research. This paper holds that after the reform and opening up, the rural social relief work in Hebei Province has achieved remarkable results, which has indeed solved the practical difficulties of some vulnerable groups and provided good conditions for the development and social stability of the whole rural areas. Its rich achievements are worthy of future generations to learn and learn from.
