【摘要】：社會保障工作是基本公共服務(wù)的重要內(nèi)容，社會保障工作實(shí)施的好壞將影響我國社會保障體制的完善以及社會保障的均等化，而發(fā)揮基層政府在社保工作中的作用更是對社會加強(qiáng)管理，保障基本公共服務(wù)均等化的重要前提。我國的社會保障供給不足與人民群眾對社會保障的公共需求的日益增長產(chǎn)生了矛盾，嚴(yán)重影響我國基本公共服務(wù)均等化的進(jìn)程。因而，在公共服務(wù)均等化的前提下，如何保證基層政府社保工作的順利開展是實(shí)現(xiàn)基本公共服務(wù)均等化過程中必然要解決的問題。目前我國社會保障管理機(jī)構(gòu)比較分散，缺乏統(tǒng)一主管部門；并且城鄉(xiāng)二元結(jié)構(gòu)阻礙著社保的均等化；我國公民參保的意識還比較薄弱，且由于基層政府不能夠有效執(zhí)行中央政府的社保政策政策而對政府產(chǎn)生了不信任。社會保障覆蓋范圍小，保障水平低、社保基金不足，監(jiān)管手段薄弱、社�；I集模式的差異、社會保障服務(wù)供給效率低下都嚴(yán)重影響了社會保障均等化的進(jìn)程。本研究針對上述情況進(jìn)行了論述，并分析了基層政府在社會保障工作中的作用與責(zé)任，基層政府是社會保障建設(shè)的主要推動者和實(shí)施者。也就是說基層政府在縣一級、鄉(xiāng)一級的社會保障體系構(gòu)建中發(fā)揮著制度設(shè)計(jì)、財(cái)政支持、法律保障、監(jiān)管后盾等作用。提出在基本公共服務(wù)均等化視角下基層政府應(yīng)設(shè)計(jì)與該層級地區(qū)經(jīng)濟(jì)水平相適應(yīng)的社會保障體系；完善財(cái)政體系，拓寬社會保障資金來源；加快立法，完善社會保障法律體系；完善管理，強(qiáng)化監(jiān)督，建立和完善社會保障的監(jiān)管體系。
[Abstract]:Social security work is an important part of basic public services. The implementation of social security work will affect the perfection of our social security system and the equalization of social security. Giving full play to the role of grass-roots governments in social security work is an important prerequisite for strengthening social management and ensuring the equalization of basic public services. The insufficient supply of social security in China and the increasing public demand for social security have seriously affected the process of equalization of basic public services in China. Therefore, under the premise of equalization of public services, how to ensure the smooth development of social security work of grass-roots governments is the inevitable problem to be solved in the process of realizing the equalization of basic public services. At present, the social security management institutions in China are relatively dispersed and lack of a unified competent department; and the dual structure of urban and rural areas hinders the equalization of social security; the awareness of Chinese citizens to participate in insurance is still relatively weak. And because grass-roots governments can not effectively implement the central government's social security policy, the government has no confidence. The process of equalization of social security is seriously affected by the small coverage of social security, low level of security, insufficient social security fund, weak supervision means, differences in social security raising modes and inefficiency in the supply of social security services. This study discusses the above situation and analyzes the role and responsibility of the grass-roots government in the social security work. The grass-roots government is the main promoter and implementer of the social security construction. That is to say, the grass-roots government plays the role of system design, financial support, legal protection, supervision and so on in the construction of social security system at county level and township level. In the perspective of equalization of basic public services, grass-roots governments should design a social security system suitable to the economic level of the region, perfect the financial system, broaden the sources of social security funds, speed up legislation and perfect the legal system of social security. Improve management, strengthen supervision, and establish and improve the social security regulatory system.
