【摘要】：隨著我國社會主義市場經(jīng)濟(jì)的不斷發(fā)展,人民群眾的生活水平得到了極大的提高,但也帶來了一定的貧富差距,基尼系數(shù)一直居高不下,近十年,我國基尼系數(shù)每年都在0.46以上,遠(yuǎn)遠(yuǎn)高于0.4的國際警戒線。認(rèn)真研究我國貧富差距的產(chǎn)生原因,提出縮小我國貧富差距問題的對策,具有重要的理論意義和現(xiàn)實意義。論文分析貧富差距的含義,探討了貧富差距與兩極分化的嚴(yán)格區(qū)別,認(rèn)為在社會主義初級階段貧富差距現(xiàn)象難以避免,但不能任其發(fā)展和擴(kuò)大。貧富差距過大的危害,必然與社會主義的本質(zhì)相悖,容易引發(fā)社會動蕩,甚至導(dǎo)致兩極分化。從行業(yè)間、地區(qū)間、城鄉(xiāng)間的貧富差距分析了我國貧富差距存在的原因,認(rèn)為現(xiàn)行的經(jīng)濟(jì)體制與經(jīng)濟(jì)運行機制、勞動力價格不同、行業(yè)壟斷與不平等競爭現(xiàn)象、不科學(xué)與不合理的分配機制、現(xiàn)有稅收與社會保障制度不完善是造成貧富差距的原因。要縮小我國貧富差距應(yīng)該加強對居民收入的調(diào)整,將居民收入差距保持在合理范圍之內(nèi),建立完善稅收制度,建立完善的社會保障制度,建立職工工資增長長效機制。
[Abstract]:With the continuous development of our socialist market economy, the living standard of the people has been greatly improved, but it has also brought about a certain gap between the rich and the poor. The Gini coefficient has been at a high level for nearly 10 years. The Gini coefficient of our country is above 0.46 every year, which is far higher than the international warning line of 0.4. It is of great theoretical and practical significance to study the causes of the gap between the rich and the poor in our country and to put forward the countermeasures to narrow the gap between the rich and the poor in China. This paper analyzes the meaning of the gap between the rich and the poor, probes into the strict difference between the gap between the rich and the poor and the polarization, and holds that the phenomenon of the gap between the rich and the poor is inevitable in the primary stage of socialism, but cannot be allowed to develop and expand. The harm of the gap between the rich and the poor is inevitably contrary to the essence of socialism, which can easily lead to social unrest and even polarization. This paper analyzes the reasons of the gap between the rich and the poor among industries, regions, and between urban and rural areas, and points out that the current economic system and the economic operation mechanism, the different labor price, the monopoly of the industry and the unequal competition, are the reasons for the gap between the rich and the poor in China. The unscientific and unreasonable distribution mechanism and the imperfect tax and social security system are the causes of the gap between the rich and the poor. In order to narrow the gap between the rich and the poor in China, we should strengthen the adjustment of residents' income, keep the income gap within a reasonable range, establish and perfect the tax system, establish a perfect social security system, and establish a long-term mechanism for the increase of workers' wages.
