【摘要】：近年來,隨著我國(guó)城鎮(zhèn)化發(fā)展進(jìn)程的推進(jìn),農(nóng)民工群體成為我國(guó)新型城鎮(zhèn)化進(jìn)程中的一個(gè)特殊群體,并已經(jīng)引起社會(huì)關(guān)注。本文選取農(nóng)民工為研究對(duì)象,采取文獻(xiàn)研究和實(shí)證調(diào)研相輔相成的研究方法,將社會(huì)排斥理論、社會(huì)資本理論、勞動(dòng)力市場(chǎng)分層理論作為理論基礎(chǔ),對(duì)當(dāng)前農(nóng)民工在城市就業(yè)過程中的處境進(jìn)行實(shí)證研究,梳理出農(nóng)民工就業(yè)的困境,并在此基礎(chǔ)上提出有益的對(duì)策建議。本文在充分閱讀相關(guān)參考文獻(xiàn)、深入了解目前農(nóng)民工就業(yè)基本情況的基礎(chǔ)之上,梳理出農(nóng)民工就業(yè)和包容性發(fā)展的基本定義,從包容性發(fā)展的內(nèi)涵出發(fā),以參與和共享為基準(zhǔn),構(gòu)建包容性發(fā)展的指導(dǎo)維度,研究農(nóng)民工就業(yè)過程中的現(xiàn)狀與困境。經(jīng)調(diào)研發(fā)現(xiàn),農(nóng)民工就業(yè)依舊困難重重,具體表現(xiàn)為就業(yè)機(jī)會(huì)的不均等、農(nóng)民工的就業(yè)能力受到限制、競(jìng)爭(zhēng)環(huán)境欠公平、福利成果沒有充分普及等現(xiàn)象。由于就業(yè)體系的排斥、農(nóng)民工就業(yè)技能的限制、競(jìng)爭(zhēng)體制不完善等因素的綜合作用,農(nóng)民工在尋求工作和就業(yè)過程中遇到各種各樣的問題,可以說農(nóng)民工生活在城市的邊緣,并沒有順利融入到城市生活中。本文對(duì)上述問題進(jìn)行深入剖析并提出相應(yīng)的對(duì)策建議:以加快勞動(dòng)力市場(chǎng)改革、擴(kuò)寬農(nóng)民工就業(yè)渠道,建設(shè)共享渠道,加強(qiáng)政府部門的監(jiān)督管理,加強(qiáng)農(nóng)民工就業(yè)技能培訓(xùn)為主要措施以構(gòu)建包容性的就業(yè)體系;以強(qiáng)化企業(yè)的社會(huì)責(zé)任、完善利益訴求與維權(quán)渠道、提高個(gè)體法律知識(shí)與維權(quán)意識(shí)為主要途徑營(yíng)造包容性的競(jìng)爭(zhēng)環(huán)境;通過打破戶籍制度鎖定效應(yīng),解決社會(huì)保障脫節(jié)問題,加強(qiáng)文化引導(dǎo)和沖突化解,推進(jìn)包容性的配套措施以最終實(shí)現(xiàn)福利共享。本文提出從政府、社會(huì)、企業(yè)、個(gè)人等層面努力構(gòu)建包容性的就業(yè)平臺(tái)系統(tǒng),使農(nóng)民工群體能夠在城市更好地?fù)駱I(yè)、就業(yè)、生活。
[Abstract]:In recent years, with the development of urbanization in China, migrant workers have become a special group in the process of new urbanization, and have aroused social concern. In this paper, migrant workers are chosen as the research object, and the social exclusion theory, the social capital theory and the labor market stratification theory are taken as the theoretical basis. This paper makes an empirical study on the current situation of migrant workers in the process of urban employment, combs out the plight of migrant workers' employment, and puts forward some useful countermeasures and suggestions on this basis. On the basis of fully reading relevant references and deeply understanding the basic situation of migrant workers' employment at present, this paper combs out the basic definitions of migrant workers' employment and inclusive development, starting from the connotation of inclusive development, taking participation and sharing as the benchmark. Construct the guiding dimension of inclusive development, study the current situation and predicament in the process of migrant workers' employment. Through investigation, it is found that the employment of migrant workers is still a lot of difficulties, the specific performance of employment opportunities are not equal, the employment ability of migrant workers is restricted, the competitive environment is unfair, the welfare results are not fully popularized and so on. Because of the exclusion of the employment system, the limitation of the peasant workers' employment skills, the imperfect competition system and other factors, migrant workers encounter various problems in the process of seeking jobs and employment, which can be said that migrant workers live on the edge of the city. And did not integrate into city life smoothly. This paper makes a thorough analysis of the above problems and puts forward corresponding countermeasures and suggestions: to speed up the reform of the labor market, widen the employment channels of migrant workers, build shared channels, and strengthen the supervision and management of government departments. Strengthen the training of migrant workers' employment skills as the main measures to build an inclusive employment system, in order to strengthen corporate social responsibility, improve the interests of demands and rights channels, The main way to build an inclusive competitive environment is to improve individual legal knowledge and awareness of protecting rights, to solve the social security disconnect problem by breaking the lock effect of household registration system, to strengthen cultural guidance and to resolve conflicts. Promote inclusive supporting measures to ultimately achieve welfare sharing. This paper proposes to build an inclusive employment platform system from the levels of government, society, enterprises and individuals, so that migrant workers can better choose jobs, obtain employment and live in cities.
