國家中心城市保障性住房供給比較研究
[Abstract]:The housing problem is a basic problem that every citizen will encounter, and it is also a kind of social security that we should get. Therefore, it is a basic responsibility of the government to meet the housing needs of different people by building a multi-level housing security system. Especially in our country, it is of great significance to the people's life and has gradually become a hot issue of urban residents' consumption. Housing security originates from the fact that more and more residents are concentrated in cities in the process of urbanization in our country, which leads to a huge demand for housing, which leads to a sharp rise in land and housing prices, which ultimately exceeds the affordability of low- and middle-income families. For example, in China's cities such as Beijing and Shanghai, many young people are not prepared to live in the city for a long time. The most important reason lies in the high housing prices, which results in a huge gap between the affordability of low- and middle-income people and the high housing prices. This paper makes a comparative analysis of the current situation of the supply of affordable housing in national central cities in different regions, and probes into the influencing factors of the supply of affordable housing in different regions. This paper further analyzes the reasons of promoting the difference of affordable housing from different angles and the suggestions of promoting reasonable supply, which provides ideas and methods for scholars to study the regional differences in the supply of affordable housing in the future. This paper takes five national central cities of Beijing, Shanghai, Guangzhou, Chongqing and Chengdu as the research objects. On the basis of the accumulation of relevant theories, this paper gives the current situation of the supply of affordable housing to each city, including the supply of affordable housing. The supply structure and spatial layout are analyzed by descriptive statistics, and the housing supply in different cities is compared by using the method of combining empirical and normative analysis. Furthermore, the factors influencing the difference of the supply of affordable housing in different cities are further analyzed. It is found that there are great differences in the total supply and supply structure of the indemnificatory housing in these five national central cities, and this difference will affect the efficiency of resource allocation in the whole market. After analyzing the differences in the supply of affordable housing, this paper discusses and analyzes the causes of this difference from the aspects of budget expenditure, land supply, per capita GDP and the ratio of still household income, etc. It is found that the ratio of house price to income, financial expenditure and land supply have a great influence on the supply of affordable housing, while the per capita GDP and the average selling price of commercial housing have relatively little effect on the difference of affordable housing in different cities. Finally, we should strengthen the supervision and management of affordable housing by establishing a system of affordable housing that is complementary to commercial housing. This paper puts forward some suggestions on the reasonable supply of affordable housing in different cities from the following aspects: establishing effective financing channels for affordable housing and establishing targeted indemnificatory apartment rules and regulations.
