【摘要】：深圳作為全中國最早實施工傷保險的城市之一,經(jīng)歷了三十年的快速經(jīng)濟發(fā)展,每年吸引大量的外來勞動力,同時也帶來了不可忽視的用工風險。多年來,較高的工傷事故率、數(shù)目巨大的工傷認定數(shù)和穩(wěn)步攀升的工傷保險基金待遇支出,成為現(xiàn)今深圳市社會保險基金管理部門亟需解決的問題。工傷預防作為工傷保險制度的重要內(nèi)容,具有避免和減少工傷事故和職業(yè)病的發(fā)生,有效保障職工的生命安全,減少經(jīng)濟損失,促進企業(yè)的穩(wěn)定發(fā)展和社會的穩(wěn)定的巨大效用�，F(xiàn)今深圳市工傷預防管理體系存在著很多復雜問題,筆者從深圳市的實際情況出發(fā),采用了文獻分析法、比較研究法、定性研究-訪談法等多種研究方法進行系統(tǒng)的探討和研究,結(jié)合工傷保險發(fā)展歷史及相關(guān)概念,對深圳市工傷預防管理體系的現(xiàn)狀及存在問題進行深層次的分析,認為存在著7項問題:1.立法層面不夠重視、配套細則不完善;2.工傷預防的主體未明確、存在職權(quán)的重疊或不清晰;3.專業(yè)的工傷預防經(jīng)辦人員的缺乏;4.企業(yè)落后的管理;5.落后的信息管理系統(tǒng);6.被動的宣傳工作;7.工傷康復準入的不完善。在此基礎(chǔ)上,筆者提出完善深圳市工傷預防管理體系的7項措施:1.立法為先,完善法律法規(guī);2.理清責任監(jiān)管清單,加強多單位聯(lián)席會議制度;3.工傷保險浮動費率的深化改革;4.發(fā)揮用人單位、職工及群眾的工傷預防參與熱情;5.加強新媒體的工傷預防宣傳6.注重工傷康復的早期介入7.建立大數(shù)據(jù)工傷預防信息系統(tǒng),期望通過這些措施能夠有效持續(xù)地降低全市的工傷事故率,切實保障勞動者的生命健康權(quán)益,最終實現(xiàn)深圳統(tǒng)籌地區(qū)工傷保險基金的可持續(xù)發(fā)展。
[Abstract]:Shenzhen, as one of the earliest cities in China to implement industrial injury insurance, has experienced thirty years of rapid economic development, attracting a large number of foreign labor force every year, but also brought about the employment risk that can not be ignored. Over the years, the relatively high rate of industrial injury accidents, the huge number of industrial injuries and the steadily rising payment of industrial injury insurance funds have become the problems that need to be solved by the social insurance fund management department in Shenzhen. As an important part of the industrial injury insurance system, industrial injury prevention has the great effect of avoiding and reducing the occurrence of industrial accidents and occupational diseases, effectively ensuring the safety of workers' lives, reducing economic losses, and promoting the stable development of enterprises and social stability. At present, there are many complicated problems in the management system of industrial injury prevention in Shenzhen. Based on the actual situation in Shenzhen, the author adopts the method of literature analysis and comparative research. The qualitative research-interview method and other research methods are systematically discussed and studied. Combined with the history of industrial injury insurance development and related concepts, the present situation and existing problems of industrial injury prevention management system in Shenzhen are analyzed deeply. Think there are seven questions: 1. Legislative level is not enough attention, supporting rules are not perfect. The main body of industrial injury prevention is not clear, there is overlapping or unclear authority. Professional injury prevention office staff lack of 4. Backward management of enterprises. Backward information management system. Passive publicity. Incomplete access to work injury rehabilitation. On this basis, the author proposed to improve the management system of industrial injury prevention in Shenzhen City 7 measures: 1. Legislation first, perfect laws and regulations. Clear the list of responsibilities, strengthen the system of multi-unit joint meetings. The deepening reform of floating rate of industrial injury insurance. Display unit of choose and employ persons, worker and masses of inductrial injury prevention participate enthusiasm 5. Strengthen the new media publicity for industrial injury prevention. Pay attention to the early intervention of industrial injury rehabilitation. To establish the big data work injury prevention information system, we hope that through these measures, we can effectively and continuously reduce the injury accident rate in the whole city, and effectively protect the workers' rights and interests in life and health. Finally, realize the sustainable development of industrial injury insurance fund in Shenzhen as a whole.
