【摘要】：新型社會(huì)救助是現(xiàn)代社會(huì)保障體系的不可缺少的構(gòu)成部分,被譽(yù)為現(xiàn)代社會(huì)保障體系“最后的一道安全網(wǎng)”。在社會(huì)救助發(fā)展歷史上,因其在保障貧困群眾的基本生活以及一些臨時(shí)、突發(fā)事件的應(yīng)對(duì)上有獨(dú)特的功能,也是社會(huì)穩(wěn)定和公民享有基本生存權(quán)的保障,所以在城鄉(xiāng)一體化進(jìn)程中一直是政府和社會(huì)關(guān)注的焦點(diǎn)。新中國(guó)成立以來,社會(huì)救助在保障社會(huì)貧困群體基本生活和社會(huì)穩(wěn)定方面發(fā)揮了巨大的功效,但是隨著我國(guó)社會(huì)結(jié)構(gòu)轉(zhuǎn)型加快發(fā)展和成熟,傳統(tǒng)的社會(huì)救助體系不斷的受到?jīng)_擊,而新型的救助服務(wù)體系尚未完善,未能滿足當(dāng)前社會(huì)變遷對(duì)社會(huì)救助服務(wù)的需求。近年來,廣西社會(huì)結(jié)構(gòu)轉(zhuǎn)型迅速發(fā)展,由于軟件和硬件方面的配套服務(wù)跟不上,各種問題逐漸凸顯。因此,通過對(duì)廣西社會(huì)救助發(fā)展歷史的全面回顧以及國(guó)內(nèi)外經(jīng)驗(yàn)的借鑒的基礎(chǔ)上,分析廣西新型社會(huì)救助發(fā)展過程中存在的問題和原因,并在此基礎(chǔ)上提出可供參考的建議,是本文創(chuàng)作的宗旨。文章對(duì)廣西新型社會(huì)救助服務(wù)問題的研究分為五個(gè)部分,主要研究的問題有：文章的第一部分是導(dǎo)論,主要闡述了文章研究的背景和意義,介紹了文章研究采用的方法,綜述國(guó)內(nèi)外社會(huì)救助的研究狀況,為文章的創(chuàng)作奠定了基礎(chǔ)；文章的第二部分是社會(huì)救助相關(guān)概念和理論分析,圍繞廣西新型社會(huì)救助問題這樣研究主旨,通過分析了相關(guān)概念和理論,為文章開展研究提供了理論基礎(chǔ)；文章第三部分是對(duì)廣西社會(huì)救助發(fā)展的歷史回顧以及當(dāng)前新型社會(huì)救助建設(shè)所面臨各種問題。通過回顧新中國(guó)成立以來廣西社會(huì)救助的發(fā)展歷程,掌握了廣西社會(huì)救助發(fā)展的變遷主線,通過問卷調(diào)查法,運(yùn)用簡(jiǎn)單的統(tǒng)計(jì)數(shù)理方法,分析和歸納了當(dāng)前廣西新型社會(huì)救助發(fā)展存在的問題；文章的第四部分足社會(huì)救助國(guó)內(nèi)外經(jīng)驗(yàn)的借鑒,通過文獻(xiàn)研究,運(yùn)用對(duì)比分析法,規(guī)范的分析了國(guó)外英國(guó)和德國(guó)以及國(guó)內(nèi)浙江和湖南的成功經(jīng)驗(yàn),為廣西新型社會(huì)救助的發(fā)展總結(jié)可供借鑒的國(guó)內(nèi)外經(jīng)驗(yàn)；文章的第五部分是針對(duì)廣西新型社會(huì)救助發(fā)展存在的問題提出可行性對(duì)策建議,通過歸納前面四章奠定的研究基礎(chǔ),從縮小地區(qū)差異、增加資金來源渠道、制度安排、創(chuàng)新服務(wù)準(zhǔn)則、構(gòu)建完善信息管理系統(tǒng)以及豐富宣傳于段等方向入手提出可行性建議。文章作者認(rèn)為在廣西社會(huì)結(jié)構(gòu)轉(zhuǎn)型的大背景下完善新型社會(huì)救助相關(guān)問題,必須轉(zhuǎn)變和創(chuàng)新救助準(zhǔn)則,堅(jiān)持“以人為本”的救助理念,兼顧“人的尊嚴(yán)”,在眾多學(xué)者關(guān)于社會(huì)救助研究取得成果的基礎(chǔ)上,實(shí)事求是,對(duì)廣西構(gòu)建新型社會(huì)救助服務(wù)體系問題進(jìn)行深入的分析,提出了具有一定創(chuàng)新性的“政府—非政府”“地方立法現(xiàn)行”等建議,著力推動(dòng)廣西新型社會(huì)救助能滿足更多的群眾需求,期待本文的研究成果能夠?yàn)閺V西新型社會(huì)救助的完善提供有價(jià)值的參考,為實(shí)現(xiàn)中華民族的偉大復(fù)興舔磚加瓦。
[Abstract]:The new social assistance is an indispensable part of the modern social security system. It is known as the "last safety net" of the modern social security system. In the history of social assistance development, it has a unique function in guaranteeing the basic life of the poor and some temporary and unexpected events, and also the social stability and the public. The people enjoy the guarantee of the basic right to existence, so it has always been the focus of the government and the society in the process of urban and rural integration. Since the founding of new China, social assistance has played a great role in guaranteeing the basic life and social stability of the social poor. However, with the transformation of social structure in China, the traditional society has been accelerated and mature. The rescue system has been constantly impacted, and the new assistance service system has not been perfected and failed to meet the needs of social assistance service. In recent years, the social structure of Guangxi has developed rapidly. Because of the lack of supporting services in software and hardware, various problems are becoming increasingly prominent. Therefore, through the social assistance to Guangxi. On the basis of a comprehensive review of the history of the exhibition and the reference of domestic and foreign experience, this paper analyzes the problems and causes in the development of new social assistance in Guangxi, and puts forward some suggestions for reference on this basis. It is the purpose of this article. The study of the new social assistance service in Guangxi is divided into five parts, which are mainly studied. The first part of the article is the introduction, which mainly expounds the background and significance of the study, introduces the methods used in the study, summarizes the research status of social assistance at home and abroad, and lays the foundation for the creation of the article. The second part of the article is about the related concept and theoretical analysis of social assistance, and the new social assistance in Guangxi. The theme of this study is to provide a theoretical basis for the study of the article through the analysis of relevant concepts and theories. The third part of the article is a historical review of the development of social assistance in Guangxi and the various problems facing the current new social assistance construction. By reviewing the development process of the social assistance in Guangxi since the founding of new China, we have mastered the course of the development of the social assistance of the new China. Guangxi social assistance and development of the main line of change, through the questionnaire survey method, the use of simple statistics and mathematical methods, analysis and induction of the current problems of the development of new social assistance in Guangxi; the fourth part of the article is sufficient for the experience of social assistance at home and abroad, through literature research, the use of comparative analysis, normative analysis of foreign countries. The successful experience of Britain and Germany as well as Zhejiang and Hunan summed up the domestic and foreign experience for the development of new social assistance in Guangxi. The fifth part of the article is to put forward the feasible countermeasures and suggestions for the problems existing in the development of the new social assistance in Guangxi, and to reduce the area from the reduction of the area by the induction of the research foundation in the four chapters of the front. The author believes that in the context of the transformation of the social structure of Guangxi, we must change and innovate the guidelines for the rescue of the new social assistance under the background of the transformation of social structure. On the basis of "human dignity", on the basis of many scholars' achievements in the research of social assistance, the author makes an in-depth analysis on the problem of building a new social assistance service system in Guangxi, and puts forward some suggestions, such as "government - non government", "current local legislation" with a certain innovation. The new social assistance in Guangxi can meet more needs of the masses, and it is expected that the research results of this article can provide valuable reference for the improvement of new social assistance in Guangxi, and to realize the great revival of the Chinese nation.
