【摘要】：文章對(duì)社保理事會(huì)始終存在的定位與管理體制問(wèn)題進(jìn)行了剖析,認(rèn)為主要存在以事業(yè)單位編制管理和全額預(yù)算撥款管理為特征的八個(gè)問(wèn)題;在國(guó)際比較的基礎(chǔ)上,提出主權(quán)養(yǎng)老基金投資主體有三個(gè)管理體制模式;結(jié)合中國(guó)的具體國(guó)情,對(duì)社保理事會(huì)"轉(zhuǎn)制"提出了四個(gè)改革方案,并對(duì)其利弊權(quán)衡提出了個(gè)人看法;針對(duì)基本養(yǎng)老保險(xiǎn)基金受托投資面臨的挑戰(zhàn),提出社保理事會(huì)亟須建立四個(gè)重要機(jī)制;最后,文章以"加拿大養(yǎng)老基金投資公司"為參照,對(duì)運(yùn)營(yíng)16年的全國(guó)社會(huì)保障基金性質(zhì)進(jìn)行了分析,認(rèn)為全國(guó)社會(huì)保障基金本質(zhì)上講是一只"無(wú)限期"的"儲(chǔ)備型"主權(quán)養(yǎng)老基金,應(yīng)樹立"長(zhǎng)期主義"的投資理念,確立"主動(dòng)主義"的投資戰(zhàn)略,這是近十年來(lái)國(guó)際大型養(yǎng)老基金機(jī)構(gòu)投資者的最佳實(shí)踐和改革趨勢(shì),社保理事會(huì)應(yīng)及時(shí)做出重大戰(zhàn)略調(diào)整,并據(jù)此提出運(yùn)用大類資產(chǎn)比例監(jiān)管和擴(kuò)大投資范圍等系列改革建議和一攬子方案。
[Abstract]:This paper analyzes the problems in the orientation and management system of the Social Security Council, and points out that there are mainly eight problems characterized by the establishment management and the full budget allocation management of the institution, and on the basis of international comparison, This paper puts forward three management system models for the investment subject of sovereign pension fund, puts forward four reform schemes of the social security council "transformation" according to the specific conditions of China, and puts forward personal views on the tradeoff of its advantages and disadvantages. In view of the challenges faced by the trust investment of the basic pension fund, it is proposed that the Social Security Council should establish four important mechanisms. Finally, the article takes the Canadian Pension Fund Investment Corporation as a reference. This paper analyzes the nature of the national social security fund which has been operated for 16 years, and holds that the national social security fund is essentially a "reserve" sovereign pension fund with an "indefinite period", and the investment concept of "long-term doctrine" should be established. The establishment of an "proactive" investment strategy is the best practice and reform trend of international large pension fund institutional investors in the past decade, and the Social Security Council should make major strategic adjustments in time. Based on this, a series of reform proposals and package schemes are put forward, such as applying the proportion of large assets to supervise and expanding the scope of investment.
