【摘要】：土地和勞動是人類賴以生存和發(fā)展的基礎(chǔ),也是農(nóng)村社會生產(chǎn)力最重要的生產(chǎn)要素,對于經(jīng)濟發(fā)展、社會進步、人民幸福具有重要的作用和意義。在我國全面建設(shè)小康社會的進程中,尤其是在精準扶貧、精準脫貧的攻堅戰(zhàn)中,充分發(fā)揮土地和勞動的作用具有關(guān)鍵性的作用。但是,在我國人多地少、城鄉(xiāng)二元分化、農(nóng)村勞動生產(chǎn)效率低、農(nóng)民收入水平低等的現(xiàn)實中,我們應(yīng)更加注重以家庭聯(lián)產(chǎn)承包經(jīng)營為基礎(chǔ),實現(xiàn)土地流轉(zhuǎn)的創(chuàng)新和多元化。江西省農(nóng)業(yè)大省和水稻主產(chǎn)區(qū),正在處于從傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變的關(guān)鍵性階段,加快農(nóng)業(yè)發(fā)展,促進土地流轉(zhuǎn)有序高效運行,對于提高土地資源利用效率,推進農(nóng)業(yè)發(fā)展、農(nóng)村發(fā)展、農(nóng)民發(fā)展,推動城鄉(xiāng)二元結(jié)構(gòu)問題的解決具有重要意義。本文是在“三農(nóng)”問題、推進農(nóng)業(yè)現(xiàn)代化的大背景下研究江西省農(nóng)村勞動力轉(zhuǎn)移進程中土地流轉(zhuǎn)問題。文章從農(nóng)村勞動力轉(zhuǎn)移和土地流轉(zhuǎn)現(xiàn)狀分析入手,在大量的文獻理論研究的基礎(chǔ)上,探討農(nóng)村勞動力轉(zhuǎn)移數(shù)量和質(zhì)量對土地流轉(zhuǎn)數(shù)量和質(zhì)量的影響,通過不同的角度透析兩者之間的影響關(guān)系。其次,從實證的角度從另一方面討論了土地流轉(zhuǎn)對農(nóng)村勞動力轉(zhuǎn)移的影響,得出二者存在正相關(guān)關(guān)系,而且農(nóng)村勞動力轉(zhuǎn)移的流動性要大于土地流轉(zhuǎn)的流動性。再次,本文通過具體數(shù)據(jù)和案例闡釋了江西省在土地流轉(zhuǎn)過程中存在的問題,之后運用指標分析,通過主成分分析和因子分析探究土地流轉(zhuǎn)的影響因素,從宏觀和微觀兩個角度分析整體經(jīng)濟發(fā)展水平和勞動力本身的行為素質(zhì)對土地流轉(zhuǎn)的影響。然后,根據(jù)之前的理論和實證分析,提出了完善中介組織、規(guī)范流轉(zhuǎn)市場,完善流轉(zhuǎn)制度、規(guī)范流轉(zhuǎn)行為,提高轉(zhuǎn)移質(zhì)量、提高社會保障等措施有效推動土地流轉(zhuǎn)。最后,給出結(jié)論�？傊�,本文在實證、案例等方面充分論證了江西省在農(nóng)村勞動力轉(zhuǎn)移進程中的土地流轉(zhuǎn)問題,提出合理有效的措施,為推動江西省土地流轉(zhuǎn)的發(fā)展具有重要的現(xiàn)實意義,也為全國土地流轉(zhuǎn)發(fā)展方面提供了有效的建議。
[Abstract]:Land and labor are the basis of human survival and development, and the most important factor of production of rural social productive forces, which plays an important role and significance in economic development, social progress and people's happiness. In the process of building a well-off society in an all-round way, especially in the battle of precision poverty alleviation and precision poverty alleviation, it is crucial to give full play to the role of land and labor. However, in the reality of people and land, urban-rural dual differentiation, low productivity of rural labor and low income of farmers, we should pay more attention to the innovation and diversification of land circulation on the basis of household contract management. Jiangxi Province's major agricultural provinces and major rice producing areas are in the crucial stage of transition from traditional agriculture to modern agriculture. Speeding up agricultural development and promoting the orderly and efficient operation of land circulation will improve the efficiency of land use and promote agricultural development. The rural development, the farmer development, promotes the urban and rural dual structure question the solution to have the vital significance. This paper studies the land circulation in the process of rural labor force transfer in Jiangxi Province under the background of "three rural issues" and promoting agricultural modernization. Based on the analysis of the current situation of rural labor force transfer and land transfer, this paper discusses the influence of the quantity and quality of rural labor force transfer on the quantity and quality of land transfer on the basis of a great deal of literature and theoretical research. The relationship between the two was analyzed from different angles. Secondly, the paper discusses the impact of land transfer on rural labor transfer from the perspective of empirical analysis, and concludes that there is a positive correlation between the two, and the mobility of rural labor transfer is greater than that of land transfer. Thirdly, this paper explains the problems existing in the process of land circulation in Jiangxi Province through specific data and cases, and then uses index analysis, through principal component analysis and factor analysis, to explore the influencing factors of land circulation. This paper analyzes the influence of the overall economic development level and the behavior quality of the labor force on the land circulation from the macro and micro perspectives. Then, according to the previous theoretical and empirical analysis, this paper puts forward some measures to promote the land circulation effectively, such as perfecting intermediary organizations, standardizing the circulation market, perfecting the circulation system, standardizing the circulation behavior, improving the transfer quality and improving the social security. Finally, the conclusion is given. In a word, this paper fully demonstrates the land transfer problem in the process of rural labor force transfer in Jiangxi Province, and puts forward reasonable and effective measures, which is of great practical significance for promoting the development of land transfer in Jiangxi Province. It also provides effective suggestions for the development of land circulation in the whole country.
