【摘要】：隨著我國人口老齡化的不斷加劇,未來我國社會保障供需矛盾將不斷升級,全面深化社會保障領(lǐng)域改革,以實現(xiàn)黨的十八屆五中全會提出的"社會保障制度的可持續(xù)性和公平性發(fā)展"已刻不容緩。有關(guān)學者就我國開征社會保障稅的必要性及可能性進行了持續(xù)研究,本文主要分析我國養(yǎng)老保險領(lǐng)域費稅制度改革的障礙,對比美國OASDI制度經(jīng)驗,建議我國社會保障領(lǐng)域改革應(yīng)當加快頂層設(shè)計,促進社會保障預(yù)算管理科學化、信息化,轉(zhuǎn)變?nèi)截熑瘟x務(wù)機制,鼓勵發(fā)展市場化的養(yǎng)老服務(wù)業(yè)。
[Abstract]:With the increasing aging of the population in our country, the contradiction between supply and demand of social security will be continuously upgraded in the future, and the reform in the field of social security will be deepened in an all-round way. It is urgent to realize the sustainable and equitable development of social security system put forward by the Fifth Plenary session of the 18th CPC Central Committee. Some scholars have carried on the continuous research on the necessity and possibility of levying social security tax in our country. This paper mainly analyzes the obstacles to the reform of the fee and tax system in the field of endowment insurance in China, and compares the experience of OASDI system in the United States. It is suggested that the reform of social security in China should speed up the top-level design, promote the scientific management of social security budget, informationization, change the three-party responsibility and obligation mechanism, and encourage the development of market-oriented old-age service industry.
