【摘要】：社會(huì)管理是政府為了滿足人們的需求、通過(guò)組織、協(xié)調(diào)等方法,維護(hù)社會(huì)秩序的一項(xiàng)統(tǒng)籌管理活動(dòng)。政府的社會(huì)管理職能在黨的十六屆四中全會(huì)中被正式的確定為政府四大職能之一。政府是社會(huì)管理創(chuàng)新的重要主體之一,因此不斷的調(diào)整和轉(zhuǎn)變政府職能,適應(yīng)社會(huì)發(fā)展,才能在社會(huì)管理創(chuàng)新方面取得成績(jī),才能落實(shí)好以人為本、以服務(wù)為宗旨的科學(xué)發(fā)展觀,也有利于更好的構(gòu)建社會(huì)主義和諧社會(huì)。近年來(lái),經(jīng)過(guò)各級(jí)政府的不斷努力探索,加強(qiáng)和創(chuàng)新社會(huì)管理方面取得了一定的成績(jī)。實(shí)踐證明,創(chuàng)新社會(huì)管理是促進(jìn)我國(guó)各項(xiàng)事業(yè)快速發(fā)展的客觀需要,是維護(hù)廣大人民利益、鞏固我黨政權(quán)的必然要求,是我國(guó)在新時(shí)期抓住機(jī)遇、迎接挑戰(zhàn)的輔助條件,對(duì)實(shí)現(xiàn)中華民族偉大復(fù)興和建設(shè)小康社會(huì)具有關(guān)鍵意義。創(chuàng)新社會(huì)管理,是構(gòu)建服務(wù)型政府的依托,科學(xué)的理解社會(huì)管理和公共服務(wù)職能,使得政治體制改革有所推進(jìn),使社區(qū)建設(shè)有所擴(kuò)大,強(qiáng)有力的調(diào)節(jié)社會(huì)利益關(guān)系,有利于社會(huì)秩序的穩(wěn)定,這些舉措都是維護(hù)我國(guó)社會(huì)穩(wěn)定的有效方法,也是化解社會(huì)矛盾的根本對(duì)策。從政府職能方向出發(fā),創(chuàng)新社會(huì)管理研究,是推進(jìn)我國(guó)現(xiàn)代化建設(shè)的有力保障。 回顧我國(guó)社會(huì)管理職能的歷史演變過(guò)程,在三個(gè)不同階段分別存在社會(huì)控制難度加大、社會(huì)保障問(wèn)題突出、社會(huì)服務(wù)能力差、社會(huì)協(xié)調(diào)能力不足等問(wèn)題,造成上述問(wèn)題的主要原因是社會(huì)分化和利益多元化、社會(huì)管理體制不完善、社會(huì)管理理念存在誤區(qū)、公民利益訴求渠道不完善。通過(guò)研究美、英、日等國(guó)在創(chuàng)新政府社會(huì)管理職能方面的先進(jìn)經(jīng)驗(yàn),探索對(duì)我國(guó)的有益啟示。借助政府職能再造理論、公民自治理論在政府職能轉(zhuǎn)變的大背景下研究社會(huì)管理創(chuàng)新,結(jié)合我國(guó)的基本國(guó)情和現(xiàn)有的社會(huì)管理?xiàng)l件,提出創(chuàng)新社會(huì)管理的嘗試,從政府社會(huì)管理的控制、服務(wù)、協(xié)調(diào)、保障四個(gè)方面提出創(chuàng)新政府社會(huì)管理職能的基本思路對(duì)策。
[Abstract]:The government is one of the four major functions of the government in the fourth Plenary Session of the 16th CPC Central Committee, which is one of the main functions of the government. The government is one of the important subjects of the innovation of social management. In order to adjust the functions of the government and adapt to the social development, the achievements can be achieved in the innovation of social management. In order to carry out the Scientific Outlook on Development which is people-oriented and serve as the purpose, it is also beneficial to the construction of a socialist harmonious society. In recent years, the efforts to strengthen and innovate the social management have been achieved through the efforts of the governments at all levels. The practice has proved that the innovation of social management is an objective need to promote the rapid development of our various undertakings. It is the necessary requirement for maintaining the interests of the people and consolidating the party's political power. It is the auxiliary condition for our country to seize the opportunity and meet the challenges in the new period. It is of great significance to the realization of the great rejuvenation of the Chinese nation and the construction of a well-off society. The innovation of social management is the support of building a service-oriented government. The scientific understanding of social management and public service functions makes the reform of the political system advance, the expansion of the community construction, the strong regulation of social interests and the stability of the social order. These measures are all effective methods to maintain the stability of our society. The fundamental countermeasure to resolve social contradictions is to innovate the research on social management from the direction of government functions, which is a powerful guarantee for promoting our modernization drive.
The historical evolution process of our social management function is reviewed. There are some problems in three different stages, such as social control difficulty, social security problem, poor social service ability and lack of social coordination ability. The main cause of the above problems is social differentiation and benefit diversification, social management system is imperfect, social management is not perfect. By studying the advanced experience of the United States, Britain and Japan in the innovation of the government's social management functions, we explore the beneficial enlightenment to our country by studying the advanced experiences of the United States, Britain and Japan in the innovation of the government's social management functions. The national conditions and the existing social management conditions, put forward the attempt to innovate the social management, from the government's social management control, service, coordination, guarantee four aspects of the basic ideas and Countermeasures for the innovation of the government's social management functions.
