【摘要】：隨著國家經(jīng)濟(jì)的發(fā)展和工業(yè)化程度的提高，城鄉(xiāng)一體化已經(jīng)成為城市發(fā)展的趨勢，各類開發(fā)區(qū)和新城區(qū)不斷涌現(xiàn)，基礎(chǔ)設(shè)施和工業(yè)設(shè)施的建設(shè)不斷，使得大量農(nóng)用耕地被占用，也由此造成了大量農(nóng)民失去自己的土地而成為“失地農(nóng)民”。而失地農(nóng)民的問題一直都是熱點(diǎn)問題，不論是強(qiáng)征、征地補(bǔ)償款的不合理還是失地即失業(yè)的狀態(tài)、社會保障的不落實(shí)等，與失地農(nóng)民相連的問題大多都是負(fù)面問題。如不解決好，不僅僅會對失地農(nóng)民的合法權(quán)益造成嚴(yán)重的影響，也會對社會的穩(wěn)定造成嚴(yán)重的影響。因而，失地農(nóng)民問題涉及到社會的安定團(tuán)結(jié)和國家的長治久安。 近幾年來，長春市城市建設(shè)速度較快，在城市擴(kuò)張的同時(shí)，也出現(xiàn)了不少的失地農(nóng)民。長春市政府一直都很重視失地農(nóng)民問題，也新出臺了一系列的政策對失地農(nóng)民進(jìn)行保障，并且取得了一定的效果。但由于地區(qū)經(jīng)濟(jì)發(fā)展不平衡，，失地農(nóng)民社會保障體系還不完善，還有一些問題例如制度保障方面還有待于進(jìn)一步解決。 本文以長春市失地農(nóng)民為主要研究對象，對失地農(nóng)民進(jìn)行了實(shí)地調(diào)查，并制作了調(diào)查問卷進(jìn)行實(shí)證調(diào)研。結(jié)合長春市的實(shí)際情況，對調(diào)查問卷的數(shù)據(jù)進(jìn)行統(tǒng)計(jì)，以此來研究和分析長春市失地農(nóng)民的現(xiàn)狀。查找出失地農(nóng)民亟待解決的問題，并提出了解決失地農(nóng)民社會保障問題的對策建議。
[Abstract]:With the development of national economy and the improvement of industrialization, urban-rural integration has become the trend of urban development. Various kinds of development zones and new urban areas have been emerging, and the construction of infrastructure and industrial facilities has made a large number of agricultural farmland occupied. This has caused a large number of farmers to lose their land and become "land-losing farmers." However, the problem of land-lost farmers is always a hot issue, whether it is forced levy, unreasonable compensation for land requisition or the state of losing land that is unemployment, the social security is not implemented, and most of the problems connected with land-lost farmers are negative problems. If not solved, it will not only have a serious impact on the legitimate rights and interests of land-losing farmers, but also have a serious impact on social stability. Therefore, the problem of land-lost farmers involves the stability and unity of society and the long-term stability of the country. In recent years, Changchun city construction speed is fast, in the city expansion, but also appeared a lot of land-lost farmers. Changchun municipal government has always attached great importance to the problem of land-lost farmers, but also issued a series of new policies to protect land-losing farmers, and achieved certain results. However, due to the imbalance of regional economic development, the social security system of landless farmers is not perfect, and there are still some problems, such as system security, which need to be solved further. This paper takes the land-lost farmers in Changchun as the main research object, carries on the field investigation to the land-lost farmers, and makes the questionnaire to carry on the empirical investigation. According to the actual situation of Changchun City, this paper makes statistics on the data of questionnaire to study and analyze the present situation of landless farmers in Changchun City. This paper finds out the problems that need to be solved urgently, and puts forward some countermeasures and suggestions to solve the social security problems of land-lost farmers.
