【摘要】：隨著經(jīng)濟、社會的不斷發(fā)展和人口老齡化時代的到來,建設(shè)和發(fā)展中國社會保障制度的重要性愈加凸顯。由于當前中國社會保障制度的建設(shè)還處于初期階段,所以學(xué)習(xí)和借鑒其他國家在相關(guān)方面的經(jīng)驗教訓(xùn)對中國來說無疑具有重要意義。通過回顧、梳理世界范圍內(nèi)社會保障制度自初創(chuàng)至近期的發(fā)展歷史,結(jié)合相關(guān)理論的演進過程和各國實踐的經(jīng)驗,本文嘗試總結(jié)出了社會保障制度建設(shè)中需要注意的一些規(guī)律和原則,并根據(jù)這些啟示,對中國《社會保險法》草案進行了評價,同時給出了修改、完善的建議。
[Abstract]:With the development of economy and society and the arrival of aging population, the importance of constructing and developing Chinese social security system is becoming more and more prominent. Because the construction of China's social security system is still in its infancy, it is undoubtedly of great significance for China to learn and learn from the experiences and lessons of other countries. Through reviewing, combing the worldwide social security system from its inception to recent development history, combining with the evolution of relevant theories and the practical experience of various countries, This paper attempts to sum up some laws and principles that should be paid attention to in the construction of social security system. According to these revelations, the draft of China's Social Insurance Law is evaluated, and some suggestions for revision and perfection are given.
