【摘要】：面臨著人口壽命的不斷延長(zhǎng),人口老齡化問(wèn)題也不斷加劇,以及近些年提出的延遲退休等政策,都使國(guó)民困惑于現(xiàn)如今的養(yǎng)老保險(xiǎn)制度是否能支持養(yǎng)老金在未來(lái)的幾十年內(nèi)平穩(wěn)有序、足額按時(shí)的發(fā)放,因而國(guó)家及黑龍江省出臺(tái)的各項(xiàng)有關(guān)養(yǎng)老保險(xiǎn)的政策意見(jiàn)更是愈發(fā)得到國(guó)民的重視,養(yǎng)老保險(xiǎn)制度是為到達(dá)法定退休年齡退出工作崗位或因國(guó)家規(guī)定解除勞動(dòng)義務(wù)的公民提供的社會(huì)保障制度,因此黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度建設(shè)的分析和研究,對(duì)黑龍江省養(yǎng)老保險(xiǎn)事業(yè)的發(fā)展有著重要意義。作為基本社會(huì)保險(xiǎn)中最受人關(guān)注的養(yǎng)老保險(xiǎn)在黑龍江省形成時(shí)間較短,在人口老齡化現(xiàn)象日益加重的現(xiàn)狀下,從黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度入手,運(yùn)用實(shí)證分析與比較分析、文獻(xiàn)研究、調(diào)查分析等方法,通過(guò)收集和整合近幾年黑龍江省養(yǎng)老保險(xiǎn)的數(shù)據(jù),從黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)與社會(huì)發(fā)展不同步方面、養(yǎng)老保險(xiǎn)制度運(yùn)行效率較低方面、推進(jìn)養(yǎng)老保險(xiǎn)制度整合較緩方面、養(yǎng)老保險(xiǎn)政策執(zhí)行力度較弱方面、養(yǎng)老保險(xiǎn)基金管控制度較少方面入手,對(duì)黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)的現(xiàn)行制度進(jìn)行分析,根據(jù)黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度建設(shè)中現(xiàn)存的問(wèn)題,通過(guò)研究美國(guó)的三支柱養(yǎng)老保險(xiǎn)體系和瑞典的高福利養(yǎng)老保險(xiǎn)制度,以及中國(guó)典型城市的養(yǎng)老保險(xiǎn)制度,提出了在養(yǎng)老保險(xiǎn)發(fā)展過(guò)程中應(yīng)注重頂層設(shè)計(jì),加深對(duì)當(dāng)前及未來(lái)經(jīng)濟(jì)形勢(shì)的理解,以確保養(yǎng)老保險(xiǎn)的長(zhǎng)遠(yuǎn)發(fā)展;在養(yǎng)老保險(xiǎn)制度的運(yùn)行過(guò)程中,應(yīng)加強(qiáng)責(zé)任主體間的上傳下達(dá)效率,以保證養(yǎng)老保險(xiǎn)的順利推進(jìn);在養(yǎng)老保險(xiǎn)制度整合中,應(yīng)將具體工作落實(shí)到人,以提升制度運(yùn)行效率;在養(yǎng)老保險(xiǎn)的未來(lái)發(fā)展中,應(yīng)提升政府的支持力度,以確保養(yǎng)老保險(xiǎn)政策惠及到黑龍江省全體城鎮(zhèn)職工;在養(yǎng)老保險(xiǎn)的基金問(wèn)題上,應(yīng)充分利用市場(chǎng)資源,多渠道投資,以保證養(yǎng)老保險(xiǎn)金的長(zhǎng)遠(yuǎn)發(fā)展,力求為黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度的發(fā)展提供政策性建議。一個(gè)地區(qū)社會(huì)保障的發(fā)展?fàn)顩r與當(dāng)?shù)刂贫鹊慕∪潭仁蔷o密相關(guān)的,而養(yǎng)老保險(xiǎn)作為社會(huì)保障中的重要組成部分自然也離不開(kāi)政策的支持,為豐富黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度的體系構(gòu)建,站在大環(huán)境的視角下對(duì)黑龍江省不同時(shí)期的制度進(jìn)行分析梳理,對(duì)每一時(shí)期出臺(tái)的每一項(xiàng)制度進(jìn)行分析及整合,并與當(dāng)下熱議的現(xiàn)實(shí)情況緊密結(jié)合力求創(chuàng)新,進(jìn)而為黑龍江省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度建設(shè)的進(jìn)一步發(fā)展提出拙見(jiàn),從而建立一個(gè)真正能讓百姓老有所養(yǎng)、老有所依、老有所樂(lè)的養(yǎng)老保險(xiǎn)制度,推動(dòng)黑龍江省養(yǎng)老保險(xiǎn)事業(yè)的優(yōu)化發(fā)展。
[Abstract]:Faced with the increasing longevity of the population, the growing problem of population ageing, and the policies put forward in recent years, such as delayed retirement, All make people wonder whether today's pension insurance system can support a stable and orderly payment of pensions in the coming decades, in full and on time. As a result, the policy opinions on old-age insurance issued by the state and Heilongjiang Province have been paid more and more attention to by the people. The old-age insurance system is a social security system provided for citizens who have reached the legal retirement age to quit their jobs or are relieved of their labor obligations by the state. Therefore, the analysis and research on the construction of the old-age insurance system for urban workers in Heilongjiang Province, It is of great significance to the development of endowment insurance in Heilongjiang Province. As the most concerned old-age insurance in the basic social insurance in Heilongjiang Province, the formation time is relatively short. Under the situation of the aging of population, starting with the old-age insurance system of urban workers in Heilongjiang Province, By means of empirical and comparative analysis, literature research, investigation and analysis, and through collecting and integrating the data of Heilongjiang Province's endowment insurance in recent years, from the aspects of the non-synchronization between urban workers' pension insurance and social development in Heilongjiang Province, The efficiency of the pension insurance system is low, the integration of the pension insurance system is slow, the implementation of the pension insurance policy is weak, and the pension fund control system is less. Based on the analysis of the current system of urban workers' old-age insurance in Heilongjiang Province, according to the existing problems in the construction of the old-age insurance system for urban workers in Heilongjiang Province, By studying the three-pillar pension insurance system in the United States, the high-welfare pension insurance system in Sweden, and the pension insurance system in typical Chinese cities, the paper puts forward that the top-level design should be paid attention to in the process of the development of the old-age insurance. In order to ensure the long-term development of the old-age insurance system, we should strengthen the efficiency of uploading and issuing among the responsible subjects in order to ensure the smooth advancement of the old-age insurance system. In the integration of the endowment insurance system, the specific work should be carried out to people in order to improve the operational efficiency of the system, and in the future development of the pension insurance, the government should enhance the support of the government. In order to ensure that the old-age insurance policy benefits all urban workers in Heilongjiang Province, we should make full use of market resources and invest in various channels to ensure the long-term development of pension insurance funds. Strive to provide policy advice for the development of urban worker pension insurance system in Heilongjiang Province. The development of social security in a region is closely related to the degree of perfection of the local system. As an important part of social security, pension insurance is naturally inseparable from the support of policies. In order to enrich the construction of the old-age insurance system for urban workers in Heilongjiang Province, this paper analyzes and combs the systems of different periods in Heilongjiang Province from the perspective of the general environment, and analyzes and integrates each system issued in each period. And closely combined with the current hot discussion of the reality and strive to innovate, and then for the further development of urban workers pension insurance system in Heilongjiang Province, so as to establish a real old people to support the elderly, the old have some basis. The old-age pension insurance system promotes the optimization and development of the endowment insurance industry in Heilongjiang Province.
