基于雙因素理論的南昌市大學(xué)生村官激勵機(jī)制研究

【摘要】:大學(xué)生村官計(jì)劃是黨中央為推進(jìn)新農(nóng)村的建設(shè)而做出的戰(zhàn)略性決策,它作為構(gòu)筑新農(nóng)村發(fā)展平臺的政策,無疑是農(nóng)業(yè)政策的發(fā)展和深化。2012年,中央組織部、教育部、人力資源和社會保障部、國家公務(wù)員局聯(lián)合下發(fā)了《關(guān)于進(jìn)一步加強(qiáng)大學(xué)生村官工作的意見》,該文件指出大學(xué)生村官計(jì)劃是黨中央做出的一項(xiàng)重大的戰(zhàn)略決策,大學(xué)生村官工作得到黨中央領(lǐng)導(dǎo)的高度重視。積極推動大學(xué)生村官制度建設(shè)是基于鞏固黨的農(nóng)村基層政權(quán),發(fā)揮黨在農(nóng)村基層先進(jìn)性的重要保證。積極推動“一村一名大學(xué)村官”制度的落實(shí),既能解決當(dāng)前絕大部分村級基層政權(quán)人員結(jié)構(gòu)、知識結(jié)構(gòu)不合理問題,又能為推動農(nóng)村各項(xiàng)事業(yè)建設(shè)提供智力支持和人員保證,還能為黨儲備一批有知識、有文化、有基層實(shí)踐經(jīng)驗(yàn)的知識青年。2008年至今,江西省按照中央部署,穩(wěn)步有序的推進(jìn)“一村一名大學(xué)生村官”計(jì)劃,已取得了明顯成效。大學(xué)生村官計(jì)劃為不少農(nóng)村地區(qū)提供了脫貧致富所需要的智力支持和渠道支持,使不少邊遠(yuǎn)鄉(xiāng)村與外界聯(lián)系緊密度不斷加深,經(jīng)濟(jì)水平得到了跨越式發(fā)展,受到了廣大農(nóng)村群眾的支持和擁護(hù)。對于參與大學(xué)生村官計(jì)劃的大學(xué)生而言,不僅自身取得了寶貴的基層實(shí)踐經(jīng)驗(yàn),期滿后無論是繼續(xù)擔(dān)任村級領(lǐng)導(dǎo)干部還是積極開展農(nóng)村創(chuàng)業(yè),都為提高江西農(nóng)村地區(qū)農(nóng)民群眾收入、改善江西農(nóng)村地區(qū)經(jīng)濟(jì)社會面貌作出了貢獻(xiàn)。但結(jié)合江西省實(shí)際情況看,這項(xiàng)工作還存在著一些矛盾和問題,大學(xué)生村官的工作環(huán)境問題、薪酬待遇問題、長遠(yuǎn)發(fā)展問題等已越發(fā)明顯,亟待通過完善相應(yīng)制度來改善。雙因素理論是美國著名科學(xué)家赫茲伯格提出的旨在解決員工管理問題的管理學(xué)理論,該理論強(qiáng)調(diào)保健因素和激勵因素共同作用,以推進(jìn)員工與企業(yè)的和諧發(fā)展。將該理論用于對南昌市大學(xué)生村官的激勵,能有效提高大學(xué)生村官自身素養(yǎng)、激發(fā)大學(xué)生村官工作積極性和創(chuàng)造力,對完善南昌市大學(xué)生村官激勵機(jī)制有較好指導(dǎo)意義和實(shí)踐價值。本文以雙因素理論為切入點(diǎn),以構(gòu)建南昌市大學(xué)生村官激勵制度為實(shí)踐基礎(chǔ),通過理論研究與走訪調(diào)研相結(jié)合的形式,對目前激勵制度存在的問題加以剖析。并根據(jù)南昌市大學(xué)生村官當(dāng)前的實(shí)際情況,結(jié)合雙因素理論,對于現(xiàn)有的不足提出具有一定可行性的意見和建議,以期為南昌市大學(xué)生村官激勵制度的完善做出一定的貢獻(xiàn)。
[Abstract]:The university student village official plan is a strategic decision made by the CPC Central Committee to promote the construction of a new countryside. As a policy to build a new rural development platform, it is undoubtedly the development and deepening of the agricultural policy. In 2012, the Central Organization Department, the Ministry of Education, The Ministry of Human Resources and Social Security and the State Civil Service Bureau jointly issued opinions on further strengthening the work of university students' village officials. The document pointed out that the plan for university students' village officials was a major strategic decision made by the Party Central Committee. The university student village official work receives the party Central Committee leadership's high attention. To actively promote the construction of university students' village official system is an important guarantee based on consolidating the party's rural grass-roots regime and giving play to the Party's advanced nature at the rural grass-roots level. Actively promoting the implementation of the system of "one village, one university village official" can not only solve the problem of irrational personnel structure and knowledge structure of the majority of village-level grassroots regimes at present, but also provide intellectual support and personnel guarantee for promoting the construction of various undertakings in rural areas. Since 2008, Jiangxi Province has steadily and orderly advanced the plan of "one village, one university student village official" in accordance with the central plan, and has achieved remarkable results. The university student village official plan has provided many rural areas with the intellectual support and channel support needed to get rid of poverty and become rich, so that many remote villages and the outside world have become more and more closely connected, and their economic level has been developed by leaps and bounds. By the broad masses of rural support and support. For the college students participating in the university student village official program, not only have they gained valuable practical experience at the grass-roots level, but after the expiration of the period of time, they will continue to be leaders at the village level or actively carry out rural entrepreneurship. Both of them have contributed to raising the income of farmers in rural areas of Jiangxi and improving the economic and social outlook of rural areas in Jiangxi Province. However, considering the actual situation of Jiangxi Province, there are still some contradictions and problems in this work. The problems of working environment, salary and treatment, and long-term development of university students' village officials are more and more obvious, so it is urgent to improve the corresponding system. Two-factor theory is a management theory put forward by Herzberg, a famous American scientist, to solve the problem of employee management. It emphasizes the joint action of health care factors and incentive factors in order to promote the harmonious development of employees and enterprises. The application of this theory to the encouragement of university students' village officials in Nanchang City can effectively improve the self-accomplishment of university students' village officials and stimulate the enthusiasm and creativity of university students' village officials' work. It has good guiding significance and practical value to improve the incentive mechanism of university students' village officials in Nanchang. Based on the two-factor theory and the practical foundation of constructing the incentive system of university students' village officials in Nanchang, this paper analyzes the problems existing in the incentive system through the combination of theoretical research and visiting investigation. According to the actual situation of university students' village officials in Nanchang city, combined with the theory of two factors, this paper puts forward some feasible suggestions and suggestions for the existing deficiencies, in order to make a certain contribution to the improvement of the incentive system for the university students' village officials in Nanchang city.
