【摘要】：計(jì)劃生育利益導(dǎo)向是從廣大人民群眾的根本利益出發(fā)，在經(jīng)濟(jì)社會(huì)發(fā)展的框架下將計(jì)劃生育工作和社會(huì)民生問題相結(jié)合，全方位的提高廣大計(jì)劃生育家庭的生育質(zhì)量和生活水平。近年來，在“穩(wěn)定低生育水平，統(tǒng)籌解決人口問題”的大背景下，河北省致力于打造“惠民計(jì)生”，逐步形成了以“少生獎(jiǎng)勵(lì)、特困救助、服務(wù)免費(fèi)、政策優(yōu)惠、貧困扶持、養(yǎng)老扶助”為主要內(nèi)容的“六位一體”計(jì)劃生育利益導(dǎo)向政策體系，使計(jì)劃生育家庭在許多方面得到了越來越多的實(shí)惠，優(yōu)先分享經(jīng)濟(jì)社會(huì)發(fā)展成果，取得了良好的經(jīng)濟(jì)效益和社會(huì)效益。 本文將計(jì)劃生育利益導(dǎo)向政策研究與河北省的省情結(jié)合起來,回顧了計(jì)劃生育利益導(dǎo)向政策的歷史演變過程，介紹了計(jì)劃生育利益導(dǎo)向政策的主要內(nèi)容，列舉了近年來河北省計(jì)劃生育利益導(dǎo)向各項(xiàng)政策在經(jīng)費(fèi)投入、覆蓋人群、服務(wù)體系機(jī)構(gòu)建設(shè)、部門間協(xié)調(diào)模式等方面的實(shí)施現(xiàn)狀，通過對(duì)生育水平變動(dòng)、出生政策符合率變動(dòng)和計(jì)劃生育工作滿意度進(jìn)行重點(diǎn)分析，發(fā)現(xiàn)了計(jì)劃生育利益導(dǎo)向政策在實(shí)施過程中需要完善的地方,包括：“獎(jiǎng)”與“懲”導(dǎo)向作用不平衡；資金保障的壓力趨大；隨機(jī)性救助模式存在局限；部門間協(xié)調(diào)難度大；非物質(zhì)性導(dǎo)向政策缺失。對(duì)于這些問題，作者提出了合理化的政策建議，主要有：強(qiáng)化計(jì)劃生育利益導(dǎo)向和社會(huì)約束的結(jié)合；建立多層次共同分擔(dān)的投入體系，保障資金供需平衡；將隨機(jī)性救助模式升級(jí)為規(guī)范化的社會(huì)保障制度模式；強(qiáng)化部門間合作，多渠道對(duì)計(jì)生家庭實(shí)施幫扶；加強(qiáng)計(jì)劃生育利益導(dǎo)向中的精神引導(dǎo)的作用。 在本文中，運(yùn)用公共管理學(xué)、社會(huì)學(xué)、人口學(xué)等相關(guān)理論，通過文獻(xiàn)研究、定量和定性分析、個(gè)人訪談等研究方法，對(duì)河北省計(jì)劃生育利益導(dǎo)向政策體系進(jìn)行詳細(xì)分析，提出了有針對(duì)性合理的政策建議，豐富了計(jì)劃生育利益導(dǎo)向政策理論研究。
[Abstract]:The interest orientation of family planning is based on the fundamental interests of the broad masses of the people and combines family planning work with social and livelihood issues within the framework of economic and social development. Improve the fertility quality and living standards of family planning families in all directions. In recent years, under the background of "stabilizing the low fertility level and solving the population problem as a whole," Hebei Province has devoted itself to creating "benefiting the people and planning students," and gradually formed "fewer students' rewards, special hardship relief, free service, preferential policies, and poverty support." The "six in one" family planning benefit oriented policy system, which is the main content of old-age support and assistance, has enabled family planning families to gain more and more benefits in many aspects, giving priority to sharing the fruits of economic and social development. Good economic and social benefits have been achieved. This paper combines the research of interest oriented policy of family planning with the situation of Hebei province, reviews the historical evolution process of interest oriented policy of family planning, and introduces the main contents of the policy of interest orientation of family planning. This paper enumerates the status quo of the implementation of various family-planning benefit-oriented policies in Hebei Province in recent years in terms of funding input, coverage of the population, construction of service system institutions, inter-departmental coordination model, etc., through changes in the fertility level. Through the analysis of the change of birth policy conformity rate and the satisfaction degree of family planning work, it is found that the benefit oriented policy of family planning needs to be perfected in the process of implementation, including: the imbalance of the guiding role of "reward" and "punishment"; The pressure of fund guarantee is increasing; the random relief mode is limited; the coordination between departments is difficult; and the immateriality oriented policy is missing. To solve these problems, the author puts forward some reasonable policy suggestions, such as strengthening the combination of family planning interests and social constraints, establishing a multi-level and shared input system to ensure the balance between supply and demand of funds. To upgrade the random relief model to the standardized social security system model; to strengthen inter-departmental cooperation, multi-channel to help families, and to strengthen the role of spiritual guidance in the guidance of family planning interests. In this paper, by using the relevant theories of public management, sociology, demography, literature research, quantitative and qualitative analysis, personal interviews and other research methods, the author makes a detailed analysis of the interest oriented policy system of family planning in Hebei Province. Some reasonable policy suggestions are put forward, which enrich the theoretical research of interest-oriented policy for family planning.
