【摘要】：本翻譯報告原文為《2015年20國集團勞動市場會議:加強各國增加和就業(yè)的聯(lián)系》,由國際勞工組織、經(jīng)濟、合作與發(fā)展組織和世界銀行集團于2015年聯(lián)合發(fā)布。全文是一篇典型經(jīng)濟類報告,介紹2015年G20勞動力市場會議的背景,旨在推動20國集團協(xié)力解決就業(yè)問題,以促進全球經(jīng)濟增長。該報告對G20國政府領(lǐng)導(dǎo)人、企業(yè)主和研究者而言有重要意義。報告全文讓讀者看到了在全球經(jīng)濟不景氣的前提下,各國需要協(xié)調(diào)統(tǒng)一公共政策,包括建設(shè)有支撐能力的宏觀經(jīng)濟,出口貿(mào)易相關(guān)投資和勞動市場政策,同時保證社會保障系統(tǒng)的靈活性和財政可持續(xù)發(fā)展,確保財政制度規(guī)范有序。該報告認(rèn)為上述政策的協(xié)調(diào)可使G20協(xié)力解決就業(yè)并促進增長。該報告對于同為20國集團之一的中國尤為重要,國內(nèi)相關(guān)調(diào)查研究人員、經(jīng)濟組織以及政府機構(gòu)可以更深入了解G20各國的現(xiàn)狀,并以此為重要參考資料,制定出解決本國失業(yè)問題和就業(yè)不充分問題的綜合性解決方案。譯者主要是以塞萊絲科維奇(Danica Seleskovoitch)和勒代雷(Marianne Lederer)的釋意理論為本翻譯報告的理論指導(dǎo)。二人認(rèn)為,翻譯的目的應(yīng)為傳遞意思,亦即交際意義;譯者口譯的目的是實現(xiàn)篇章所傳達的信息內(nèi)容,是言語(亦即語言承載的信息),而不是語言本身,最終達成意義對等,而非詞句對等。釋意理論首先把語法同語義分開,指出翻譯是釋意。如要達到這樣的目的,譯者應(yīng)在翻譯準(zhǔn)備中,充分把握釋意理論所述認(rèn)知語境,理解模糊語言。同時,嚴(yán)謹(jǐn)遵從釋意理論中翻譯步驟的三角模式。通過翻譯實踐和文本類型及特點分析,譯者認(rèn)為釋意理論完全適用于《2015年20國集團勞動市場會議:加強各國增加和就業(yè)的聯(lián)系》這一經(jīng)濟類型正式文本,因此在翻譯過程中,譯者應(yīng)做到譯文簡潔明了,并準(zhǔn)確地傳遞原文的意思和概念。譯者希望這次翻譯能夠給國內(nèi)的相關(guān)從業(yè)人員和政府工作人員能夠提供很好的指導(dǎo)作用和幫助,同時在實踐過程中證明釋意理論的言語對等以及翻譯步驟的三角模式非常適用于諸如經(jīng)濟類正式文本的筆譯實踐。
[Abstract]:The report, entitled "the 2015 Group of 20 Labor Market Conference: strengthening National linkages for growth and Employment", was jointly released by the International Labour Organization, the Organization for Economic Cooperation and Development and the World Bank Group in 2015. The full text is a typical economic report on the background to the 2015 G20 labour market meeting aimed at pushing the G20 to work together on jobs to boost global economic growth. The report is important for G20 government leaders, business owners and researchers. The full text of the report shows readers that countries need to coordinate and harmonize public policies, including building supportive macroeconomic, export-related investment and labour market policies, in the face of the global economic downturn. At the same time, ensure the flexibility of the social security system and financial sustainable development, ensure that the financial system is orderly. The report argues that the coordination of these policies will enable the G20 to work together to tackle jobs and boost growth. The report is particularly important for China, which is also a member of the Group of 20. Relevant domestic investigators, economic organizations and government agencies can gain a better understanding of the current situation of the G20 countries and use it as an important reference material. Develop a comprehensive solution to the unemployment and underemployment problems in the country. The translator is guided by the interpretation theory of Seleskovoitchica and Marianne Lederer. According to the two, the purpose of translation should be to convey meaning, that is, communicative meaning; the purpose of translator's interpretation is to achieve the content of the message conveyed in the text, which is the language (that is, the information carried by the language, not the language itself), and finally to achieve the equivalence of meaning. It is not the equivalence of words and phrases. The theory of interpretation firstly separates grammar from semantics and points out that translation is interpretation. In order to achieve this goal, the translator should fully grasp the cognitive context and understand vague language in translation preparation. At the same time, the triangulation model of translation steps in interpretive theory is strictly followed. Based on translation practice and analysis of the types and characteristics of the texts, the translator believes that the interpretation theory is fully applicable to the official text of the Group of 20 Labour Market Conference 2015: strengthening the linkages between growth and Employment among countries, so in the translation process, The translator should keep the translation concise and accurate in transmitting the meaning and concept of the original text. The translator hopes that this translation will provide good guidance and help to relevant practitioners and government workers in China. At the same time, it is proved in practice that the linguistic equivalence of interpretation theory and the triangular model of translation steps are very suitable for translation practices such as economic formal texts.
