【摘要】：住房保障制度是我國(guó)社會(huì)保障體系的重要組成部分,是一項(xiàng)關(guān)乎國(guó)計(jì)民生的民生工程,關(guān)系著社會(huì)和諧穩(wěn)定和經(jīng)濟(jì)平穩(wěn)健康發(fā)展。改革開(kāi)放以來(lái),國(guó)民經(jīng)濟(jì)快速發(fā)展,隨著住房制度改革的深入推進(jìn),人民的居住條件日益改善,然而很多中低收入家庭的住房困難問(wèn)題依舊突出。近幾年來(lái),黨和政府作出了一系列重大部署,不斷加大政策支持力度,加快保障性住房工程建設(shè),努力解決低收入群體的住房困難,并取得了重要進(jìn)展。但是,保障性住房的分配環(huán)節(jié)卻依然薄弱。由于保障房的分配不公及種種內(nèi)幕,一些不在保障范圍的人群拿到了保障房,而真正需要保障房的人群卻無(wú)法享受,保障房失去了它的本質(zhì)意義。努力使全體人民實(shí)現(xiàn)“住有所居”,是黨和政府對(duì)全國(guó)人民的莊嚴(yán)承諾,更是實(shí)現(xiàn)中華民族偉大復(fù)興的重要一步。在我國(guó)保障性住房建設(shè)總量增長(zhǎng)有限的情況下,探討如何在現(xiàn)階段兼顧公平與效率的分配保障性住房至關(guān)重要。放眼全球,美國(guó)、新加坡、香港等發(fā)達(dá)國(guó)家(地區(qū))都已建立了完備的保障性住房分配體系,保障成效顯著,其成功經(jīng)驗(yàn)值得我國(guó)借鑒。目前,南京市已初步建立了保障性住房分配制度并且取得了一定的成就,但在分配的公平與效率方面仍然存在一些問(wèn)題,仍有很大的提升空間,需從建立健全相關(guān)法律法規(guī)、實(shí)行嚴(yán)格的準(zhǔn)入制度、建立信息更新機(jī)制、完善退出機(jī)制、嚴(yán)格審核機(jī)制、建立考核問(wèn)責(zé)制等六個(gè)方面做進(jìn)一步調(diào)整和完善,以建立一套完備的保障性住房分配制度,真正發(fā)揮保障性住房的保障功能,讓所有市民住有所居。
[Abstract]:The housing security system is an important part of the social security system of our country. It is a livelihood project related to the national economy and the people's livelihood. It is related to the social harmony and stability and the steady and healthy development of the economy. Since the reform and opening up, the national economy has developed rapidly. With the deepening of the housing system reform, the living conditions of the people are improving day by day. However, the housing difficulties of many low- and middle-income families are still prominent. In recent years, the Party and the government have made a series of major plans, continuously increased policy support, accelerated the construction of affordable housing projects, worked hard to solve the housing difficulties of low-income groups, and made important progress. However, the allocation of affordable housing is still weak. Because of the unfair distribution of indemnificatory apartment and all kinds of insiders, some people who are not guaranteed get indemnificatory apartment, but those who really need indemnificatory apartment can not enjoy it. Indemnificatory apartment has lost its essential meaning. It is the solemn commitment of the Party and the government to the people of the whole country and an important step to realize the great rejuvenation of the Chinese nation. With the limited growth of the total amount of affordable housing construction in China, it is very important to discuss how to give consideration to fairness and efficiency in the distribution of affordable housing at the present stage. All over the world, the United States, Singapore, Hong Kong and other developed countries (regions) have established a complete distribution system of affordable housing, the effectiveness of security has been remarkable, and its successful experience is worth learning from our country. At present, Nanjing has preliminarily established a system of distribution of affordable housing and has made certain achievements. However, there are still some problems in the fairness and efficiency of distribution, and there is still a lot of room for improvement. It is necessary to establish and improve relevant laws and regulations. Implement strict access system, establish information update mechanism, perfect exit mechanism, strictly audit mechanism, establish examination and accountability system and other six aspects to further adjust and perfect, in order to establish a complete housing distribution system. Give full play to the security function of affordable housing, so that all citizens live.
