【摘要】：正年初,國務院印發(fā)了《關于整合城鄉(xiāng)居民基本醫(yī)療保險制度的意見》(以下簡稱《意見》)。筆者認為能否正確理解和全面落實該文件精神,關系到能否走出我國醫(yī)保面臨的困境,也關系到我國城鄉(xiāng)居民乃至整個醫(yī)保改革的成敗。目前我國的社會醫(yī)保(即基本醫(yī)保和大病保險)面臨著四重壓力:一是我國政府和企業(yè)對社會醫(yī)保的投入力度逐年加大,在當前經(jīng)濟下行的情況下,各級政府和許多企業(yè)的社保投入壓力越來
[Abstract]:At the beginning of the year, the State Council issued opinions on integrating the basic medical insurance system for urban and rural residents (hereinafter referred to as "opinions"). The author thinks that whether we can correctly understand and fully implement the spirit of this document is related to whether we can get out of the plight of medical insurance in our country, but also to the success or failure of the reform of medical insurance in both urban and rural areas. At present, China's social health insurance (namely, basic medical insurance and serious illness insurance) is facing four pressures: first, the government and enterprises of our country have increased their investment in social health insurance year by year, and in the current economic downturn, The pressure of social security investment from governments at all levels and from many enterprises is increasing.
