【摘要】：隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,人口老齡化已經(jīng)對(duì)我國(guó)的經(jīng)濟(jì)增長(zhǎng)、社會(huì)保障體系、傳統(tǒng)的家庭結(jié)構(gòu)等方面都造成了影響,人口老齡化出現(xiàn)的問題與以往有所不同。是否能解決好人口老齡化與社會(huì)經(jīng)濟(jì)平穩(wěn)發(fā)展之間的矛盾點(diǎn),關(guān)系到我國(guó)社會(huì)主義現(xiàn)代化的發(fā)展戰(zhàn)略問題。所以,解決人口老齡化問題是我國(guó)一項(xiàng)重要任務(wù),在推進(jìn)積極老齡化進(jìn)程中地方政府起著重要的作用。首先,作者闡釋了我國(guó)社會(huì)人口老齡化的主要特征以及所處階段,在老齡人口數(shù)量不斷上升時(shí),積極面對(duì)老齡化所產(chǎn)生的問題,強(qiáng)調(diào)積極老齡化理念,強(qiáng)化地方政府相對(duì)應(yīng)的職責(zé)。其次,具體分析了在推進(jìn)積極老齡化進(jìn)程中地方政府所要履行的責(zé)任和其類別以及出現(xiàn)的責(zé)任困境。再次,通過與國(guó)外的先進(jìn)經(jīng)驗(yàn)進(jìn)行比較,分析我國(guó)地方政府在積極老齡化進(jìn)程中的責(zé)任困境的成因。最后,聯(lián)系地方政府在積極老齡化進(jìn)程中的責(zé)任困境并結(jié)合聯(lián)合國(guó)衛(wèi)生組織提出的關(guān)于積極老齡化“健康、參與、保障”三個(gè)主要方面研究地方政府在積極應(yīng)對(duì)人口老齡化快速發(fā)展時(shí),其應(yīng)如何保證老年人口在未來的社會(huì)經(jīng)濟(jì)發(fā)展中的養(yǎng)老服務(wù)、醫(yī)療衛(wèi)生等方面的各種需求。文章運(yùn)用文獻(xiàn)研究法對(duì)我國(guó)現(xiàn)階段人口老齡化的研究成果以及積極老齡化的相關(guān)理論進(jìn)行整體性的研究與歸納分析;運(yùn)用定性與定量相結(jié)合方法來分析目前我國(guó)老齡人口的增長(zhǎng)變化與人口老齡化的發(fā)展情況,找到地方政府在處理養(yǎng)老問題的不足之處;運(yùn)用比較分析法分析出在積極老齡化進(jìn)程中地方政府出現(xiàn)的責(zé)任困境及成因,針對(duì)分析結(jié)果來找到強(qiáng)化積極老齡化進(jìn)程中的地方政府責(zé)任的途徑。
[Abstract]:With the rapid development of social economy, the aging of the population has had an impact on China's economic growth, social security system, traditional family structure and so on. Whether or not we can solve the contradiction between the aging population and the steady development of social economy is related to the development strategy of socialist modernization of our country. Therefore, to solve the problem of population aging is an important task in China, and the local government plays an important role in the process of active aging. First of all, the author explains the main characteristics and the stage of the aging of the social population in China. When the number of the aging population is increasing, the author actively faces the problems caused by the aging, and emphasizes the idea of active aging. Strengthen the responsibilities of local governments. Secondly, it analyzes the responsibility of local government and its types and the dilemma of responsibility in the process of promoting the active aging. Thirdly, by comparing with the advanced experience of foreign countries, this paper analyzes the causes of the dilemma of the local government's responsibility in the process of active aging. Finally, in the context of the dilemma of responsibility of local governments in the process of active ageing and in the context of the United Nations Health Organization's proposal on "active ageing", participation, Three main aspects study how the local government should guarantee the old-age service, medical care and health in the future social and economic development when the local government actively responds to the rapid development of the aging population. This article uses the literature research method to carry on the overall research and the induction analysis to our country present stage population aging research result as well as the active aging related theory; The qualitative and quantitative methods are used to analyze the changes of the aging population and the development of the aging population in China at present, and to find out the deficiencies of the local government in dealing with the problem of the aged. By using comparative analysis, this paper analyzes the dilemma and causes of local government's responsibility in the process of active aging, and finds out the way to strengthen the responsibility of local government in the process of active aging according to the analysis results.
