【摘要】：近年來,伴隨城市化進(jìn)程不斷推進(jìn),土地流轉(zhuǎn)問題已經(jīng)成為不可回避、也不可忽視的重要問題。土地不僅是農(nóng)業(yè)發(fā)展的最基本的一項(xiàng)物質(zhì)基礎(chǔ),更是廣大農(nóng)民賴以生存的最基本生活保障。因此,土地管理制度是否完善、規(guī)范將會在很大程度上影響城鎮(zhèn)化進(jìn)程推進(jìn)速度,甚至?xí)绊懙絿窠?jīng)濟(jì)的發(fā)展速度。政府在城鎮(zhèn)化背景下推進(jìn)農(nóng)村土地流轉(zhuǎn)機(jī)制有效實(shí)施中發(fā)揮著重要作用,因?yàn)檎块T直接接觸農(nóng)民,更加了解民情民意,政府行為的準(zhǔn)確與否將會直接影響到土地流轉(zhuǎn)機(jī)制實(shí)施的效果好與壞,并會間接影響到城鄉(xiāng)一體化發(fā)展格局。因此,本文研究城鎮(zhèn)化進(jìn)程中政府推進(jìn)農(nóng)村土地流轉(zhuǎn)機(jī)制有效實(shí)施的對策對于提升我國農(nóng)村土地流轉(zhuǎn)效率、推動城鎮(zhèn)化快速推進(jìn)具有重要意義。本文通過介紹我國新型城鎮(zhèn)化發(fā)展背景、農(nóng)村土地流轉(zhuǎn)背景等引入研究課題,進(jìn)而對文中涉及到的概念、基本理論進(jìn)行界定,并分析了城鎮(zhèn)化與農(nóng)村土地流轉(zhuǎn)的相互關(guān)系以及政府在農(nóng)村土地流轉(zhuǎn)中的行政行為,為后文分析奠定基礎(chǔ);然后,文中詳細(xì)分析了城鎮(zhèn)化進(jìn)程中我國農(nóng)村土地流轉(zhuǎn)的總體情況,指出了城鎮(zhèn)化進(jìn)程中農(nóng)村土地流轉(zhuǎn)暴漏出的問題;進(jìn)一步,對城鎮(zhèn)化進(jìn)程中農(nóng)村土地流轉(zhuǎn)機(jī)制實(shí)現(xiàn)的現(xiàn)狀進(jìn)行分析,指出政府在農(nóng)村土地流轉(zhuǎn)機(jī)制中的情況、存在問題以及問題的原因;最后,針對前面的分析和鋪墊,本章重點(diǎn)介紹了城鎮(zhèn)化進(jìn)程中政府推進(jìn)農(nóng)村土地流轉(zhuǎn)機(jī)制有效實(shí)施的對策,從健全法律法規(guī)、完善社會保障、建立農(nóng)村勞動力轉(zhuǎn)移機(jī)制、完善土地流轉(zhuǎn)管理機(jī)制、建立土地流轉(zhuǎn)沖突管理機(jī)制等諸多方面提出政府推進(jìn)措施。
[Abstract]:In recent years, with the development of urbanization, the issue of land circulation has become an unavoidable and important issue. Land is not only the most basic material basis of agricultural development, but also the most basic living guarantee for farmers. Therefore, whether the land management system is perfect or not, the standardization will greatly affect the speed of urbanization and even the development of the national economy. The government plays an important role in promoting the effective implementation of the rural land transfer mechanism in the context of urbanization, because the government departments directly contact farmers to better understand the people's situation and public opinion. The accuracy of government behavior will directly affect the effect of land transfer mechanism implementation, and indirectly affect the development pattern of urban and rural integration. Therefore, it is of great significance for the government to promote the effective implementation of rural land transfer mechanism in the process of urbanization in order to improve the efficiency of rural land transfer and promote the rapid development of urbanization. This paper introduces the background of new urbanization and the background of rural land circulation, and then defines the concepts and basic theories involved in this paper. It also analyzes the relationship between urbanization and rural land circulation and the administrative behavior of the government in the rural land transfer, which lays the foundation for the later analysis. Then, the paper analyzes the overall situation of rural land circulation in the process of urbanization. This paper points out the problems of the rural land circulation in the process of urbanization, further analyzes the present situation of the realization of the rural land circulation mechanism in the urbanization process, and points out the situation of the government in the rural land circulation mechanism. Finally, according to the previous analysis and paving, this chapter focuses on the government in the process of urbanization to promote the effective implementation of rural land transfer mechanism, from the sound of laws and regulations, improve social security, To establish the mechanism of rural labor force transfer, to perfect the management mechanism of land circulation, and to establish the management mechanism of land circulation conflict, and so on, to put forward the government's promotion measures.
