【摘要】：隨著我國經(jīng)濟社會發(fā)展,人民生活水平的提高,原有的醫(yī)保制度已經(jīng)越來越不能滿足人民群眾對醫(yī)療保障水平的需要,公費醫(yī)療改革迫在眉睫。1989年,國務(wù)院確定在丹東等四個城市進行醫(yī)改試點。1998年,國務(wù)院發(fā)布了《關(guān)于建立城鎮(zhèn)職工基本醫(yī)療保險制度的決定》,要求城鎮(zhèn)所有用人單位、職工都要參加醫(yī)療保險,醫(yī)療保險改革正式啟動。此后,企業(yè)職工公費醫(yī)療體制改革迅速開展,由于機關(guān)事業(yè)單位的特殊性,公費醫(yī)療改革進程相對緩慢。2012年,山東省省直機關(guān)事業(yè)單位全面實行了醫(yī)療保險改革。2014年4月,濟南市市政府發(fā)布了《濟南市職工基本醫(yī)療保險辦法》,并于2014年12月起分三批完成機關(guān)事業(yè)單位醫(yī)療改革。機關(guān)事業(yè)單位工作人員從此不能享受公費醫(yī)療,開始使用社�？�。濟南市機關(guān)事業(yè)單位醫(yī)療改革進程中,還存在著相當(dāng)多的問題需要解決。如:醫(yī)療體制與醫(yī)療服務(wù)落后,資源配置不合理;新制度的自負比例過高,實際保障水平低;大醫(yī)院出現(xiàn)推諉病人現(xiàn)象等。這些還需要進一步改進,使醫(yī)療保險制度更加完善。本文運用文獻分析法和訪談法,以福利經(jīng)濟學(xué)理論和社會公平理論為基礎(chǔ),對濟南市機關(guān)事業(yè)單位醫(yī)療保險改革問題進行研究。首先,對濟南市機關(guān)事業(yè)單位醫(yī)療保險制度的演變及改革的內(nèi)容進行闡述,對一年來醫(yī)療保險改革實施的狀況進行分析。其次,指出了濟南市機關(guān)事業(yè)單位醫(yī)療保險改革存在的問題及原因。最后,提出了完善濟南市機關(guān)事業(yè)單位醫(yī)療保險制度改革的政策建議。機關(guān)事業(yè)單位醫(yī)療保險改革涉及千家萬戶的利益,醫(yī)保制度是否完善,是否能夠滿足人民日益增長的需求,這不僅關(guān)乎到個人的身體健康,更關(guān)乎到整個隊伍的穩(wěn)定。希望通過此文豐富我國的社會保險理論,為我國的機關(guān)事業(yè)單位醫(yī)療保險制度的完善提供一定的借鑒意義。
[Abstract]:With the economic and social development of our country and the improvement of the people's living standard, the original medical insurance system has been unable to meet the needs of the people for the level of medical security more and more. The State Council has decided to pilot medical reform in four cities, including Dandong. In 1998, the State Council issued a decision on establishing a basic medical insurance system for urban workers, requiring all employing units and workers in cities and towns to participate in medical insurance. Health insurance reform is officially launched. Since then, the reform of the public health care system of enterprises and workers has been carried out rapidly. Due to the particularity of the organs and institutions, the process of the reform of public medical care has been relatively slow. In 2012, the institutions of the provincial government departments and institutions in Shandong Province fully implemented the medical insurance reform. In April 2014, The Jinan Municipal Government issued the measures for the basic Medical Insurance of Workers and staff in Jinan City and completed the medical reform of the organs and institutions in three batches in December 2014. The staff of the government institution can't enjoy public medical treatment from now on, begin to use social security card. There are still many problems to be solved in the process of medical reform. For example, the medical system and medical service are backward, the allocation of resources is unreasonable; the new system has a high proportion of conceit and low level of actual guarantee; the phenomenon of prevarication of patients appears in large hospitals and so on. These still need further improvement, make medical insurance system more perfect. Based on the theory of welfare economics and the theory of social equity, this paper studies the reform of medical insurance in Jinan. First of all, this paper expounds the evolution of medical insurance system and the content of reform, and analyzes the status of the implementation of medical insurance reform in the past year. Secondly, it points out the problems and causes of medical insurance reform in Jinan. Finally, the paper puts forward some policy suggestions to perfect the reform of medical insurance system in Jinan. The reform of medical insurance of institutions and institutions involves the interests of thousands of families, whether the medical insurance system is perfect or not, and whether it can meet the increasing needs of the people, which is not only related to the health of individuals, but also to the stability of the whole team. Through this article, we hope to enrich the social insurance theory of our country, and provide some reference significance for the improvement of medical insurance system of our country's organs and institutions.
