【摘要】：現(xiàn)代農(nóng)業(yè)是世界農(nóng)業(yè)發(fā)展的主流趨勢(shì),發(fā)展現(xiàn)代農(nóng)業(yè)不僅可以提高勞動(dòng)生產(chǎn)效率,使得農(nóng)業(yè)產(chǎn)量增加,農(nóng)民收入增長(zhǎng),而且可以促進(jìn)整個(gè)社會(huì)的健康發(fā)展,而土地的分散經(jīng)營(yíng)則是制約現(xiàn)代農(nóng)業(yè)發(fā)展的關(guān)鍵因素,所以發(fā)展現(xiàn)代農(nóng)業(yè)必須推進(jìn)土地規(guī)模經(jīng)營(yíng)。山西省晉中市在現(xiàn)代農(nóng)業(yè)發(fā)展背景下具備了土地規(guī)模經(jīng)營(yíng)的條件,同時(shí)在加快土地流轉(zhuǎn)促進(jìn)土地規(guī)模經(jīng)營(yíng)方面進(jìn)行了積極的探索,取得了一定的成效,具有一定的示范作用。但是也存在著農(nóng)民素質(zhì)不高、戀土觀念根深蒂固；發(fā)展資金短缺；農(nóng)業(yè)科技水平?jīng)]有充分發(fā)揮作用；土地流轉(zhuǎn)不規(guī)范,流轉(zhuǎn)中介組織缺失,流轉(zhuǎn)監(jiān)管體系不完備等問(wèn)題和矛盾。本論文在分析晉中市土地規(guī)模經(jīng)營(yíng)現(xiàn)狀的基礎(chǔ)上,針對(duì)其存在的問(wèn)題與制約因素,提出了完善社會(huì)保障體系；加大財(cái)政扶持體系；完善農(nóng)業(yè)推廣服務(wù)體系；進(jìn)一步規(guī)范土地流轉(zhuǎn)程序；設(shè)立土地流轉(zhuǎn)中介組織,完善土地流轉(zhuǎn)交易平臺(tái)；加強(qiáng)政府各級(jí)組織的監(jiān)管職能,提高服務(wù)能力；大力發(fā)展教育,提高農(nóng)民素質(zhì)；培育新型農(nóng)業(yè)經(jīng)營(yíng)主體；加大政府的政策支持等對(duì)策建議。
[Abstract]:Modern agriculture is the mainstream trend of agricultural development in the world. The development of modern agriculture can not only improve the efficiency of labor production, increase agricultural output and increase the income of farmers, but also promote the healthy development of the whole society. The decentralized management of land is the key factor restricting the development of modern agriculture, so the development of modern agriculture must promote the scale management of land. Jinzhong City of Shanxi Province has possessed the conditions of land scale management under the background of modern agricultural development, and has made positive exploration in speeding up land circulation and promoting land scale management, and has achieved certain results and played a certain role in demonstration. However, there are still some problems and contradictions, such as poor quality of farmers, deep-rooted concept of loveliness, shortage of funds for development, inadequate role of agricultural science and technology, non-standard land circulation, lack of intermediary organizations in circulation, incomplete supervision system of circulation and so on. Based on the analysis of the present situation of land scale management in Jinzhong City, this paper puts forward the following aspects: perfecting the social security system, increasing the financial support system, perfecting the agricultural extension service system, and aiming at its existing problems and restrictive factors. Further standardize the land transfer procedure, set up land transfer intermediary organizations, perfect land circulation transaction platform, strengthen the supervision function of government organizations at all levels, improve service capacity, vigorously develop education, improve the quality of farmers; Cultivate new agricultural management subject; increase government policy support and other countermeasures.
