【摘要】：隨著國民經(jīng)濟的持續(xù)健康發(fā)展,各省市在進行省市科技創(chuàng)新項目、科技創(chuàng)新政策扶持規(guī)劃時,都需要通過相關(guān)科技領(lǐng)域?qū)＜页鲋\劃策,從而能夠更好地保證省市科技政策落地和科技規(guī)劃實施。但當前重慶市政府對于高科技人才管理工作還采用使用excel和手工記錄的方式進行,不僅效率低下而且不能保證信息準確性。隨著科技管理工作的推進重慶市政府決定建設(shè)科技人才庫管理系統(tǒng),通過科技人才庫管理系統(tǒng)提升科技人才管理、服務(wù)水平,更好地引導(dǎo)科技項目發(fā)展和科技人才發(fā)展成長。同時通過設(shè)定專家?guī)旃芾硐到y(tǒng)可以幫助重慶市進行各項科技創(chuàng)新項目評選,確實保證科技創(chuàng)新項目實施落地。重慶市科技人才庫管理系統(tǒng)采用當前互聯(lián)網(wǎng)技術(shù)中流行的B/S架構(gòu)進行設(shè)計,采用IIS7.0做為應(yīng)用服務(wù)器,采用多臺機器并且配置了 Keeplived,從而能夠有效地保證服務(wù)高可用性。為了有效的保證系統(tǒng)的安全性整個系統(tǒng)采用Session共享的方式,將用戶session統(tǒng)一保存到Redis中。在開發(fā)語言上選用中型系統(tǒng)常用的C#開發(fā)體系進行研發(fā),采用MVC的模式進行研發(fā),有效提高了開發(fā)效率和代碼的可維護性。數(shù)據(jù)庫采用微軟公司最新推出的SQLServer2012,并且為數(shù)據(jù)庫進行了 AlwaysOn配置,保證系統(tǒng)具有高可用性和容災(zāi)恢復(fù)。重慶市科技人才庫管理系統(tǒng)的核心業(yè)務(wù)主要劃分為基礎(chǔ)信息管理、用戶信息維護、高層次人才庫管理、用人單位管理四個部分，其中高層次人才管理是整個系統(tǒng)建設(shè)過程中的重點,也是代碼編寫最為復(fù)雜的模塊�；A(chǔ)信息管理主要是針對系統(tǒng)管理員設(shè)定的一些系統(tǒng)基本信息維護的內(nèi)容,主要包括了數(shù)據(jù)庫維護、短信模板設(shè)定、郵件模板設(shè)定、科目類別管理三個部分。用戶信息維護主要是針對重慶市科技人才進行個人信息維護的模塊,其中包括個人工作簡歷、教育經(jīng)歷、主業(yè)技術(shù)職業(yè)情況等多個部分,雖然內(nèi)容相對簡單但需要依據(jù)科技人才填寫的相關(guān)內(nèi)容完成與社保系統(tǒng)相關(guān)API、科技成果信息庫等多個系統(tǒng)的交互從而確認科技人才信息的正確性。高層次人才庫管理是整個項目建設(shè)過程中最為復(fù)雜的部分,其中包括產(chǎn)業(yè)技能人才管理、特聘專家管理、產(chǎn)業(yè)領(lǐng)軍人才管理、藍色產(chǎn)業(yè)人才管理等四個模塊。不同領(lǐng)域的科技人才和科技人才所在單位,對用人單位進行了管理工作,針對相關(guān)單位的詳細信息通過調(diào)用工商管理相關(guān)接口 API,從而能夠科技人才庫中的用人單位信息的準確性,提高相關(guān)數(shù)據(jù)的可靠性。本系統(tǒng)建成后能夠有效地幫助重慶市對于科技人才相關(guān)信息的管理工作,可以隨時隨地查看科技人才、科技人才所在單位的相關(guān)信息,提高了重慶市政府人員的工作效率。同時通過本系統(tǒng)能夠?qū)崿F(xiàn)對各類科技人才、高層次人才、特聘專家、領(lǐng)軍人才等特高級人才的管理工作,從而有效完成了重慶市加強人才、項目、基地有機結(jié)合的目的。
[Abstract]:With the sustained and healthy development of the national economy, all provinces and cities need to give advice through relevant experts in the field of science and technology when carrying out provincial and municipal scientific and technological innovation projects and policy support plans for scientific and technological innovation. In order to better ensure the provincial and municipal science and technology policy landing and science and technology planning implementation. However, at present, Chongqing municipal government still uses excel and manual record to manage high-tech talents, which is not only inefficient but also can not guarantee the accuracy of information. With the advancement of science and technology management, Chongqing municipal government decided to build a scientific and technological talent pool management system, through which to improve the management of scientific and technological talents, service level, and better guide the development of scientific and technological projects and the development and growth of scientific and technological talents. At the same time, it can help Chongqing to select various scientific and technological innovation projects by setting up the expert library management system, and ensure the implementation of scientific and technological innovation projects to the ground. The management system of Chongqing Science and Technology Talent Bank adopts the popular B / S architecture in the current Internet technology, adopts IIS7.0 as the application server, adopts many machines and configures the Keeplived. thus it can effectively guarantee the high availability of the service. In order to ensure the security of the system effectively, the whole system adopts the way of Session sharing, and saves the user session in Redis. In the development language, the C # development system, which is commonly used in medium system, is used to develop and develop, and the MVC mode is used to research and develop, which effectively improves the efficiency of development and the maintainability of code. The database adopts Microsoft's latest SQL Server 2012, and the database is configured with AlwaysOn to ensure the system has high availability and disaster recovery. The core business of Chongqing Science and Technology Talent Bank Management system is divided into four parts: basic information management, user information maintenance, high-level talent pool management, and employer management. High-level talent management is the focus of the whole system construction process, but also the most complex module of code writing. Basic information management is mainly for the system administrator set some basic information maintenance content, including database maintenance, SMS template setting, email template setting, subject category management three parts. The maintenance of user information is mainly aimed at the personal information maintenance module of Chongqing science and technology talents, which includes personal work resume, education experience, main technical and professional situation and so on. Although the content is relatively simple, it needs to complete the interaction with the social security system related to API, the scientific and technological achievements information base and other systems according to the relevant contents filled in by the scientific and technological talents to confirm the correctness of the scientific and technological talents' information. The management of high-level talent pool is the most complex part in the whole project construction process, which includes four modules: industry skill talent management, special hire expert management, industry leader talent management, blue industry talent management. Scientific and technological personnel in different fields and the units in which scientific and technological talents are located have carried out management work on the employing units. According to the detailed information of relevant units, the relative interface of industrial and commercial administration can be called API, so that the accuracy of information of employers in the talent bank of science and technology can be improved, and the reliability of relevant data can be improved. The system can effectively help Chongqing to manage the relevant information of scientific and technological talents, can view the relevant information of the scientific and technological talents and the units where the scientific and technological talents are located, and improve the working efficiency of Chongqing municipal government personnel. At the same time, the system can realize the management of all kinds of scientific and technological talents, high-level talents, specially hired experts, leaders and other special senior talents, thus effectively completing the purpose of strengthening talents, projects and bases in Chongqing.
