【摘要】：如果以發(fā)達國家城鄉(xiāng)居民收入比的平均水平1.5左右為參照標準,在新常態(tài)下欲實現(xiàn)"縮小城鄉(xiāng)收入差距,推進城鄉(xiāng)一體化"這一國家既定發(fā)展戰(zhàn)略目標,那么從理論上就要求農(nóng)民收入必須實現(xiàn)"超常規(guī)增長",而且這一"超常規(guī)增長"必須是在較高國民收入增長水平基礎之上實現(xiàn)對城鎮(zhèn)居民收入增長水平的長期超越,同時這種長期超越應該在未來三十年左右的時間內(nèi)保持高于城鎮(zhèn)居民收入增長率兩到三個百分點的水平。未來中國欲實現(xiàn)城鄉(xiāng)居民收入倍增和差距縮小的對策為:一是應合理改革居民初次收入分配體制,進一步提高勞動者收入在國民收入分配中的份額;二是增強城鄉(xiāng)居民消費能力,加快完善社會保障體系,提高社會保障覆蓋率;三是加大農(nóng)村居民的轉移支付力度,逐步穩(wěn)定縮小城鄉(xiāng)居民轉移性收入差距;四是明確農(nóng)民收入倍增總體框架,提高農(nóng)民收入增長質(zhì)量,優(yōu)化農(nóng)民收入結構,最終方能實現(xiàn)城鄉(xiāng)居民收入差距縮小目標。
[Abstract]:If the average level of income ratio between urban and rural residents in developed countries is taken as the reference standard of about 1.5, and under the new normal condition, we want to achieve the goal of "narrowing the income gap between urban and rural areas and promoting the integration of urban and rural areas" as the country's established development strategic goal. Well, theoretically, it requires farmers' income to achieve "extraordinary growth", and this "extraordinary growth" must be based on a relatively high level of national income growth to achieve long-term surpassing of the level of urban residents' income growth. At the same time, this long-term surpassing should remain above the rate of income growth of urban residents by two to three percentage points for the next 30 years or so. The countermeasures to double the income and narrow the gap between urban and rural residents in China in the future are as follows: first, we should rationally reform the initial income distribution system of residents and further increase the share of workers' income in the distribution of national income; Second, strengthen the consumption ability of urban and rural residents, accelerate the improvement of the social security system and increase the social security coverage; third, increase the transfer payment of rural residents and gradually steadily narrow the income gap between urban and rural residents; Finally, the goal of narrowing the income gap between urban and rural residents can be achieved by clarifying the overall framework of income multiplication, improving the quality of income growth and optimizing the income structure of farmers.
