【摘要】：自2000年開(kāi)始進(jìn)入老齡化社會(huì)以來(lái),我國(guó)老齡化發(fā)展迅速。我國(guó)人口老齡化是在經(jīng)濟(jì)發(fā)展水平不高,綜合國(guó)力不強(qiáng)情況下提前進(jìn)入的,屬于“未富先老”。同時(shí),現(xiàn)有社會(huì)保障體系不完善,仍有部分老人經(jīng)濟(jì)生活困難。在此背景下,解決老年人養(yǎng)老問(wèn)題迫在眉睫。隨著我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展,傳統(tǒng)家庭養(yǎng)老受到嚴(yán)峻挑戰(zhàn),失去了現(xiàn)實(shí)基礎(chǔ)。而機(jī)構(gòu)養(yǎng)老由于費(fèi)用高、養(yǎng)老服務(wù)設(shè)施供給不足、缺乏人文關(guān)懷等問(wèn)題導(dǎo)致實(shí)行起來(lái)困難重重。融合了兩者優(yōu)勢(shì)的社區(qū)養(yǎng)老,成為現(xiàn)有養(yǎng)老模式有益補(bǔ)充。然而,目前我國(guó)社區(qū)養(yǎng)老水平較低,與老人預(yù)期有一定差距。因此,亟待根據(jù)我國(guó)實(shí)際情況選擇適合的社區(qū)養(yǎng)老模式。本文首先介紹了選題背景及意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路等問(wèn)題。隨后,界定了社區(qū)養(yǎng)老相關(guān)概念,闡述社區(qū)養(yǎng)老理論基礎(chǔ)。其次,對(duì)老齡化背景下我國(guó)養(yǎng)老方式的選擇進(jìn)行分析,得出社區(qū)養(yǎng)老將成為我國(guó)養(yǎng)老方式的主要選擇。再次,對(duì)我國(guó)社區(qū)養(yǎng)老現(xiàn)狀進(jìn)行分析,指出了我國(guó)社區(qū)養(yǎng)老發(fā)展過(guò)程中存在的問(wèn)題。然后,綜合比較中外成功的社區(qū)養(yǎng)老模式,得出值得借鑒的經(jīng)驗(yàn)。最后,針對(duì)我國(guó)社區(qū)養(yǎng)老存在的問(wèn)題及中外社區(qū)養(yǎng)老模式的成功經(jīng)驗(yàn),構(gòu)建了現(xiàn)階段適合我國(guó)國(guó)情的社區(qū)養(yǎng)老模式。
[Abstract]:Since 2000 began to enter the aging society, aging in China has developed rapidly. The aging population of our country is entered ahead of time under the condition of low level of economic development and weak comprehensive national strength. At the same time, the existing social security system is not perfect, there are still some elderly economic difficulties. Under this background, it is urgent to solve the problem of the aged. With the economic and social development of our country, the traditional family pension has been severely challenged and lost its realistic foundation. However, it is difficult to implement institutional pension because of its high cost, insufficient supply of old-age service facilities and lack of humanistic care. The combination of the two advantages of the community pension, become a beneficial supplement to the existing pension model. However, the current level of community pension in China is low, and there is a certain gap with the elderly. Therefore, it is urgent to select suitable community pension model according to the actual situation of our country. This paper first introduces the background and significance of the topic, research status at home and abroad, research ideas and other issues. Then, the concept of community pension is defined, and the theoretical basis of community pension is expounded. Secondly, the paper analyzes the choice of the old-age pension in China, and concludes that the community pension will become the main choice of the old-age care in China. Thirdly, the paper analyzes the current situation of community pension in China and points out the existing problems in the development of community pension in our country. Then, comprehensive comparison of the successful community pension model between China and foreign countries, draw lessons from experience. Finally, aiming at the problems existing in the community pension in our country and the successful experience of the Chinese and foreign community old-age support mode, the paper constructs the community old-age support mode which is suitable for our country's national conditions at the present stage.
