【摘要】：土地是民生之本、發(fā)展之基,我國(guó)作為發(fā)展中國(guó)家,土地問(wèn)題一直是農(nóng)業(yè)現(xiàn)代化進(jìn)程中的一個(gè)關(guān)鍵性問(wèn)題�，F(xiàn)實(shí)表明,有效促進(jìn)農(nóng)村土地承包經(jīng)營(yíng)權(quán)健康有序流轉(zhuǎn),不但有利于優(yōu)化農(nóng)村土地資源、推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化、規(guī)模化發(fā)展;而且有利于加快農(nóng)村勞動(dòng)力轉(zhuǎn)移和城鄉(xiāng)發(fā)展。在農(nóng)村土地集體所有制和家庭聯(lián)產(chǎn)承包責(zé)任制的大背景下,如何有效促進(jìn)土地健康流轉(zhuǎn),使土地資源得到合理配置,不僅關(guān)系到農(nóng)民的切實(shí)利益,而且對(duì)當(dāng)前社會(huì)經(jīng)濟(jì)的全面發(fā)展、構(gòu)建和諧社會(huì)都有重大影響。因此,本論文具有重要的理論價(jià)值與現(xiàn)實(shí)意義。本文運(yùn)用文獻(xiàn)研究法、比較分析法以及問(wèn)卷調(diào)查法,深入分析了土地承包經(jīng)營(yíng)流轉(zhuǎn)的相關(guān)理論和英德市農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的現(xiàn)狀。首先,闡釋了農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的相關(guān)理論;其次,對(duì)英德市農(nóng)村土地流轉(zhuǎn)的概況、特點(diǎn)和做法等進(jìn)行了調(diào)查,分析了英德市農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的存在問(wèn)題;再次,分析了國(guó)內(nèi)農(nóng)村土地流轉(zhuǎn)的典型案例,總結(jié)其成功經(jīng)驗(yàn);最后,結(jié)合英德市農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)實(shí)情提出改進(jìn)的意見(jiàn)。通過(guò)對(duì)農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)相關(guān)理論的梳理和實(shí)地調(diào)查,本文深入分析了英德市農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的存在問(wèn)題,并提出了相應(yīng)對(duì)策:一是通過(guò)改善農(nóng)村土地環(huán)境推動(dòng)農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn),包括創(chuàng)新方式化解土地細(xì)碎不連片問(wèn)題、創(chuàng)新途徑化解農(nóng)田基礎(chǔ)設(shè)施薄弱問(wèn)題和推進(jìn)農(nóng)村土地承包經(jīng)營(yíng)權(quán)確權(quán)登記頒證工作;二是要完善農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)保障機(jī)制,包括創(chuàng)新對(duì)農(nóng)村農(nóng)業(yè)的金融支持、建立多層次的農(nóng)村社會(huì)保障體系、加強(qiáng)對(duì)農(nóng)民轉(zhuǎn)業(yè)或務(wù)農(nóng)的能力培訓(xùn);三是完善農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)市場(chǎng)機(jī)制,包括培育發(fā)展新型農(nóng)業(yè)經(jīng)營(yíng)主體、結(jié)合現(xiàn)有公共服務(wù)平臺(tái)完善農(nóng)村土地流轉(zhuǎn)服務(wù)體系、完善基層組織建設(shè)增加農(nóng)戶(hù)的市場(chǎng)競(jìng)爭(zhēng)力、探索農(nóng)村土地流轉(zhuǎn)的新模式。
[Abstract]:Land is the foundation of people's livelihood and development. As a developing country, land problem has been a key problem in the process of agricultural modernization. The reality shows that to effectively promote the healthy and orderly circulation of rural land contractual management rights is not only conducive to optimizing rural land resources, promoting agricultural industrialization and large-scale development, but also conducive to speeding up the transfer of rural labor force and the development of urban and rural areas. Under the background of collective ownership of rural land and household contract responsibility system, how to effectively promote the healthy circulation of land and make rational allocation of land resources is not only related to the practical interests of farmers, Moreover, it has great influence on the overall development of social economy and the construction of harmonious society. Therefore, this paper has important theoretical value and practical significance. Based on the literature research method, comparative analysis method and questionnaire method, this paper deeply analyzes the relevant theory of land contract management transfer and the current situation of Yingde rural land contract management right transfer. Firstly, it explains the relevant theories of rural land contractual management right transfer; secondly, it investigates the general situation, characteristics and practices of Yingde rural land transfer, and analyzes the existing problems of Yingde rural land contractual management right transfer. Thirdly, this paper analyzes the typical cases of rural land transfer in China and summarizes its successful experience. Finally, it puts forward some suggestions on the improvement of the transfer of rural land contractual management rights in Yingde City. By combing and investigating the relevant theories of rural land contractual management right circulation, this paper deeply analyzes the existing problems of Yingde rural land contract management right transfer. And put forward the corresponding countermeasures: first, through improving the rural land environment to promote the transfer of rural land contractual management rights, including innovative ways to resolve the problem of land fragmentation, Innovative ways to resolve the problem of weak farmland infrastructure and to promote the registration and certification of rural land contractual management rights; second, to improve the circulation of rural land contractual management rights guarantee mechanism, including innovative financial support for rural agriculture, To establish a multi-level rural social security system and strengthen the ability training for farmers to switch jobs or to work in agriculture; third, to improve the market mechanism for the transfer of rural land contractual management rights, including fostering and developing new agricultural management subjects, Combining with the existing public service platform to perfect the service system of rural land circulation, to perfect the construction of grass-roots organizations to increase the market competitiveness of farmers, and to explore a new model of rural land circulation.
