【摘要】：養(yǎng)老資產(chǎn)的培育和投資管理是為了積極應對當前和未來的深度老齡化的需要。由于我國養(yǎng)老保障制度設計的種種缺陷,促使個人需要儲備更多的養(yǎng)老資產(chǎn)以備未來的老年風險。大多數(shù)參保人對我國養(yǎng)老保障體制中的養(yǎng)老產(chǎn)權關注較少,并且對社會保障產(chǎn)權意識比西方國家的要弱。產(chǎn)權引入養(yǎng)老保障體制中不僅能夠更加激勵勞動者積極工作和參保,還能夠為國家養(yǎng)老保障制度的完善和其可持續(xù)性起著重要的支撐作用。為研究個人養(yǎng)老資產(chǎn)的投資管理,從生命周期假說理論,行為金融學投資心理和資產(chǎn)配置理論,產(chǎn)權理論的角度,分析我國當前個人養(yǎng)老資產(chǎn)投資管理的資產(chǎn)配置不合理和特有的空賬運營;分析在改革過程中的責任轉(zhuǎn)嫁和個人養(yǎng)老產(chǎn)權保護意識弱等問題;分析和借鑒國外養(yǎng)老資產(chǎn)投資管理,為我所用。在明晰個人養(yǎng)老資產(chǎn)的產(chǎn)權前提下,政府適當放權,優(yōu)化資產(chǎn)配置,拓寬個人養(yǎng)老資產(chǎn)投資領域,增加與金融市場的積極互動,完善和規(guī)范其監(jiān)管制度,有助于推進個人養(yǎng)老資產(chǎn)的保值與增值。對養(yǎng)老保障制度的可持續(xù)性具有重要的作用。
[Abstract]:The cultivation and investment management of pension assets is to actively meet the needs of the current and future deep aging. Because of the defects in the design of the old-age security system in China, individuals need to reserve more pension assets for the future risk of old age. Most of the participants pay less attention to the endowment property right in the pension security system of our country, and the consciousness of the property right of the social security is weaker than that of the western countries. The introduction of property rights into the old-age security system can not only encourage workers to work actively and participate in insurance, but also play an important role in supporting the improvement and sustainability of the national old-age security system. In order to study the investment management of personal endowment assets, from the perspective of life cycle hypothesis theory, behavioral finance theory of investment psychology and asset allocation theory, property rights theory, This paper analyzes the irrational allocation of assets and the special empty account operation in the investment management of individual endowment assets in our country, analyzes the problems in the process of reform, such as the transfer of responsibility and the weak consciousness of protecting the property right of the individual pension, and so on. Analyze and draw lessons from foreign endowment assets investment management, for my use. On the premise of clarifying the property rights of individual pension assets, the government should properly delegate power, optimize asset allocation, broaden the investment field of individual pension assets, increase the positive interaction with the financial market, and perfect and standardize its supervisory system. It helps to maintain and increase the value of personal endowment assets. It plays an important role in the sustainability of the old-age security system.
