【摘要】：長(zhǎng)久以來,土地是我國(guó)農(nóng)業(yè)發(fā)展的基礎(chǔ),農(nóng)村社會(huì)穩(wěn)定的基石和農(nóng)民生活的重要來源,對(duì)國(guó)家、社會(huì)和農(nóng)民都發(fā)揮著重要作用。但是隨著城鄉(xiāng)一體化進(jìn)程的加快、農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)的升級(jí),土地流轉(zhuǎn)規(guī)模的加大,土地的保障功能逐漸弱化。農(nóng)村的養(yǎng)老保障問題是農(nóng)村社會(huì)保障的核心問題。所以,如何建立和完善一個(gè)切合實(shí)際的農(nóng)村養(yǎng)老保障體系是解決我國(guó)“三農(nóng)問題”的重中之重,也是新農(nóng)村建設(shè)面臨的一項(xiàng)重要問題。本文在土地流轉(zhuǎn)的大背景下,從健全農(nóng)村養(yǎng)老保障體系的角度出發(fā),從我國(guó)農(nóng)村養(yǎng)老保障和土地流轉(zhuǎn)的歷程入手,剖析我國(guó)農(nóng)村土地制度的現(xiàn)狀和問題,探討農(nóng)村土地流轉(zhuǎn)與農(nóng)村養(yǎng)老保障建立的內(nèi)在關(guān)系,分析土地流轉(zhuǎn)給我國(guó)養(yǎng)老保障帶來的機(jī)遇和困境,針對(duì)土地流轉(zhuǎn)制度對(duì)農(nóng)民養(yǎng)老保障的影響,全面闡述了土地流轉(zhuǎn)和農(nóng)村養(yǎng)老保障的相互作用。積極探索和研究土地流轉(zhuǎn)背景下農(nóng)村養(yǎng)老問題,并提出相應(yīng)的政策建議,對(duì)于解決廣大農(nóng)民“老有所養(yǎng)”問題,促進(jìn)社會(huì)和諧穩(wěn)定具有重要意義。
[Abstract]:For a long time, land is the foundation of agricultural development in our country, the foundation of rural social stability and the important source of farmers' life, which plays an important role in the country, society and farmers. However, with the acceleration of urban-rural integration process, the upgrading of agricultural industrial structure, the increase of land circulation scale, the function of land security is gradually weakened. Rural old-age security is the core of rural social security. Therefore, how to establish and perfect a realistic rural old-age security system is the most important to solve the "three rural issues" in China, and is also an important problem facing the construction of new countryside. Under the background of land circulation, from the point of view of perfecting the rural old-age security system and the course of rural old-age security and land circulation in China, this paper analyzes the present situation and problems of the rural land system in China. This paper probes into the internal relationship between the rural land circulation and the rural old-age security, analyzes the opportunities and difficulties brought by the land circulation to the old-age security of our country, and aims at the impact of the land circulation system on the peasants' old-age security. The interaction between land circulation and rural old-age security is expounded. It is of great significance to explore and study the rural old-age pension problem under the background of land circulation and put forward corresponding policy suggestions to solve the problem of "security for the elderly" and to promote social harmony and stability.
