我國基本公共服務(wù)和經(jīng)濟(jì)發(fā)展關(guān)系的研究

【摘要】:目前,“基本公共服務(wù)”這個(gè)詞頻繁的出現(xiàn)在我國的政府會(huì)議和各大媒體的報(bào)道中,為居民提供基本公共服務(wù)以及促進(jìn)基本公共服務(wù)的均等化是政府的主要職能,是國家和社會(huì)能夠穩(wěn)定和諧發(fā)展的前提和基礎(chǔ),中央對(duì)基本公共服務(wù)的關(guān)注程度越來越大,怎樣保障弱勢群體的最基本生存、怎樣改善全民的生活條件成為人們熱議的話題。我國處在社會(huì)主義建設(shè)的關(guān)鍵時(shí)期,全面建設(shè)小康社會(huì)要求我國的經(jīng)濟(jì)和社會(huì)各方面協(xié)調(diào)發(fā)展,建立健全我國的基本公共服務(wù)體系以及加強(qiáng)基本公共服務(wù)均等化是構(gòu)建社會(huì)主義和諧社會(huì)的內(nèi)在要求,是全面服務(wù)型的政府的迫切需要,對(duì)于落實(shí)科學(xué)發(fā)展觀,改善民生,促進(jìn)經(jīng)濟(jì)發(fā)展,社會(huì)穩(wěn)定和諧發(fā)展都具有重要的意義。與此同時(shí),“經(jīng)濟(jì)發(fā)展”這個(gè)主題仍然沒有離開人們的視野,經(jīng)濟(jì)發(fā)展不是經(jīng)濟(jì)的簡單增長,比經(jīng)濟(jì)增長的范圍更為廣泛。通常情況下,經(jīng)濟(jì)發(fā)展包含三個(gè)方面,第一個(gè)方面是經(jīng)濟(jì)量的增長,即國民經(jīng)濟(jì)規(guī)模的擴(kuò)大;第二個(gè)方面是經(jīng)濟(jì)結(jié)構(gòu)的改進(jìn)和優(yōu)化;第三個(gè)方面是經(jīng)濟(jì)質(zhì)量的改善和提高;竟卜⻊(wù)和經(jīng)濟(jì)增長兩者之間的關(guān)系也成為學(xué)者們探討和研究的對(duì)象,因此,文章以更加科學(xué)、全面的方法對(duì)兩者關(guān)系進(jìn)行研究,為更好的實(shí)現(xiàn)其長期協(xié)調(diào)發(fā)展做鋪墊。文章在基本公共服務(wù)和經(jīng)濟(jì)發(fā)展理論的指導(dǎo)下,分析了我國基本公共服務(wù)與經(jīng)濟(jì)發(fā)展的關(guān)系,先從整體上對(duì)我國基本公共服務(wù)和經(jīng)濟(jì)發(fā)展之間的關(guān)系進(jìn)行定性分析,然后采用主成分分析方法以及計(jì)量處理辦法對(duì)我國2004年—2013年的基本公共服務(wù)和經(jīng)濟(jì)發(fā)展之間的關(guān)系進(jìn)行研究。研究的結(jié)論如下:受基礎(chǔ)條件,社保和環(huán)境條件等主成分的影響,2004年—2013年我國基本公共服務(wù)的發(fā)展大致分為兩個(gè)階段,即2004—2008年基本公共服務(wù)的穩(wěn)定階段和2008年—2013年基本公共服務(wù)的停滯發(fā)展階段;從2004年到2013年我國基本公共服務(wù)和經(jīng)濟(jì)發(fā)展之間存在著協(xié)整關(guān)系,并且基本公共服務(wù)是經(jīng)濟(jì)發(fā)展的格蘭杰原因,而經(jīng)濟(jì)發(fā)展并不是基本公共服務(wù)的格蘭杰原因,即基本公共服務(wù)水平的提高可以促進(jìn)經(jīng)濟(jì)發(fā)展,而經(jīng)濟(jì)發(fā)展不一定能夠促進(jìn)基本公共服務(wù)水平的提高。
[Abstract]:At present, the word "basic public service" frequently appears in the government meetings and major media reports in our country. It is the main function of the government to provide basic public services to residents and to promote the equalization of basic public services. The central government pays more and more attention to the basic public service. How to ensure the most basic survival of the vulnerable groups and how to improve the living conditions of the whole people has become a hot topic. Our country is in the crucial period of socialist construction. Building a well-off society in an all-round way requires the coordinated development of all aspects of our economy and society. Establishing and perfecting our country's basic public service system and strengthening the equalization of basic public service are the inherent requirements of building a harmonious socialist society and the urgent need of a full-scale service-oriented government. It is necessary to implement the scientific concept of development and improve the people's livelihood. Promoting economic development, social stability and harmonious development are of great significance. At the same time, the theme of "economic development" has not left people's view, economic development is not a simple economic growth, more extensive than economic growth. In general, economic development includes three aspects: the first is the growth of economic quantity, that is, the expansion of national economy; the second is the improvement and optimization of economic structure; the third is the improvement and improvement of economic quality. The relationship between basic public service and economic growth has also become the object of discussion and study by scholars. Therefore, this paper studies the relationship between the two in a more scientific and comprehensive way, thus paving the way for the better realization of their long-term coordinated development. Under the guidance of the theory of basic public service and economic development, this paper analyzes the relationship between basic public service and economic development in China, and qualitatively analyzes the relationship between basic public service and economic development in China as a whole. Then the relationship between basic public service and economic development in China from 2004 to 2013 is studied by principal component analysis (PCA) and metrological treatment. The conclusions of the study are as follows: the development of basic public services in China from 2004 to 2013 is divided into two stages, influenced by the basic conditions, social security and environmental conditions. That is, the stable stage of basic public services from 2004 to 2008 and the stagnate development stage of basic public services from 2008 to 2013. There is a cointegration relationship between basic public services and economic development in China from 2004 to 2013. And the basic public service is the Granger reason of the economic development, and the economic development is not the Granger reason of the basic public service, that is, the improvement of the basic public service level can promote the economic development. And economic development does not necessarily promote the improvement of basic public service level.
