【摘要】：自改革開(kāi)放以來(lái),我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展迅速,但社會(huì)分層顯著,以教育、醫(yī)療衛(wèi)生、環(huán)境、養(yǎng)老等基本公共服務(wù)為主的供不應(yīng)求問(wèn)題不斷凸顯,逐漸成為影響我國(guó)促進(jìn)協(xié)同發(fā)展、實(shí)施新型城鎮(zhèn)化戰(zhàn)略和保障經(jīng)濟(jì)社會(huì)穩(wěn)定發(fā)展的主要障礙。本文在綜述國(guó)內(nèi)外基本公共服務(wù)相關(guān)研究進(jìn)展的基礎(chǔ)上,從教育、醫(yī)療、文化、設(shè)施、環(huán)境以及社保六個(gè)維度,區(qū)域、省域和市域三層尺度,定量分析了2003-2014年?yáng)|部沿海地區(qū)基本公共服務(wù)的綜合發(fā)展?fàn)顩r。運(yùn)用熵值法測(cè)度了基本公共服務(wù)的演變過(guò)程;運(yùn)用空間自相關(guān)分析評(píng)估了基本公共服務(wù)發(fā)展的空間分異程度;運(yùn)用空間計(jì)量模型探討了影響基本公共服務(wù)發(fā)展的主要因素,最后針對(duì)東部沿海地區(qū)基本公共服務(wù)發(fā)展中存在的問(wèn)題,提出相應(yīng)的優(yōu)化對(duì)策。得出的主要結(jié)論如下:(1)在發(fā)展水平方面,自2003年以來(lái),東部沿海地區(qū)基本公共服務(wù)水平提升顯著,各子系統(tǒng)在不斷變化的同時(shí)也表現(xiàn)出不同的特征,主要表現(xiàn)為教育服務(wù)設(shè)施建設(shè)加快、社會(huì)保障服務(wù)體系完善、環(huán)境服務(wù)設(shè)施發(fā)展以及衛(wèi)生服務(wù)水平提升;(2)在空間分異方面,2003-2014年?yáng)|部沿海地區(qū)基本公共服務(wù)發(fā)展水平的整體格局總體呈現(xiàn)出與其經(jīng)濟(jì)發(fā)展水平相耦合的空間特征,南北格局則表現(xiàn)為南高北低,南強(qiáng)北弱的空間分布;全局莫蘭指數(shù)的“S”型變化,表明其空間集聚特征顯著,且有進(jìn)一步擴(kuò)大趨勢(shì);G指數(shù)的計(jì)算結(jié)果表明東部沿海地區(qū)基本公共服務(wù)水平冷點(diǎn)區(qū)域越來(lái)越向其南部地區(qū)集中,而熱點(diǎn)區(qū)域則逐漸向其三大城市群及其內(nèi)部核心城市集中。(3)在影響因素方面,空間計(jì)量模型的結(jié)果表明,經(jīng)濟(jì)水平、政府政策、市場(chǎng)化程度分別通過(guò)顯著性水平檢驗(yàn),是影響我國(guó)東部沿海地區(qū)基本公共服務(wù)發(fā)展的主要正向因素,其中經(jīng)濟(jì)水平和政府政策是促進(jìn)其良性發(fā)展的主導(dǎo)因素。從以上3個(gè)方面的空間分析總結(jié)了東部沿海地區(qū)基本公共服務(wù)發(fā)展存在的主要問(wèn)題,在此基礎(chǔ)上提出相應(yīng)的優(yōu)化對(duì)策。
[Abstract]:Since the reform and opening up, China's economic and social development has been rapid, but the social stratification is remarkable. The supply of basic public services, such as education, health care, environment, old-age care and other basic public services, has become increasingly prominent, which has gradually become an impact on the promotion of coordinated development in China. Implementation of the new urbanization strategy and ensure stable economic and social development of the main obstacles. On the basis of summarizing the research progress of basic public services at home and abroad, this paper discusses the three dimensions of education, medical care, culture, facilities, environment and social security, regional, provincial and municipal dimensions. The comprehensive development of basic public services in eastern coastal areas from 2003 to 2014 is analyzed quantitatively. The paper uses entropy method to measure the evolution of basic public service, uses spatial autocorrelation analysis to evaluate the degree of spatial differentiation of basic public service development, and discusses the main factors that affect the development of basic public service by using spatial measurement model. Finally, in view of the problems existing in the development of basic public services in the eastern coastal areas, the corresponding optimization countermeasures are put forward. The main conclusions are as follows: (1) in terms of the level of development, since 2003, the level of basic public services in the eastern coastal areas has increased significantly, and various subsystems have also shown different characteristics while constantly changing. The main manifestations are the acceleration of the construction of educational service facilities and the improvement of the social security service system. In terms of spatial differentiation, the overall pattern of the development level of basic public services in the eastern coastal areas from 2003 to 2014 showed the spatial characteristics coupled with the level of economic development. The pattern of north and south is high in south, low in north, weak in north and strong in south, and the "S" type of global Moran index shows that its spatial agglomeration is remarkable. The calculation results of G index show that the cold point area of basic public service level in the eastern coastal area is more and more concentrated in the southern part of the region. The results of spatial econometric model show that the economic level, government policy and marketization degree of the three urban agglomerations and their inner core cities are tested respectively by the significance level, and the results of the spatial econometric model show that the economic level, the government policy and the marketization degree of the three urban agglomerations are tested by the significance level respectively. It is the main positive factor that affects the development of basic public service in the eastern coastal area of our country, among which the economic level and government policy are the leading factors to promote its benign development. The main problems in the development of basic public services in the eastern coastal areas are summarized from the spatial analysis of the above three aspects, and the corresponding optimization countermeasures are put forward.
