【摘要】：新型農(nóng)村合作醫(yī)療(以下簡(jiǎn)稱“新農(nóng)合”)制度的探索和建設(shè)由來(lái)已久,可追溯至2000年。黨中央和各級(jí)政府先后出臺(tái)眾多關(guān)于完善和實(shí)施新農(nóng)合的政策和條例,以求促進(jìn)我國(guó)農(nóng)村醫(yī)療保障事業(yè)的穩(wěn)健發(fā)展。作為農(nóng)業(yè)大國(guó),我國(guó)政府歷來(lái)都特別重視農(nóng)村民生保障工程的建設(shè),作為農(nóng)村民生工作的重要一環(huán)的農(nóng)村醫(yī)療保障制度,一直是我國(guó)開(kāi)始社會(huì)主義市場(chǎng)經(jīng)濟(jì)建設(shè)以來(lái)的重要建設(shè)內(nèi)容。農(nóng)村醫(yī)療制度的建設(shè)與完善關(guān)乎民生之本,社稷之根,是保障新時(shí)期我國(guó)社會(huì)穩(wěn)定,增加農(nóng)村經(jīng)濟(jì)活力,解放農(nóng)村生產(chǎn)力和提高農(nóng)村居民生活水平的不可忽視的內(nèi)容之一。黑龍江省自2003年起,在牡丹江市林口縣、海倫市等5個(gè)縣(市、區(qū))推行新型農(nóng)村合作醫(yī)療制度試點(diǎn)工作。寧安市新農(nóng)合醫(yī)療制度啟動(dòng)于2006年,在經(jīng)歷了十年左右的調(diào)整和完善后,寧安市的試點(diǎn)工作有效改善了基層醫(yī)療服務(wù)的條件,為農(nóng)民就醫(yī)減負(fù)、緩解看病貴難題做出了巨大的貢獻(xiàn),但在黑龍江省寧安市新型合作醫(yī)療制度取得巨大成效的同時(shí),該制度也存在著一些較為突出的問(wèn)題,例如農(nóng)村缺乏合理的人才機(jī)制;鄉(xiāng)村衛(wèi)生院醫(yī)療條件較差;醫(yī)療補(bǔ)償水平偏低;慢性病發(fā)病率上升態(tài)勢(shì)沒(méi)有得到有效控制等問(wèn)題,面對(duì)這一系列的問(wèn)題,論文深入分析寧安市新型合作醫(yī)療制度的發(fā)展現(xiàn)狀及實(shí)施效果,從而做出客觀的評(píng)價(jià)與分析,找出問(wèn)題出現(xiàn)的原因并提出相應(yīng)的有效的解決措施,建立科學(xué)合理的醫(yī)療資金籌集機(jī)制,提高醫(yī)療補(bǔ)償水平,加強(qiáng)基層衛(wèi)生人才培養(yǎng),加大農(nóng)村衛(wèi)生資源投入,有效遏制慢性病發(fā)病率高的態(tài)勢(shì),這也是目前寧安市新農(nóng)合醫(yī)療工作的當(dāng)務(wù)之急。
[Abstract]:The exploration and construction of the new rural cooperative medical system (hereinafter referred to as "New Rural Cooperation") has a long history, which can be traced back to 2000.The Party Central Committee and the governments at all levels have issued numerous policies and regulations on perfecting and implementing NCMS in order to promote the steady development of rural medical security in China.As a large agricultural country, our government has always attached special importance to the construction of rural livelihood security projects, and the rural medical security system, which is an important part of rural livelihood work,It has been the important construction content of our country since the socialist market economy construction began.The construction and perfection of rural medical system is related to people's livelihood, and the root of social security is one of the contents that can not be ignored to ensure social stability, increase the vitality of rural economy, liberate rural productive forces and improve the living standard of rural residents in the new period.Since 2003, Heilongjiang Province has carried out the pilot work of the new rural cooperative medical system in five counties (cities and districts) such as Linkou County, Mudanjiang City and Helen City.The new rural cooperative medical system of Ningan City was started in 2006. After about ten years of adjustment and improvement, the pilot work in Ningan City has effectively improved the conditions of primary medical services and reduced the burden on farmers to seek medical treatment.Great contribution has been made to alleviate the problem of expensive medical treatment, but while the new cooperative medical system in Ningan City of Heilongjiang Province has achieved great results, there are some outstanding problems in this system, such as the lack of reasonable talent mechanism in rural areas;The medical conditions of rural health centers are poor; the level of medical compensation is on the low side; the rising trend of the incidence of chronic diseases has not been effectively controlled. In the face of this series of problems,The paper deeply analyzes the development status and implementation effect of the new cooperative medical system in Ningan city, and then makes objective evaluation and analysis, finds out the causes of the problems and puts forward corresponding effective measures to solve the problems.To establish a scientific and reasonable mechanism for raising medical funds, to improve the level of medical compensation, to strengthen the training of health personnel at the grass-roots level, to increase the input of rural health resources, and to effectively curb the situation of high incidence of chronic diseases.This is also the current Ningan City New Rural Health Care work the urgent matter.
