【摘要】：公積金管理制度是國(guó)家住房改革的重要組成部分,涉及千家萬(wàn)戶的切身利益。加快推進(jìn)公積金管理制度改革是完善社會(huì)住房體系的迫切要求,是建立社會(huì)主義市場(chǎng)經(jīng)濟(jì)的客觀要求和重要變革,保障職工基本住房利益將關(guān)系到職工的基本利益,關(guān)系到改革、發(fā)展和穩(wěn)定的大局。1999年國(guó)務(wù)院將公積金制度改革作為五項(xiàng)重點(diǎn)工作之一,即著眼于建立和完善社會(huì)保障體系,加快改革步伐,完善制度政策,強(qiáng)化基礎(chǔ)管理,推動(dòng)房改和公積金管理工作再上新臺(tái)階。杭州住房公積金管理中心直屬杭州市政府管理,下轄蕭山、余杭、富陽(yáng)、建德、臨安、桐廬、淳安、省直、鐵路等9個(gè)分中心及濱江區(qū)網(wǎng)點(diǎn)。隨著杭州住房公積金業(yè)務(wù)快速發(fā)展,原有公積金歸集管理系統(tǒng)已不能完全滿足公積金業(yè)務(wù)的發(fā)展和管理,主要表現(xiàn)在以下幾個(gè)方面。杭州管理中心和各分中心、網(wǎng)點(diǎn)目前運(yùn)行各自的業(yè)務(wù)系統(tǒng),軟件版本差異很大；應(yīng)用系統(tǒng)軟件結(jié)構(gòu)不能很好的支持業(yè)務(wù)發(fā)展和管理要求,開發(fā)維護(hù)成本高；應(yīng)用系統(tǒng)業(yè)務(wù)處理不統(tǒng)一,信息不共享,不能與外部銀行、監(jiān)管系統(tǒng)進(jìn)行數(shù)據(jù)交換。為了加強(qiáng)對(duì)杭州市各縣市區(qū)公積金業(yè)務(wù)有效管理和指導(dǎo),建立以杭州住房公積金管理中心為管理核心的集約化運(yùn)營(yíng)框架,必須開發(fā)建設(shè)新一代住房公積金歸集管理信息系統(tǒng)。新系統(tǒng)將采用先進(jìn)的信息技術(shù)和產(chǎn)品,建立覆蓋全市縣分中心、網(wǎng)點(diǎn)的綜合業(yè)務(wù)網(wǎng)絡(luò),實(shí)現(xiàn)集中管理的業(yè)務(wù)模式。新系統(tǒng)的建設(shè)將有效地提高住房公積金管理中心工作的效率和質(zhì)量,優(yōu)化工作流程和管理方式,使住房公積金歸集管理全方位地實(shí)現(xiàn)電算化、規(guī)范化和科學(xué)化；同時(shí),通過網(wǎng)絡(luò)化的功能延伸,加強(qiáng)住房公積金宣傳,提供優(yōu)質(zhì)的社會(huì)化服務(wù),強(qiáng)化公積金的有效監(jiān)管,為宏觀決策提供科學(xué)依據(jù),以支持住房公積金和其它住房資金長(zhǎng)期安全運(yùn)行,實(shí)現(xiàn)公積金的保障和增值效益。
[Abstract]:Provident fund management system is an important part of the national housing reform, involving the vital interests of thousands of households. To accelerate the reform of fund management system is the urgent requirement of improving the social housing system, and is the important change of objective requirements of the establishment of socialist market economy, to protect workers' basic housing interests will be related to the basic interests of the workers, the relationship between reform and development and the stability of the.1999 State Council will fund system reform as one of the five key work, which focuses on establishing and perfecting the social security system, accelerate the pace of reform, improve the system of policies, strengthen basic management, and promote the housing provident fund management work to a new level. Hangzhou housing provident fund management center directly under the Hangzhou municipal government, under the jurisdiction of Xiaoshan Yuhang, Fuyang, Jiande, Ling'an, Tonglu, Chunan, and 9 sub Provincial Railway, Binjiang District Hangzhou as center and outlets. The rapid development of the state housing provident fund business, the provident fund management system has not fully meet the development and management of the provident fund business, mainly in the following aspects. The Hangzhou management center and its branches, outlets currently running their business system and software version differences; application system software structure to support business development and management, development and maintenance cost is high; business application system are not unified, information sharing, and external bank supervision system for data exchange. In order to strengthen the Hangzhou city urban counties provident fund business management and guidance, to establish Hangzhou housing provident fund management center for intensive operation management of the core framework, must be developed to build a new generation of housing provident fund management information system. The new system will use advanced information technology and products, covering the city's establishment County Center, network integrated service network, realize the centralized management of the business model. The construction of the new system will effectively improve the efficiency and quality of the housing provident fund management center work, optimize the working process and management mode, the housing provident fund management in all aspects to realize the computerization, standardization and scientific; at the same time, through the the network function extension, the strengthening of the housing provident fund publicity, provide social service quality, strengthen the effective supervision of the fund, to provide a scientific basis for macro decision, to support housing provident fund housing fund and other long-term safe operation, the provident fund guarantee and value-added benefits.
