【摘要】：財(cái)政投資具有明顯的政府主導(dǎo)拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的特征,但投資效率較低,通過對(duì)其進(jìn)行結(jié)構(gòu)調(diào)整可以將資源從低效率部門轉(zhuǎn)移到高效率部門。通過VAR模型檢驗(yàn)發(fā)現(xiàn),財(cái)政投資促進(jìn)了河南經(jīng)濟(jì)增長(zhǎng),但影響較弱,對(duì)GDP增長(zhǎng)貢獻(xiàn)度有限。財(cái)政投資存在產(chǎn)業(yè)、城鄉(xiāng)布局不合理,交通、水利、電力等經(jīng)濟(jì)性基礎(chǔ)設(shè)施占比過大,教育、科學(xué)技術(shù)、社會(huì)保障、文化衛(wèi)生等社會(huì)性基礎(chǔ)設(shè)施投入相對(duì)不足問題。應(yīng)通過調(diào)整財(cái)政投資結(jié)構(gòu),完善監(jiān)督管理制度,更好地滿足社會(huì)公共需求,提升投資效益。
[Abstract]:Fiscal investment has the characteristics of government leading to economic growth, but the investment efficiency is relatively low. Through structural adjustment, resources can be transferred from inefficient sector to high efficiency sector.Through the VAR model test, it is found that financial investment promotes Henan economic growth, but the influence is weak, and the contribution to GDP growth is limited.There are some problems in financial investment, such as industry, unreasonable distribution of urban and rural areas, excessive proportion of economic infrastructure such as transportation, water conservancy and electric power, and relatively insufficient investment in social infrastructure such as education, science and technology, social security, cultural health and so on.We should adjust the financial investment structure, perfect the supervision and management system, better meet the social public demand and improve the investment efficiency.
