【摘要】：失業(yè)保險(xiǎn)是強(qiáng)制性的社會(huì)保險(xiǎn)制度,是指社會(huì)通過(guò)共同成立的基金,扶助因?yàn)闆](méi)有工作而失去收入來(lái)源的勞動(dòng)人員。在經(jīng)濟(jì)大發(fā)展和勞動(dòng)力市場(chǎng)化的背景下產(chǎn)生的失業(yè)保險(xiǎn),屬于社會(huì)保險(xiǎn)的重要險(xiǎn)種,與其他險(xiǎn)種共同構(gòu)建出社會(huì)保障體系。從功能上看失業(yè)保險(xiǎn)的功能在不斷的健全完善,建立之初僅有保障失業(yè)人員基本生活的功能,隨著改革開(kāi)放和經(jīng)濟(jì)發(fā)展,擴(kuò)大到了促進(jìn)失業(yè)人員就業(yè)的功能,近年來(lái),我國(guó)經(jīng)濟(jì)形勢(shì)復(fù)雜多變,預(yù)防失業(yè)功能也急需不斷完善,失業(yè)保險(xiǎn)三大功能的優(yōu)化,既符合失業(yè)保險(xiǎn)的改革方向,也有利于維護(hù)經(jīng)濟(jì)和社會(huì)的穩(wěn)定。在宏觀經(jīng)濟(jì)總體低迷,失業(yè)群體不斷擴(kuò)大的形勢(shì)下,本文采用文獻(xiàn)研究法和比較分析法對(duì)泉州市失業(yè)保險(xiǎn)功能進(jìn)行深入分析和研究。目前,泉州市失業(yè)保險(xiǎn)的生活保障功能已逐步健全并發(fā)揮作用,通過(guò)保險(xiǎn)金發(fā)放等政策為失業(yè)人員在遭遇失業(yè)時(shí)減輕沖擊。同時(shí),促進(jìn)就業(yè)和預(yù)防失業(yè)的功能建設(shè)已起步。但是,失業(yè)保險(xiǎn)功能依然暴露出種種問(wèn)題,瞄準(zhǔn)率低、繳費(fèi)水平和享受權(quán)利不對(duì)等、待遇過(guò)低導(dǎo)致其保障生活功能實(shí)現(xiàn)不足,職業(yè)培訓(xùn)、小額擔(dān)保等優(yōu)惠政策條件苛刻導(dǎo)致促進(jìn)就業(yè)功能難以施展,起步較晚、事前調(diào)控機(jī)制不足導(dǎo)致預(yù)防失業(yè)功能收效甚微�？傮w來(lái)看,僅保障生活這項(xiàng)基礎(chǔ)性功能獲得一定成效,促進(jìn)就業(yè)的主體功能和預(yù)防失業(yè)的提升功能都沒(méi)有發(fā)揮其應(yīng)有的作用,失業(yè)保險(xiǎn)功能結(jié)構(gòu)出現(xiàn)失衡。本文通過(guò)借鑒國(guó)內(nèi)外地方政府的先進(jìn)經(jīng)驗(yàn),結(jié)合結(jié)構(gòu)功能主義理論,探討泉州市失業(yè)保險(xiǎn)功能的改革方向和具體路徑,力爭(zhēng)構(gòu)建以保障生活功能為基礎(chǔ),促進(jìn)就業(yè)功能為主體,預(yù)防失業(yè)功能為提升的優(yōu)化結(jié)構(gòu),有助于發(fā)揮失業(yè)保險(xiǎn)在社會(huì)結(jié)構(gòu)中的“安全網(wǎng)”和“穩(wěn)定器”作用。
[Abstract]:Unemployment insurance is a compulsory social insurance system, it refers to the society through the joint establishment of funds, support for the lack of work and loss of income sources of labor.Unemployment insurance, which is produced under the background of economic development and labor force marketization, belongs to the important kind of social insurance, and constructs the social security system together with other kinds of insurance.From a functional point of view, the function of unemployment insurance is constantly improving. At the beginning of its establishment, it had only the function of protecting the basic life of the unemployed. With the reform and opening up and economic development, it has expanded to the function of promoting the employment of the unemployed. In recent years,China's economic situation is complex and changeable, and the function of preventing unemployment is in urgent need of perfection. The optimization of the three functions of unemployment insurance is not only in line with the reform direction of unemployment insurance, but also conducive to the maintenance of economic and social stability.Under the situation of the overall economic downturn and the expansion of the unemployment group, this paper makes a deep analysis and research on the function of the unemployment insurance in Quanzhou City by using the literature research method and the comparative analysis method.At present, the life security function of the unemployment insurance in Quanzhou City has been gradually improved and played a role in alleviating the impact on the unemployed when they encounter unemployment through policies such as the payment of insurance funds.At the same time, the function of promoting employment and preventing unemployment has started.However, the function of unemployment insurance still exposes a variety of problems, such as low targeting rate, unequal payment level and enjoyment rights, too low treatment, insufficient realization of the function of guaranteeing life, and vocational training.The harsh conditions of preferential policies such as small amount guarantee make it difficult to develop the function of promoting employment, start late, and the lack of prior regulation mechanism leads to little effect of preventing unemployment.On the whole, the basic function of protecting life has got certain effect, the main function of promoting employment and the function of promoting preventing unemployment have not played their due role, and the function structure of unemployment insurance has been out of balance.Based on the advanced experience of local governments at home and abroad and the theory of structural functionalism, this paper probes into the reform direction and specific path of the function of unemployment insurance in Quanzhou, and strives to construct the function of ensuring life as the foundation and promoting the function of employment as the main body.The function of unemployment prevention is an optimized structure to promote unemployment insurance, which is helpful to play the role of "safety net" and "stabilizer" in the social structure of unemployment insurance.
