【摘要】：隨著我國改革開放持續(xù)深入,尤其進(jìn)入21世紀(jì),我國經(jīng)濟(jì)和社會(huì)結(jié)構(gòu)時(shí)刻都在發(fā)生變革,由此也產(chǎn)生了很多社會(huì)問題,比如:城鄉(xiāng)差距進(jìn)一步拉大,城市化進(jìn)程造成的農(nóng)村青年勞動(dòng)力向城市轉(zhuǎn)移,以及農(nóng)村老齡化問題嚴(yán)重等等,都需要相關(guān)部門給予正視和解決。尤其隨著人口老齡化傾向的進(jìn)一步加劇,農(nóng)村養(yǎng)老問題日益突出,壓力重重。盡管我國很早就已經(jīng)構(gòu)建了農(nóng)村養(yǎng)老的體制雛形,而且隨著社會(huì)的不斷發(fā)展和變革,也同樣出現(xiàn)了新的發(fā)展,如家庭養(yǎng)老保障、集體養(yǎng)老保障和社會(huì)養(yǎng)老救助等等,多種方式方法相結(jié)合、相支撐,構(gòu)建出了社會(huì)主義農(nóng)村養(yǎng)老體系,也就是“老農(nóng)保”體系。但是隨著我國社會(huì)的深刻變革,“老農(nóng)�！币呀�(jīng)顯現(xiàn)出滯后的一面,其發(fā)展已經(jīng)跟不上農(nóng)村養(yǎng)老日益嚴(yán)峻的形式。因此,2009年我國開始實(shí)施“新農(nóng)�！薄獦�(gòu)建新型農(nóng)村養(yǎng)老制度體系,并取得了巨大的成就,極大緩解了農(nóng)村養(yǎng)老問題帶來的壓力,但是面對巨大的農(nóng)村養(yǎng)老需求,仍顯得力不從心。吉林省是我國農(nóng)業(yè)大省,資源豐富,地域廣博,人口眾多,但經(jīng)濟(jì)發(fā)展卻相對滯后。同時(shí),吉林農(nóng)村老齡化傾向嚴(yán)重,農(nóng)村養(yǎng)老問題十分突出。而且吉林省養(yǎng)老制度發(fā)展緩慢,嚴(yán)重影響了農(nóng)村養(yǎng)老問題的有效解決。因此,筆者立足我國農(nóng)村養(yǎng)老實(shí)踐,重點(diǎn)關(guān)注吉林省農(nóng)村養(yǎng)老的突出問題,同時(shí)以當(dāng)前的社會(huì)經(jīng)濟(jì)和政績環(huán)境為基礎(chǔ),以馬克思主義社會(huì)保障思想和社會(huì)主義社會(huì)保障思想為指導(dǎo),研究“新農(nóng)�！敝贫认录洲r(nóng)村養(yǎng)老問題,通過本文研究能夠發(fā)現(xiàn)吉林農(nóng)村養(yǎng)老現(xiàn)有制度體系的問題,并提出有針對性的改善對策和建議。本文研究共分為五個(gè)部分:第一部分介紹了本文研究背景、研究方法、研究意義及創(chuàng)新點(diǎn),并回顧了國內(nèi)外相關(guān)文獻(xiàn)理論。第二部分介紹了農(nóng)村養(yǎng)老制度的基本理論,尤其重點(diǎn)介紹了馬克思主義社會(huì)保障思想和社會(huì)主義社會(huì)保障思想的內(nèi)容和價(jià)值所在。第三部分則分析了吉林省農(nóng)村養(yǎng)老保險(xiǎn)現(xiàn)狀,立足現(xiàn)狀發(fā)現(xiàn)問題。第四部分則借鑒現(xiàn)有發(fā)達(dá)國家和社會(huì)的農(nóng)村養(yǎng)老先進(jìn)經(jīng)驗(yàn)。第五部分,詳細(xì)闡述了農(nóng)村養(yǎng)老保險(xiǎn)制度發(fā)展的對策建議。希望通過本次課題研究能夠?yàn)榧洲r(nóng)村養(yǎng)老保險(xiǎn)事業(yè)的發(fā)展做出貢獻(xiàn),助力吉林農(nóng)村社會(huì)養(yǎng)老保險(xiǎn),老有所養(yǎng),助力社會(huì)和諧。
[Abstract]:With the continuous deepening of China's reform and opening up, especially in the 21st century, the economic and social structure of our country are undergoing changes at all times, which has also brought about many social problems, such as: the gap between urban and rural areas has further widened.The transfer of the rural youth labor force to the city caused by the process of urbanization, and the serious problem of the rural aging, need to be addressed and solved by the relevant departments.Especially with the further aggravation of population aging tendency, rural old-age problem is increasingly prominent, the pressure is heavy.Although our country has built the rudiments of the rural old-age care system for a long time, and with the continuous development and transformation of the society, there have also been new developments, such as family old-age security, collective old-age security and social old-age assistance, and so on.Combining and supporting various ways and methods, the socialist rural old-age system, that is, the old peasant insurance system, has been constructed.However, with the profound changes in our society, the "old peasant insurance" has shown a lagging side, its development has been unable to keep up with the increasingly severe form of rural old-age care.Therefore, in 2009, China began to implement "New Rural Insurance"-to build a new rural old-age system, and has made great achievements, greatly alleviating the pressure brought about by the problem of rural old-age support, but in the face of a huge demand for rural old-age support.It still looks like it's not up to its means.Jilin Province is a big agricultural province in China, with rich resources, wide area and large population, but its economic development lags behind.At the same time, Jilin rural aging trend is serious, rural pension problem is very prominent.The slow development of pension system in Jilin Province has seriously affected the effective solution of the rural pension problem.Therefore, based on the rural old-age care practice in China, the author focuses on the outstanding problems of rural old-age support in Jilin Province, and at the same time, based on the current socio-economic and political achievements environment,Under the guidance of Marxist social security thought and socialist social security thought, this paper studies the pension problems in Jilin rural areas under the "New Rural Insurance" system. Through this study, we can find out the problems in the existing system of rural old-age pension in Jilin Province.And put forward targeted improvement countermeasures and suggestions.This paper is divided into five parts: the first part introduces the research background, research methods, research significance and innovation, and reviews the relevant literature theory at home and abroad.The second part introduces the basic theory of rural old-age system, especially the content and value of Marxist social security thought and socialist social security thought.The third part analyzes the current situation of rural endowment insurance in Jilin Province, and finds problems based on the current situation.The fourth part draws lessons from the advanced rural pension experience of the developed countries and the society.The fifth part, elaborated the countryside endowment insurance system development countermeasure suggestion.I hope this research can contribute to the development of Jilin rural old-age insurance, help Jilin rural social endowment insurance, support the elderly, help the social harmony.
