【摘要】：青苗法是我國古代社會(huì)保障倉儲(chǔ)救荒領(lǐng)域一次著名的改革運(yùn)動(dòng),王安石等改革派人物希望通過青苗法變革常平倉原有儲(chǔ)備不適、管理不善等問題,實(shí)現(xiàn)其"抑兼并,賑貧乏"的目標(biāo),然而前人對(duì)青苗法的研究多著眼于政治或財(cái)政等領(lǐng)域。本文從社會(huì)保障的角度入手,首先研究了我國古代以倉儲(chǔ)救荒為核心內(nèi)容的社會(huì)保障體系,指出我國古代社會(huì)保障基金的主要表現(xiàn)形式便是官方倉儲(chǔ),繼而從儲(chǔ)備不適和管理混亂兩個(gè)角度分析了原有社會(huì)保障基金管理制度的缺陷。然后闡釋了青苗法的具體制度安排,針對(duì)前人對(duì)青苗法的批評(píng),論證了青苗法在社會(huì)保障領(lǐng)域尤其是社會(huì)保障基金管理領(lǐng)域的成功之處,提出青苗法通過不禁抑配和放貸取息實(shí)現(xiàn)了社會(huì)保障基金籌資和運(yùn)營的革新。最后結(jié)合我國實(shí)際,探討了青苗法的思想方法對(duì)我國當(dāng)代社會(huì)保障基金管理制度的借鑒意義,提出多渠道廣開財(cái)源,自主運(yùn)營投資,建立不同制度之間調(diào)劑機(jī)制的觀點(diǎn),以此促進(jìn)我國社會(huì)保障體系的可持續(xù)發(fā)展。
[Abstract]:The law of young seedlings is a famous reform movement in the field of storage and relief of famine in ancient China. Wang Anshi and other reformist figures hope that through the reform of the law of young seedlings, the original reserves will be unwell and poorly managed, so as to achieve its "suppression and annexation."The goal of relief is poverty. However, previous researches on the law of young seedling focus on politics or finance.Starting from the angle of social security, this paper first studies the social security system in ancient China, which takes storage and famine relief as the core content, and points out that the main manifestation of social security fund in ancient China is official storage.Then it analyzes the defects of the original social security fund management system from the two angles of reserve discomfort and management confusion.Then it explains the specific system arrangement of the law of young seedling, and proves the success of the law in the field of social security, especially in the field of fund management of social security, in view of the criticism of the former people on the law of the young seedling in the field of social security, especially in the field of social security fund management.It is put forward that the law of youth and seedling can not help but restrain the distribution and loan interest to realize the innovation of financing and operation of social security fund.Finally, combined with the reality of our country, this paper probes into the significance of the thought and method of the youth law to the management system of the social security fund in our country, and puts forward the viewpoint of opening up the financial resources through various channels, independently operating and investing, and establishing the adjustment mechanism between different systems.In order to promote the sustainable development of our social security system.
