【摘要】：目前我國人口老齡化速度加快,養(yǎng)老問題日益凸顯,養(yǎng)老矛盾日益尖銳,健全的養(yǎng)老保障體系是解決養(yǎng)老問題特別是農(nóng)村地區(qū)養(yǎng)老問題的“安全閥”。在當(dāng)前我國大力推進(jìn)社會(huì)主義新農(nóng)村建設(shè)、構(gòu)建和諧社會(huì)的大背景下,以馬克思分配思想為指導(dǎo),對農(nóng)村養(yǎng)老問題進(jìn)行研究無疑具有重大的現(xiàn)實(shí)意義。馬克思的分配思想主要包括按勞分配、按需分配和按生產(chǎn)要素分配這三部分。中國在發(fā)展過程中以馬克思的分配思想為指導(dǎo),并在此基礎(chǔ)上進(jìn)行了繼承和創(chuàng)新,形成了中國化的馬克思分配思想,其中包括按勞分配為主體,多種分配方式并存、初次分配和再次分配都要注重公平等理論,對解決我國農(nóng)村的養(yǎng)老問題具有很強(qiáng)的操作指導(dǎo)性。農(nóng)村養(yǎng)老問題是我國新農(nóng)村建設(shè)中要面對的一大難題,特別是河北地區(qū)的農(nóng)村養(yǎng)老問題尤為明顯。本文分析了河北養(yǎng)老的總體概況和發(fā)展特點(diǎn),并從自我養(yǎng)老、家庭養(yǎng)老、社會(huì)養(yǎng)老和市場養(yǎng)老等四個(gè)方面分別介紹了河北養(yǎng)老的具體現(xiàn)狀,在詳細(xì)分析了其中存在的問題即自我供給能力下降、家庭養(yǎng)老能力弱化、社會(huì)養(yǎng)老保障水平低、市場供給乏力等。導(dǎo)致這些問題的原因是多方面的,概括起來主要有養(yǎng)老保障覆蓋面狹窄、養(yǎng)老保障管理不規(guī)范、養(yǎng)老相關(guān)法律制度不完善、農(nóng)村養(yǎng)老主體責(zé)任不明確等。為解決這些問題就要以馬克思分配思想視閾考察現(xiàn)階段河北省農(nóng)村養(yǎng)老現(xiàn)實(shí)和養(yǎng)老困境及其原因。在分析了河北省農(nóng)村養(yǎng)老的困境的基礎(chǔ)上,提出了河北農(nóng)村養(yǎng)老的基本原則,即堅(jiān)持社會(huì)主義優(yōu)越性原則、堅(jiān)持社會(huì)主義市場經(jīng)濟(jì)原則、堅(jiān)持統(tǒng)籌兼顧原則,進(jìn)而提出具體的建議,如加強(qiáng)頂層設(shè)計(jì),明確主體責(zé)任;大力發(fā)展地方生產(chǎn)力,為農(nóng)村養(yǎng)老提供物質(zhì)保障;完善農(nóng)村社會(huì)養(yǎng)老保障體系;完善農(nóng)村養(yǎng)老法律保障體系等,希望通過這一系列的舉措能對河北農(nóng)村養(yǎng)老問題的解決起到積極作用。
[Abstract]:At present, the aging of population in our country is accelerating, the problem of old-age support is becoming increasingly prominent, and the contradiction of old-age support is becoming more and more acute. A sound old-age security system is the "safety valve" to solve the problem of old-age support, especially in rural areas.Under the background of promoting the construction of new socialist countryside and constructing a harmonious society, it is undoubtedly of great practical significance to study the problem of rural old-age support under the guidance of Marx's thought of distribution.Marx's distribution thought mainly includes three parts: distribution according to work, distribution according to demand and distribution according to factors of production.In the process of development, China is guided by Marx's distribution thought, and on the basis of it, it inherits and innovates, and forms the Chinese distribution thought of Marx, which includes distribution according to work as the main body and various distribution modes coexisting.Both primary distribution and redistribution should pay attention to the theory of equity, which is very instructive to solve the problem of providing for the aged in the countryside of our country.The problem of providing for the aged in rural areas is a difficult problem in the construction of new countryside, especially in Hebei.This paper analyzes the general situation and development characteristics of the aged in Hebei Province, and introduces the specific status quo of the aged in Hebei from four aspects: self-supporting, family old-age, social old-age and market old-age.The existing problems are analyzed in detail, such as the decline of self-supply ability, the weakening of family old-age support ability, the low level of social old-age security, the weak market supply and so on.There are many reasons for these problems, such as narrow coverage of old-age security, non-standard management of old-age security, imperfect legal system related to the aged, unclear responsibility of the main body of rural old-age care and so on.In order to solve these problems, it is necessary to examine the present situation of rural old-age support in Hebei Province and its causes from the perspective of Marx's thought of distribution.On the basis of analyzing the dilemma of rural old-age support in Hebei Province, the paper puts forward the basic principles of rural old-age support in Hebei Province, that is, adhering to the principle of socialist superiority, adhering to the principle of socialist market economy, and adhering to the principle of overall consideration.Then put forward specific suggestions, such as strengthening the top-level design, defining the principal responsibility; vigorously developing local productivity, providing material security for the rural old-age care; perfecting the rural social old-age security system; perfecting the rural old-age legal security system, etc.I hope this series of measures can play a positive role in solving the problem of rural pension in Hebei.
