【摘要】：隨著中國經(jīng)濟(jì)的發(fā)展,三農(nóng)問題變得日益嚴(yán)重。而土地作為農(nóng)業(yè)生產(chǎn)中最重要的生產(chǎn)要素,提高土地資源的利用率,適度規(guī)�；耐恋亓鬓D(zhuǎn)能夠推動社會主義新農(nóng)村的建設(shè),幫助新型城鎮(zhèn)化的推進(jìn)。而農(nóng)村土地流轉(zhuǎn)受到地理,區(qū)位限制,也被社會環(huán)境、預(yù)期經(jīng)濟(jì)收入、農(nóng)民心理因素等影響,加快農(nóng)村地區(qū)的土地流轉(zhuǎn)就成為了發(fā)展現(xiàn)代農(nóng)業(yè)的重要手段。本論文主要由七部分構(gòu)成。第一章是緒論主要闡述了研究背景、研究的目的及意義,國內(nèi)外目前的研究現(xiàn)狀,文章的主要研究內(nèi)容,研究方法、框架及可能的創(chuàng)新點(diǎn)。第二章是土地流轉(zhuǎn)的概念界定及相關(guān)理論基礎(chǔ)。主要介紹對土地流轉(zhuǎn)的基本概念界定及研究過程中運(yùn)用到的相關(guān)理論基礎(chǔ),包括馬克思產(chǎn)權(quán)理論、規(guī)模經(jīng)濟(jì)理論和制度變遷理論三部分。第三章是我國農(nóng)村土地流轉(zhuǎn)現(xiàn)狀和基本模式的分析,包括股份合作經(jīng)營、城鄉(xiāng)增減掛鉤、宅基地?fù)Q房、集體建設(shè)用地直接入市等,同時指出總結(jié)了在土地流轉(zhuǎn)中突出的問題。第四章是對國外經(jīng)驗(yàn)的闡述,列舉了美國、日本、法國的土地流轉(zhuǎn)案例,并總結(jié)了經(jīng)驗(yàn)啟示。第五章介紹了寶雞市及鳳翔縣的具體社會人文、土地流轉(zhuǎn)的現(xiàn)狀,通過調(diào)查展現(xiàn)出了近年來鳳翔地區(qū)土地流轉(zhuǎn)工作的成效、發(fā)展?fàn)顩r及特點(diǎn)。第五章也是本文可能的創(chuàng)新點(diǎn),從政府、土地流入方、農(nóng)民三個角度分析了鳳翔縣土地流轉(zhuǎn)中存在的問題：缺乏管理服務(wù)體系,市場機(jī)制發(fā)育不良,城郊價格差異明顯,流轉(zhuǎn)操作缺乏,規(guī)范規(guī)模流轉(zhuǎn)難,保障不健全。最后一部分根據(jù)鳳翔縣農(nóng)村土地流轉(zhuǎn)的問題,參考借鑒了部分國外經(jīng)驗(yàn),運(yùn)用了相關(guān)理論對鳳翔縣區(qū)具體情況進(jìn)行實(shí)地的研究與分析,有針對性的提出了加快土地流轉(zhuǎn)的對策建議：健全服務(wù)體系,強(qiáng)化市場引導(dǎo),建立高效流轉(zhuǎn)機(jī)制,完善土地產(chǎn)權(quán),提高市場流轉(zhuǎn)效益,扶持大戶企業(yè),發(fā)展土地流轉(zhuǎn)中介組織,規(guī)范流轉(zhuǎn)過程,加速農(nóng)村勞動力的轉(zhuǎn)移和再就業(yè),加強(qiáng)提高農(nóng)村社會保障體系建設(shè)。
[Abstract]:With the development of Chinese economy, the problem of agriculture, countryside and farmers becomes more and more serious.Land as the most important production factor in agricultural production, improve the utilization rate of land resources, moderate scale of land transfer can promote the construction of new socialist countryside, help to promote the new type of urbanization.The rural land circulation is affected by geography, location restriction, social environment, expected economic income and farmers' psychological factors. Therefore, speeding up the land circulation in rural areas has become an important means to develop modern agriculture.This paper consists of seven parts.The first chapter is the introduction mainly elaborated the research background, the research goal and the significance, the domestic and foreign present research present situation, the article main research content, the research method, the frame and the possible innovation point.The second chapter is the definition of the concept of land circulation and related theoretical basis.This paper mainly introduces the definition of the basic concept of land circulation and the relevant theoretical basis used in the research process, including Marx's property right theory, the theory of scale economy and the theory of institutional change.The third chapter is the analysis of the current situation and basic mode of rural land circulation in China, including the cooperative management of shares, the increase and decrease of urban and rural areas, the change of house land, the direct market entry of collective construction land, and so on. At the same time, it points out the outstanding problems in the circulation of land.The fourth chapter is to expound the experience of foreign countries, enumerate the cases of land circulation in America, Japan and France, and sum up the enlightenment of experience.The fifth chapter introduces the concrete social humanities and the present situation of land circulation in Baoji city and Fengxiang county, and shows the achievements, development status and characteristics of the land circulation work in Fengxiang area in recent years.The fifth chapter also is the possible innovation point of this article, from the government, the land inflow side, the farmer has analyzed the Fengxiang county land circulation existence question: lacks the management service system, the market mechanism is not well developed, the suburb price difference is obvious,Circulation operation is lacking, standard scale flows difficult, safeguard is not perfect.In the last part, according to the problems of rural land circulation in Fengxiang County, and referring to some foreign experiences, the author makes field research and analysis on the concrete situation of Fengxiang County by using relevant theories.The countermeasures and suggestions of accelerating land circulation are put forward: perfect service system, strengthen market guidance, establish efficient circulation mechanism, perfect land property right, improve market circulation benefit, support large enterprises, develop land circulation intermediary organizations,Standardize the circulation process, accelerate the transfer and re-employment of rural labor force, and strengthen the construction of rural social security system.
