【摘要】：當(dāng)前的社會(huì)充滿了巨大的機(jī)遇、變革和挑戰(zhàn)。隨著經(jīng)濟(jì)全球化的不斷發(fā)展,各國也在不斷探索變革路徑,以實(shí)現(xiàn)與政治現(xiàn)實(shí)的同步進(jìn)行。公共服務(wù)直接關(guān)系著民眾的公共利益訴求,這是政府職責(zé)的重要內(nèi)容。我國的公共服務(wù)供給體系經(jīng)歷過多次的歷史變遷,如今市場(chǎng)、社會(huì)自治力量等多元主體逐漸實(shí)現(xiàn)融合。多元協(xié)同供給服務(wù)成為時(shí)代變革下創(chuàng)新的趨勢(shì)。他們?cè)诨竟卜⻊?wù)、社會(huì)性公共服務(wù)等領(lǐng)域,通過簽訂合同、購買服務(wù)等多種形式實(shí)現(xiàn)最優(yōu)化的供給。然而隨著市場(chǎng)作用的不斷擴(kuò)大,在多元供給服務(wù)方面,也存在著政府責(zé)任缺失、法治規(guī)范性薄弱、市場(chǎng)和社會(huì)發(fā)育受到限制等問題。本文的研究主題是通過分析政府在多元供給服務(wù)中的責(zé)任現(xiàn)狀,以及面臨的一些問題和挑戰(zhàn),借鑒西方典型國家的供給模式,對(duì)比我國已有的教育、醫(yī)療、社會(huì)保障等相關(guān)數(shù)據(jù)。從而重新架構(gòu)多元供給服務(wù)中的政府責(zé)任框架,以此為改善當(dāng)前公共服務(wù)供給效果,加強(qiáng)政府公共服務(wù)責(zé)任提供一定的參考。
[Abstract]:The present society is full of great opportunities, changes and challenges.With the continuous development of economic globalization, countries are constantly exploring the path of change in order to achieve synchronization with political reality.Public service is directly related to the public interest, which is an important part of the government's duty.China's public service supply system has undergone many historical changes.Multiple collaborative supply and service has become the trend of innovation under the change of the times.In the fields of basic public service and social public service, they can achieve optimal supply by signing contracts and purchasing services.However, with the continuous expansion of the role of the market, in the multiple supply of services, there are also a lack of government responsibility, the rule of law is weak, the market and social development is restricted and so on.The research theme of this paper is to compare the existing education and medical treatment in our country by analyzing the present situation of the government's responsibility in the pluralistic supply and service, as well as some problems and challenges faced by the government, and draw lessons from the supply mode of the typical western countries.Social security and other relevant data.Therefore, the framework of government responsibility in pluralistic service supply can be re-constructed to provide some reference for improving the effect of public service supply and strengthening the responsibility of government public service.
