【摘要】：當(dāng)前,我國國家治理政策的價值導(dǎo)向正朝著強(qiáng)調(diào)公共服務(wù)、強(qiáng)調(diào)多元參與的方向轉(zhuǎn)變,與此相適應(yīng),社會組織在社會治理中的作用和重要性逐漸為政策設(shè)計者和學(xué)者們所重視。中國共產(chǎn)黨第十八屆中央委員會第三次全體會議通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》中13次提到了“社會組織”,并強(qiáng)調(diào):“適合由社會組織提供的公共服務(wù)和解決的事項,交由社會組織承擔(dān)。支持和發(fā)展志愿服務(wù)組織……重點(diǎn)培育和優(yōu)先發(fā)展行業(yè)協(xié)會商會類、科技類、公益慈善類、城鄉(xiāng)社區(qū)服務(wù)類社會組織,成立時直接依法申請登記。”充分肯定了社會組織在創(chuàng)新社會治理中的作用。作為我國社會組織的重要組成部分,公益類社會組織是支撐我國社會服務(wù)事業(yè)發(fā)展的重要載體,其在加強(qiáng)社會建設(shè)、創(chuàng)新社會治理體制機(jī)制的過程中發(fā)揮著舉足輕重的作用。公益類社會組織的發(fā)展不僅受到經(jīng)濟(jì)環(huán)境、政治環(huán)境、社會環(huán)境的制約,還受到特定制度環(huán)境的制約。健全和完善公益類社會組織所處的制度環(huán)境,是促進(jìn)公益類社會組織健康繁榮發(fā)展的關(guān)鍵環(huán)節(jié),是當(dāng)前創(chuàng)新社會治理體制機(jī)制過程中亟待解決的一個重大現(xiàn)實課題。本研究綜合運(yùn)用文獻(xiàn)法和個案訪談法收集研究資料。選取長沙市Y區(qū)7家公益類社會組織進(jìn)行實地調(diào)查,并與組織負(fù)責(zé)人進(jìn)行了深度訪談。深入探討了公益類社會組織發(fā)展和運(yùn)行的內(nèi)在機(jī)制,從制度環(huán)境的視角研究分析了當(dāng)前影響公益類社會組織發(fā)展的深層次制度性因素,最后為政府有關(guān)部門提出了一套關(guān)于推進(jìn)公益類社會組織健康繁榮發(fā)展的制度選擇方案。研究發(fā)現(xiàn),當(dāng)前影響我國公益類社會組織發(fā)展的制度主要是人才制度和組織培育制度。人才制度的不足主要體現(xiàn)在兩個方面:一是評價制度,包括職業(yè)資格和職業(yè)聲望;二是激勵制度,包括薪酬制度、社會保障制度和晉升制度。而組織培育制度的不足也主要體現(xiàn)在兩個方面:一是孵化制度;二是人事管理制度。要實現(xiàn)公益類社會組織健康繁榮發(fā)展,就必須優(yōu)化其所處的制度環(huán)境,健全和完善相關(guān)的法規(guī)政策和制度規(guī)范。從宏觀層面來看,要加強(qiáng)制度文化建設(shè):一是增強(qiáng)法律意識,提高公益類社會組織的立法層次;二是加強(qiáng)思想認(rèn)識,明確公益類社會組織的職能定位;三是培育公民意識,提升公益類社會組織的職業(yè)聲望。從中觀層面來看,要完善監(jiān)督管理體系:一是要健全評估制度;二是要發(fā)揮社會監(jiān)督;三是要完善財稅制度。從微觀層面來看,要加強(qiáng)能力培育建設(shè):一是要創(chuàng)新人才工作機(jī)制;二是要完善孵化機(jī)制;三是要重視市場培育。
[Abstract]:At present, the value orientation of our country's national governance policy is changing towards the direction of emphasizing public service and pluralistic participation. Accordingly, the role and importance of social organization in social governance has been paid more and more attention by policy designers and scholars.The "social organization" was mentioned 13 times in the "decision of the CPC Central Committee on comprehensively deepening the Reform" adopted by the third Plenary session of the 18th Central Committee of the Communist Party of China."Public services and solutions suitable for social organizations shall be entrusted to them," he stressed.Support and development of voluntary organizations.We should focus on cultivating and giving priority to the development of trade associations, chambers of commerce, science and technology, public welfare and charity, and urban and rural community service social organizations, and apply for registration in accordance with the law directly upon their establishment. "Fully affirmed the role of social organizations in innovative social governance.As an important part of social organization in China, public welfare social organization is an important carrier to support the development of social service in China. It plays an important role in the process of strengthening social construction and innovating the system of social governance.The development of public welfare social organization is restricted not only by economic environment, political environment, social environment, but also by specific institutional environment.Perfecting and perfecting the institutional environment of public welfare social organizations is the key link to promote the healthy and prosperous development of public welfare social organizations. It is also an important practical subject to be solved urgently in the process of innovating the social governance system mechanism.This research uses the literature method and the case interview method to collect the research data.Seven public welfare social organizations in Y District of Changsha were selected for field investigation, and in-depth interviews were conducted with the responsible persons of the organizations.This paper probes into the internal mechanism of the development and operation of public welfare social organizations, and analyzes the deep-level institutional factors that affect the development of public welfare social organizations from the perspective of institutional environment.Finally, a set of institutional options for promoting the healthy and prosperous development of public welfare social organizations is put forward for the relevant government departments.It is found that the current system that affects the development of public welfare social organization is mainly talent system and organization cultivation system.The deficiency of the talent system is mainly reflected in two aspects: one is the evaluation system, including the professional qualification and occupational prestige, the other is the incentive system, including the salary system, the social security system and the promotion system.The deficiency of the organizational cultivation system is mainly reflected in two aspects: one is the incubation system, the other is the personnel management system.In order to realize the healthy and prosperous development of public welfare social organizations, we must optimize their institutional environment, perfect and perfect the relevant laws and regulations, policies and regulations.From the macro level, we should strengthen the construction of the system culture: first, strengthen the legal consciousness and raise the legislative level of the public welfare social organization; second, strengthen the ideological understanding and make clear the function orientation of the public welfare social organization; third, cultivate the citizen consciousness,Improve the professional reputation of public welfare social organizations.From the middle level, we should perfect the supervision and management system: first, perfect the evaluation system; second, give play to the social supervision; third, perfect the fiscal and taxation system.From the micro level, we should strengthen the construction of ability cultivation: first, to innovate the working mechanism of talents; second, to perfect the incubation mechanism; third, to attach importance to market cultivation.
