【摘要】：習(xí)近平同志在黨的十八大報(bào)告中提出,要堅(jiān)持全覆蓋、�；�、多層次、可持續(xù)方針,以增強(qiáng)公平性、適應(yīng)流動(dòng)性、保證可持續(xù)性為重點(diǎn),全面建成覆蓋城鄉(xiāng)的社會(huì)保障體系。社會(huì)救助主要包括最低生活保障、特困人員供養(yǎng)、受災(zāi)人員救助、醫(yī)療救助、教育救助、住房救助、就業(yè)援助、臨時(shí)救助等八項(xiàng)制度以及社會(huì)力量參與等。近年來,在市委、市政府的高度重視下,大連市已經(jīng)基本建立起覆蓋全市的城鄉(xiāng)社會(huì)救助體系。大連市社會(huì)救助體系的建立,較好地保障了城鄉(xiāng)群眾的基本生活,促進(jìn)了經(jīng)濟(jì)的可持續(xù)發(fā)展、社會(huì)的和諧穩(wěn)定。隨著大連市經(jīng)濟(jì)體制和經(jīng)濟(jì)結(jié)構(gòu)劇烈變革,城鄉(xiāng)統(tǒng)籌發(fā)展不斷推進(jìn),社會(huì)救助制度進(jìn)一步發(fā)展和完善,但仍然存在很多問題,這既與我國(guó)社會(huì)經(jīng)濟(jì)整體發(fā)展和城鄉(xiāng)統(tǒng)籌發(fā)展的大環(huán)境有關(guān),也有大連市自身的原因。因此,研究大連市社會(huì)救助制度具有重要的理論意義和現(xiàn)實(shí)意義。本文采用文獻(xiàn)收集、問卷調(diào)查、訪談?wù){(diào)查和統(tǒng)計(jì)分析四種研究方法,研究?jī)?nèi)容劃分為四部分。第一部分緒論部分,論述選題背景和研究意義,闡釋社會(huì)救助、城鄉(xiāng)統(tǒng)籌的概念,并將國(guó)內(nèi)外研究現(xiàn)狀作為本文研究的理論依據(jù),確認(rèn)研究?jī)?nèi)容、研究方法和技術(shù)路線。第二部分調(diào)查設(shè)計(jì)部分,明確調(diào)查研究的目標(biāo)和方法,設(shè)計(jì)調(diào)查問卷、確定訪談提綱。第三部分調(diào)查結(jié)果部分,通過訪談法分析大連市社會(huì)救助的現(xiàn)狀,再結(jié)合調(diào)查對(duì)象的社會(huì)救助需求情況進(jìn)行數(shù)據(jù)分析,提出大連市社會(huì)救助制度存在的問題,并分析問題產(chǎn)生的原因。第四部分對(duì)策建議部分,針對(duì)大連市社會(huì)救助制度存在的問題,提出制度改革指導(dǎo)的新思路,寫明對(duì)策和建議。一直以來,專家學(xué)者對(duì)社會(huì)救助問題展開過大量的分析研究,本研究在借鑒和發(fā)揚(yáng)前人研究成果的基礎(chǔ)上,改變以往單純從政府視角進(jìn)行研究的方法,以社會(huì)保障學(xué)等相關(guān)學(xué)科理論作為依據(jù),借鑒國(guó)內(nèi)外研究成果和經(jīng)驗(yàn),結(jié)合大連市的實(shí)際情況,采用從調(diào)查對(duì)象需求和政府視角相結(jié)合的角度進(jìn)行研究,得出統(tǒng)籌大連市城鄉(xiāng)社會(huì)救助的新觀點(diǎn),對(duì)大連市社會(huì)救助制度存在的問題進(jìn)行分析研究并提出對(duì)策建議,為大連市統(tǒng)籌城鄉(xiāng)社會(huì)救助制度的進(jìn)一步完善提供實(shí)踐依據(jù)。
[Abstract]:In the report of the 18th National Congress of the CPC, Comrade Xi Jinping proposed that we should adhere to the policy of full coverage, basic, multi-level and sustainable coverage, focus on enhancing fairness, adapting to mobility, and ensuring sustainability, and build a comprehensive social security system covering urban and rural areas.Social assistance mainly includes eight systems, such as minimum living security, special hardship support, disaster relief, medical assistance, education assistance, housing assistance, employment assistance, temporary assistance and social participation.In recent years, with the attention of the municipal party committee and the municipal government, Dalian has basically established the urban and rural social assistance system covering the whole city.The establishment of social assistance system in Dalian has ensured the basic life of urban and rural people, promoted the sustainable development of economy and social harmony and stability.With the drastic changes in Dalian's economic system and economic structure, the overall development of urban and rural areas has been continuously promoted, and the social assistance system has been further developed and improved, but there are still many problems.This is not only related to the overall development of China's social economy and the overall development of urban and rural areas, but also has its own reasons.Therefore, the study of Dalian social aid system has important theoretical and practical significance.This paper adopts four research methods: literature collection, questionnaire survey, interview investigation and statistical analysis. The research content is divided into four parts.The first part of the introduction discusses the background and significance of the topic, explains the concept of social assistance, urban and rural planning, and domestic and foreign research status as the theoretical basis for this study, confirm the research content, research methods and technical routes.The second part of the investigation and design part, clear research objectives and methods, design questionnaires, determine the outline of interviews.The third part of the investigation results, through the interview analysis of the current situation of social assistance in Dalian, and then combined with the survey of social assistance needs of the data analysis, put forward the problems of social assistance system in Dalian.And analyze the cause of the problem.The fourth part is the countermeasure and suggestion part, aiming at the problems existing in the social assistance system in Dalian, the author puts forward a new way of guiding the system reform, and states the countermeasures and suggestions.For a long time, experts and scholars have carried out a large number of analysis and research on social assistance. Based on the previous research results, this study has changed the previous research methods from the perspective of the government.Based on the theory of social security and other related disciplines, and referring to the domestic and foreign research results and experience, combining with the actual situation of Dalian, the research is carried out from the point of view of combining the needs of the investigation object and the government perspective.This paper draws a new viewpoint of coordinating urban and rural social assistance in Dalian, analyzes and studies the problems existing in the social assistance system of Dalian and puts forward countermeasures and suggestions, which provides a practical basis for the further improvement of the overall urban and rural social assistance system in Dalian.
