【摘要】：自2006年黨的十六大會(huì)議上提出,到2020年要基本建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系后,全國(guó)各地,尤其是經(jīng)濟(jì)發(fā)達(dá)的地區(qū),都全力貫徹執(zhí)行這一會(huì)議精神。因?yàn)閷?shí)現(xiàn)城鄉(xiāng)一體化,改變城鄉(xiāng)二元結(jié)構(gòu),是縮小城鄉(xiāng)差距、構(gòu)建和諧社會(huì),切實(shí)解決好農(nóng)業(yè)、農(nóng)村、農(nóng)民問(wèn)題的重要舉措,這一變革事關(guān)全面建設(shè)小康社會(huì)、基本實(shí)現(xiàn)現(xiàn)代化的大局。其實(shí),城鄉(xiāng)一體化這一概念由來(lái)已久,但真正被我國(guó)重視并提上議程,卻是近幾年的事情。之前有些地區(qū)進(jìn)行了一些探索,但是因?yàn)闆](méi)有一個(gè)正規(guī)的體系,或者說(shuō)沒(méi)有一個(gè)良好的基礎(chǔ),無(wú)論是經(jīng)濟(jì)上的還是政治上的,所以雖有成就,但是卻不顯著。不過(guò)這些嘗試卻為今天提出城鄉(xiāng)一體化的全面實(shí)施打好了基礎(chǔ)。本文從探索城鄉(xiāng)一體化以及社會(huì)保障制度理論為基礎(chǔ)出發(fā),以科學(xué)發(fā)展觀為指導(dǎo),參考世界其他國(guó)家或地區(qū)社會(huì)保障制度和體系的建設(shè)理論與實(shí)踐,對(duì)我國(guó)城鄉(xiāng)一體化的社會(huì)保障制度的內(nèi)涵進(jìn)行了界定。在借鑒國(guó)外社會(huì)保障制度建設(shè)經(jīng)驗(yàn)的基礎(chǔ)上,提出了我國(guó)社會(huì)保障制度的實(shí)施模式,并介紹了我國(guó)社會(huì)保障制度實(shí)踐發(fā)展的現(xiàn)狀,汲取其他國(guó)家和地區(qū)城鄉(xiāng)一體化社會(huì)保障制度的經(jīng)驗(yàn),對(duì)我國(guó)城鄉(xiāng)一體化社會(huì)保障制度的路徑和面臨的問(wèn)題進(jìn)行了探索。在理論基礎(chǔ)上,本文以昆山地區(qū)的社會(huì)保障制度改革為例,通過(guò)文獻(xiàn)研究,例如去圖書館查閱國(guó)內(nèi)外網(wǎng)絡(luò)、報(bào)紙、年鑒和書籍中關(guān)于城鄉(xiāng)一體化社會(huì)保障制度的專業(yè)文章、文件、數(shù)據(jù)等。去有關(guān)政府部門借閱關(guān)于城鄉(xiāng)一體化社會(huì)保障制度的研究文章和數(shù)據(jù)資料,得到大量、最新的相關(guān)資料。通過(guò)將這些資料進(jìn)行整理、分析、研究,探索性研究了昆山社會(huì)保障制度一體化建設(shè)與管理的方式、途徑和主要問(wèn)題,希望能夠?yàn)槲覈?guó)的社會(huì)保障制度建設(shè)提供參考和借鑒,探究出一條符合中國(guó)國(guó)情,順應(yīng)中國(guó)未來(lái)發(fā)展趨勢(shì)的社會(huì)保障制度城鄉(xiāng)一體化改革大道,并最終能夠?qū)崿F(xiàn)全民共享的現(xiàn)代社會(huì)保障制度。
[Abstract]:Since the 16th National Congress of the Communist Party of China proposed in 2006 that the social security system covering urban and rural residents should be basically established by 2020, all parts of the country, especially in economically developed regions, have fully implemented the spirit of the conference.Because realizing the integration of urban and rural areas and changing the dual structure of urban and rural areas is an important measure to narrow the gap between urban and rural areas, build a harmonious society, and effectively solve the problems of agriculture, rural areas and farmers. This change is related to the building of a well-off society in an all-round way.Basically realize the overall situation of modernization.In fact, the concept of urban-rural integration has a long history, but it has been put on the agenda by our country in recent years.Some areas have been explored before, but without a formal system, or a good foundation, whether economic or political, achievements are not significant.However, these attempts have laid a good foundation for the overall implementation of urban and rural integration today.Based on the exploration of urban and rural integration and the theory of social security system, this paper, guided by the scientific concept of development, refers to the theory and practice of the construction of social security system and system in other countries or regions of the world.The connotation of social security system of urban and rural integration in China is defined.Based on the experience of the construction of the social security system in foreign countries, this paper puts forward the implementation mode of the social security system in China, and introduces the present situation of the practice and development of the social security system in our country.Based on the experience of other countries and regions, this paper probes into the path and problems of China's urban-rural integration social security system.On the basis of theory, this paper takes the reform of social security system in Kunshan area as an example, through literature research, such as going to the library to consult the network, newspapers, yearbooks and books of professional articles on the integration of urban and rural social security system.Documents, data, etc.Go to the relevant government departments to borrow research articles and data on urban-rural integration social security system, get a lot of, the latest relevant information.Through the collation, analysis, research, exploratory study of the Kunshan social security system integration construction and management, ways and main problems, hoping to provide reference and reference for the construction of social security system in China.This paper explores a reform road of urban and rural integration of social security system in line with the national conditions of China and the trend of future development of China, and finally realizes the modern social security system shared by all people.
