昆明市楊林鎮(zhèn)失地農(nóng)民訂單式培訓(xùn)項(xiàng)目管理研究

【摘要】:在當(dāng)前如何解決好失地農(nóng)民的安置、就業(yè)等社會(huì)保障工作已成為了我國(guó)在城鎮(zhèn)一體化進(jìn)程中一個(gè)迫切需要的問(wèn)題。無(wú)論是鄉(xiāng)鎮(zhèn)一級(jí)的基層政府還是上至各種開(kāi)發(fā)區(qū)管委會(huì)或者是新建的城市新區(qū)都把失地農(nóng)民的社會(huì)保障工作當(dāng)作是自身政府職能工作轉(zhuǎn)變的出發(fā)點(diǎn)和落腳點(diǎn)。從現(xiàn)有的政策來(lái)看,政府對(duì)待失地農(nóng)民的主要政策措施偏向于住房安置和征地補(bǔ)償款發(fā)放過(guò)程的監(jiān)督管理。從長(zhǎng)遠(yuǎn)來(lái)看,這些政策措施無(wú)法保障失地農(nóng)民能夠很好的融入城市生活,真正成為“市民”,并且具有可持續(xù)發(fā)展能力,而失地農(nóng)民的職業(yè)培訓(xùn)對(duì)其發(fā)展有重大意義。然而,現(xiàn)行的就業(yè)培訓(xùn)中仍存在一些不足:失地農(nóng)民就業(yè)培訓(xùn)缺乏明確目標(biāo)、所學(xué)非其所用;培訓(xùn)缺乏科學(xué)的管理和規(guī)范的流程;缺乏科學(xué)的培訓(xùn)規(guī)劃;實(shí)施過(guò)程缺少有效的溝通、培訓(xùn)項(xiàng)目結(jié)束后反饋和跟蹤服務(wù)不重視。為了順應(yīng)新的情況和格局,急切需要引進(jìn)先進(jìn)的管理理念和管理方法。在與其他應(yīng)用范疇相聯(lián)系和結(jié)合的過(guò)程中發(fā)揮著重要的作用,并且具有相對(duì)完善的知識(shí)理論體系和工作步驟的項(xiàng)目管理是一個(gè)可以引進(jìn)失地農(nóng)民培訓(xùn)中的管理方法。由于培訓(xùn)有著項(xiàng)目的顯著特點(diǎn),從而它與項(xiàng)目管理的具體過(guò)程具有高度的契合性,把項(xiàng)目管理的思想運(yùn)用到失地農(nóng)民的培訓(xùn)管理中,有效地將失地農(nóng)民的就業(yè)上崗培訓(xùn)和項(xiàng)目管理的結(jié)合到一起來(lái)提高失地農(nóng)民的整體素質(zhì)。本文以昆明市楊林鎮(zhèn)失地農(nóng)民作為研究對(duì)象,把項(xiàng)目管理理論中的啟動(dòng)、計(jì)劃、實(shí)施、控制和收尾這五大過(guò)程借鑒并運(yùn)用到失地農(nóng)民“訂單”培訓(xùn)模式當(dāng)中去,把昆明市楊林鎮(zhèn)失地農(nóng)民訂單式培訓(xùn)工作作為一個(gè)項(xiàng)目來(lái)進(jìn)行操作和管理。不僅為企業(yè)培養(yǎng)了”適銷(xiāo)對(duì)路”的員工,同時(shí)也很好地解決附近企業(yè)”招工難”和失地農(nóng)民”就業(yè)難”的這兩個(gè)主要矛盾,對(duì)政府、企業(yè)以及失地農(nóng)民來(lái)說(shuō)有著重要的意義。通過(guò)構(gòu)建昆明市楊林鎮(zhèn)失地農(nóng)民訂單式培訓(xùn)管理的過(guò)程模型,在工作過(guò)程中不僅提供了一個(gè)解決失地農(nóng)民就業(yè)問(wèn)題的合理途徑,更是推進(jìn)失地農(nóng)民就業(yè)培訓(xùn)系統(tǒng)性科學(xué)化的管理,加強(qiáng)失地農(nóng)民培訓(xùn)的針對(duì)性和有效性,為完善失地農(nóng)民就業(yè)培訓(xùn)制度提供了有效參考。彌補(bǔ)目前相關(guān)失地農(nóng)民就業(yè)培訓(xùn)中的不足,提升失地農(nóng)民培訓(xùn)效果,真正具備可持續(xù)發(fā)展的能力更好適應(yīng)城市生活,從而實(shí)現(xiàn)政府、企業(yè)、失地農(nóng)民“三贏”的局面。
[Abstract]:At present, how to solve the social security work, such as placement and employment of landless peasants, has become an urgent problem in the process of urban integration in our country.The social security work of the landless peasants is regarded as the starting point and the end point of the transformation of the government function, whether it is the grass-roots government at the township level, the management committee of various development zones or the newly built urban new districts.According to the existing policies, the government's main policies and measures for landless farmers are in favor of the supervision and management of the process of housing settlement and land requisition compensation.In the long run, these policies and measures can not ensure that land-lost farmers can integrate into urban life, become "citizens", and have the ability of sustainable development, and the vocational training of land-lost farmers is of great significance to their development.However, there are still some deficiencies in the current employment training: lack of clear goal, lack of learning, lack of scientific management and standardized process, lack of scientific training planning;Lack of effective communication during the implementation process, feedback and tracking services after the end of the training project are not taken seriously.In order to adapt to the new situation and pattern, it is urgent to introduce advanced management concepts and methods.It plays an important role in the process of connecting and combining with other application categories, and the project management with relatively perfect knowledge theory system and working steps is a management method that can be introduced into the training of land-lost farmers.Because the training has the remarkable characteristic of the project, so it has the high agreement with the concrete process of the project management, and applies the thought of the project management to the training management of the land-lost farmers.Effective combination of job training and project management of land-lost farmers to improve the overall quality of land-lost farmers.This paper takes the land-lost farmers in Yanglin Town, Kunming as the research object, and applies the five processes of project management theory, such as starting, planning, implementing, controlling and finishing, to the "order" training model of land-lost farmers.Order training for land-lost farmers in Yanglin Town of Kunming City is regarded as a project to operate and manage.It not only cultivates the "marketable" employees for the enterprises, but also solves the two main contradictions of the nearby enterprises "employment difficulties" and landless farmers'"employment difficulties", which is of great significance to the government, enterprises and landless farmers.By constructing the process model of order training management for landless farmers in Yanglin Town, Kunming City, this paper not only provides a reasonable way to solve the employment problem of landless farmers in the process of work.It also promotes the systematic and scientific management of the employment training of landless farmers, strengthens the pertinence and effectiveness of the training, and provides an effective reference for perfecting the employment training system of land-lost farmers.To make up for the lack of employment training for land-lost farmers at present, to improve the training effect of land-lost farmers, and to truly have the ability of sustainable development to better adapt to urban life, so as to realize the situation of "three wins" among the government, enterprises and land-lost farmers.
