【摘要】：對(duì)廣大農(nóng)民而言,土地就像他們的衣食父母,是他們最基本的生產(chǎn)生活資料,起著保障他們生產(chǎn)和生活的雙重作用。如果農(nóng)民一旦失去了土地,相應(yīng)的權(quán)益如果得不到保障,便會(huì)面臨一系列的生活問題。在我國,農(nóng)民人數(shù)還相對(duì)較多,如果農(nóng)民的權(quán)益和利益不能夠得到很好的保障,很容易激發(fā)社會(huì)矛盾,嚴(yán)重制約城鎮(zhèn)化進(jìn)程的推進(jìn),而且會(huì)對(duì)小康社會(huì)的順利實(shí)現(xiàn)造成巨大的影響。因此,關(guān)注失地農(nóng)民,保障失地農(nóng)民的權(quán)益,維護(hù)失地農(nóng)民的利益,成為我們當(dāng)前急需解決的一個(gè)重要現(xiàn)實(shí)問題。本文在城鎮(zhèn)化理論、經(jīng)濟(jì)學(xué)理論等理論基礎(chǔ)之上,分析了失地農(nóng)民利益保障存在的問題,并對(duì)問題產(chǎn)生的原因進(jìn)行了深刻的剖析,針對(duì)其原因最后提出了保障失地農(nóng)民利益的對(duì)策建議。本文在寫作的過程中,以城鎮(zhèn)化為研究背景,并以北票市臺(tái)吉鎮(zhèn)宋杖子村失地農(nóng)民為研究對(duì)象,對(duì)失地農(nóng)民諸多問題中的利益保障問題這一重要的組成部分,進(jìn)行了詳細(xì)的闡述。首先,對(duì)城鎮(zhèn)化和失地農(nóng)民的概念進(jìn)行了闡述,并且分析了近年來城鎮(zhèn)化進(jìn)程加快的原因以及城鎮(zhèn)化加快所帶來的積極作用和在城鎮(zhèn)化進(jìn)程中一個(gè)新的群體——“失地農(nóng)民”大量產(chǎn)生的原因,分析了城鎮(zhèn)化進(jìn)程中失地農(nóng)民產(chǎn)生的階段、分布狀況和規(guī)模,得出了導(dǎo)致失地農(nóng)民利益保障問題產(chǎn)生的直接原因是城鎮(zhèn)化進(jìn)程的推進(jìn)。其次,針對(duì)我國失地農(nóng)民利益保障問題的普遍性和嚴(yán)重性,深入剖析了城鎮(zhèn)化進(jìn)程是如何導(dǎo)致失地農(nóng)民利益受到侵犯的,為解決失地農(nóng)民利益保障問題提供了基礎(chǔ)。最后,根據(jù)城鎮(zhèn)化進(jìn)程中失地農(nóng)民利益保障存在的若干問題以及產(chǎn)生問題的具體原因提出針對(duì)性的可操作的建議,以此來保障失地農(nóng)民的利益,并且為社會(huì)的和諧穩(wěn)定提供保障。論文以案例分析的方式分析了遼寧省北票市臺(tái)吉鎮(zhèn)宋杖子村失地農(nóng)民的利益保障問題,為更好地解決我們國家失地農(nóng)民利益保障問題提供參考。
[Abstract]:To the majority of peasants, land is like their parents, their most basic means of production and livelihood, and plays a dual role in safeguarding their production and livelihood. If farmers lose their land, the corresponding rights and interests will not be protected. In our country, the number of peasants is relatively large. If the rights and interests of farmers are not well protected, it is easy to stimulate social contradictions and seriously restrict the advancement of urbanization. And it will have a great impact on the smooth realization of a well-off society. Therefore, we should pay close attention to the land-losing farmers, safeguard the rights and interests of land-losing farmers, and safeguard the interests of landless farmers. On the basis of the theories of urbanization and economics, this paper analyzes the problems existing in the protection of the interests of landless farmers, and makes a deep analysis of the causes of the problems. In the process of writing, the author takes urbanization as the research background, and takes the land-lost peasants of Songchangzi Village, Taiji Town, Beipiao as the research object. This paper expounds in detail the important part of the protection of the interests of land-lost farmers. Firstly, the concepts of urbanization and land-lost farmers are expounded. And it also analyzes the reasons for the acceleration of urbanization in recent years, the positive role brought by the acceleration of urbanization and the large number of "land-lost farmers", a new group in the process of urbanization. This paper analyzes the stage, distribution and scale of land-lost farmers in the process of urbanization, and concludes that the direct cause of the problem is the advancement of urbanization. In view of the universality and seriousness of the problem of the protection of the interests of the landless peasants in our country, this paper analyzes in depth how the process of urbanization leads to the infringement of the interests of the peasants who have lost their land, and provides a basis for solving the problem of the protection of the interests of the peasants who have lost their land. According to the problems existing in the protection of the interests of the land-lost farmers in the process of urbanization and the specific reasons for the problems, this paper puts forward some practical suggestions to protect the interests of the landless peasants. And to provide a guarantee for social harmony and stability. This paper analyzes the interests of land-lost farmers in Songchangzi Village, Taichang Town, Beipiao City, Liaoning Province by a case study. In order to better solve the interests of farmers lost land in our country to provide a reference.
