【摘要】：選取基礎(chǔ)教育、社會(huì)保障、基本醫(yī)療、公共文化四大類指標(biāo),利用2008—2013年我國(guó)26個(gè)省份163個(gè)中小城市的統(tǒng)計(jì)數(shù)據(jù),測(cè)度了其基本公共服務(wù)水平區(qū)域均等化程度的動(dòng)態(tài)變化。結(jié)果表明:中小城市基本公共服務(wù)平均水平呈上升趨勢(shì);基礎(chǔ)教育和基本醫(yī)療的區(qū)域均等化程度較好,社會(huì)保障和公共文化的區(qū)域差異較大;基本公共服務(wù)水平表現(xiàn)出空間集聚發(fā)展態(tài)勢(shì),東高西低的分布格局呈加劇之勢(shì)。優(yōu)化公共財(cái)政體制建設(shè),加強(qiáng)省份間協(xié)同發(fā)展是促進(jìn)基本公共服務(wù)均等化的重要途徑。
[Abstract]:This paper selects four categories of indicators, including basic education, social security, basic medical treatment and public culture, and makes use of the statistical data of 163 small and medium-sized cities in 26 provinces of China from 2008 to 2013. The results show that the average level of basic public services in small and medium-sized cities is on the rise, and the regional equalization of basic education and basic medical care is better. The regional difference of social security and public culture is great, the basic public service level shows the development trend of spatial agglomeration, the distribution pattern of east high and west low is increasing. Strengthening the coordinated development among provinces is an important way to promote the equalization of basic public services.
