【摘要】：沈陽市是我國人口老齡化發(fā)展較快的城市之一。隨著沈陽市人口老齡化的加劇以及人們思想觀念的轉(zhuǎn)變，“421”家庭模式已滿足不了家庭養(yǎng)老的需求，家庭養(yǎng)老模式已被打破。現(xiàn)在，人們把目光更多的投向了機構(gòu)養(yǎng)老模式，而機構(gòu)養(yǎng)老模式也是未來發(fā)展的主要趨勢。雖然，與我國其他城市相比，沈陽市養(yǎng)老機構(gòu)發(fā)展較早，已初具規(guī)模，各機構(gòu)在傳統(tǒng)生活服務項目的基礎(chǔ)上，更加注重精神服務項目，但是，沈陽市養(yǎng)老機構(gòu)的發(fā)展仍存在一些問題。一方面，養(yǎng)老機構(gòu)自身建設的問題日益凸顯，如養(yǎng)老機構(gòu)定位不準確、管理體制不健全、護理人員數(shù)量少、素質(zhì)低、設施缺乏、老化嚴重、宣傳意識不足等。另一方面，在社會福利社會化的推動下，政府的扶持已滿足不了養(yǎng)老機構(gòu)的發(fā)展需求。所以，積極引入非政府組織加入養(yǎng)老服務隊伍、引入民間資本、吸納更多志愿者就顯得尤為重要。這些都是沈陽市養(yǎng)老機構(gòu)發(fā)展亟待解決的問題，，需要進一步研究。 本文在人口老齡化的背景下，界定養(yǎng)老機構(gòu)的概念及分類，闡述養(yǎng)老機構(gòu)發(fā)展的理論基礎(chǔ)，即馬克思主義社會保障理論、社會福利社會化理論和需求層次理論。然后，以沈陽市養(yǎng)老機構(gòu)為研究對象，評述沈陽市養(yǎng)老機構(gòu)的政策支持情況、分布情況、設置情況及機構(gòu)自身宣傳情況等發(fā)展概況，并分別以沈陽市公辦、民辦養(yǎng)老機構(gòu)為例，介紹各自的成功經(jīng)驗，為沈陽市其他養(yǎng)老機構(gòu)的發(fā)展提供有益借鑒。通過與調(diào)查問卷反映的社會需求狀況進行對比，從中比較分析得出沈陽市養(yǎng)老機構(gòu)的發(fā)展困境及問題。最后，針對沈陽市養(yǎng)老機構(gòu)目前的發(fā)展現(xiàn)狀及困境，從政府在養(yǎng)老機構(gòu)中的責任、養(yǎng)老機構(gòu)的自身建設、社會方面對養(yǎng)老機構(gòu)的支持以及老年人思想進步等四個方面提出發(fā)展沈陽市養(yǎng)老機構(gòu)發(fā)展的對策和建議。
[Abstract]:Shenyang is one of the cities with rapid population aging. With the aggravation of the aging population and the change of people's ideas, the "421" family model can no longer meet the needs of the family pension, and the family pension model has been broken. More attention has been paid to the institutional old-age support model, which is also the main trend in the future. Although, compared with other cities in China, the pension institutions in Shenyang have developed earlier and have begun to take shape. On the basis of traditional life service projects, institutions pay more attention to spiritual services projects. However, there are still some problems in the development of pension institutions in Shenyang. On the one hand, the problems of self-construction of pension institutions are becoming increasingly prominent. For example, the orientation of pension institutions is not accurate, the management system is not perfect, the number of nursing personnel is small, the quality is low, the facilities are lacking, the aging is serious, the propaganda consciousness is insufficient and so on. On the other hand, under the promotion of the socialization of social welfare, Government support can no longer meet the needs of the development of pension institutions. Therefore, non-governmental organizations have been actively introduced into the pension service team and private capital has been introduced. It is particularly important to attract more volunteers. These are the urgent problems to be solved in the development of pension institutions in Shenyang and need further study. Under the background of aging population, this paper defines the concept and classification of pension institutions, and expounds the theoretical basis of the development of pension institutions, namely Marxist social security theory, social welfare socialization theory and demand hierarchy theory. Taking the pension institutions in Shenyang as the research object, this paper reviews the policy support, distribution, setting up and propaganda situation of the pension institutions in Shenyang, and takes the public and private pension institutions in Shenyang as examples, respectively. This paper introduces their successful experiences and provides a useful reference for the development of other pension institutions in Shenyang. Finally, in view of the present situation and predicament of the development of the pension institutions in Shenyang, from the responsibility of the government in the pension institutions, the self-construction of the pension institutions, The social support for the old-age institutions and the ideological progress of the elderly put forward the countermeasures and suggestions for the development of the pension institutions in Shenyang.
