【摘要】：距離2020年全面建成小康還有不到5年的時(shí)間,當(dāng)前最重要的工作就是要解決我國農(nóng)村貧困問題,我國農(nóng)村貧困治理工作已經(jīng)進(jìn)入到最后的決戰(zhàn)階段。文章在脫貧攻堅(jiān)階段的節(jié)點(diǎn)上,圍繞改革開放以來我國農(nóng)村貧困問題及其治理進(jìn)行了詳細(xì)的研究,對(duì)我國農(nóng)村貧困治理的歷史進(jìn)程做了重新梳理,總結(jié)了我國扶貧開發(fā)工作的基本經(jīng)驗(yàn)、主要成就和存在的問題。同時(shí)根據(jù)研究的需要,對(duì)重慶、內(nèi)蒙古、河北等貧困地區(qū)進(jìn)行了走訪調(diào)研,具體深入地了解了扶貧攻堅(jiān)階段扶貧工作的具體實(shí)踐,并在研究與實(shí)踐調(diào)研的基礎(chǔ)上,根據(jù)存在的貧困問題提出了當(dāng)前開展脫貧攻堅(jiān)工作的對(duì)策建議。本文的結(jié)構(gòu)主要分為六個(gè)部分:第一部分是緒論,主要介紹了論文研究的總體概況;第二部分是關(guān)于貧困的相關(guān)定義以及研究理論基礎(chǔ)概述,主要論述貧困定義、貧困分類、貧困標(biāo)準(zhǔn)、貧困治理等基本概念以及共同富裕的基本理論基礎(chǔ),為后文的具體研究奠定了重要基礎(chǔ);第三部分與第四部分,重新梳理了改革開放以來我國開展貧困治理的重要?dú)v程,總結(jié)了貧困治理的基本成就和存在的問題;第五部分以重慶市城口縣為例,研究當(dāng)前階段的脫貧攻堅(jiān)實(shí)踐,分析其扶貧成就與問題,從實(shí)踐上來呼應(yīng)理論觀點(diǎn);第六部分是結(jié)合實(shí)際對(duì)當(dāng)前我國開展扶貧攻堅(jiān)工作提出了一些對(duì)策建議。文章創(chuàng)新地總結(jié)了改革開放以來我國貧困治理取得的成就和經(jīng)驗(yàn),詳細(xì)地分析了中國特色扶貧開發(fā)道路的特色和優(yōu)勢(shì),并把我國的貧困治理的主要經(jīng)驗(yàn)上升到一定理論高度。在此基礎(chǔ)上分析了當(dāng)前貧困治理存在的問題和挑戰(zhàn),并提出解決對(duì)策。在精準(zhǔn)扶貧戰(zhàn)略的指導(dǎo)下,大力實(shí)施文化扶貧、教育扶貧以及社會(huì)保障兜底扶貧,確保實(shí)現(xiàn)當(dāng)前標(biāo)準(zhǔn)下的貧困地區(qū)和貧困人口的全部脫貧。
[Abstract]:It is less than five years before the overall establishment of a well-off society in 2020. The most important work at present is to solve the problem of rural poverty in our country. The work of rural poverty management in China has entered the final stage of the decisive battle. The article has carried out a detailed study on the problem of rural poverty and its governance since the reform and opening up. This paper reorganizes the historical process of rural poverty management in China, summarizes the basic experience, main achievements and existing problems of poverty alleviation and development work in China. At the same time, according to the needs of the research, it also summarizes the needs of Chongqing and Inner Mongolia. Hebei and other poverty-stricken areas have carried out visits and investigations to understand in detail the specific practice of poverty alleviation in the critical stage of poverty alleviation, and on the basis of research and practical research, According to the existing problems of poverty, this paper puts forward the countermeasures and suggestions to carry out the work of overcoming poverty. The structure of this paper is divided into six parts: the first part is the introduction, mainly introduces the general situation of the paper research; The second part is about the definition of poverty and the overview of the theoretical basis of the research, mainly discusses the definition of poverty, poverty classification, poverty standards, poverty governance and other basic concepts, as well as the basic theoretical basis of common prosperity. The third part and the fourth part, combing the important course of poverty management since reform and opening up, summing up the basic achievements and existing problems of poverty management; The fifth part takes Chengkou County of Chongqing as an example to study the practice of breaking away from poverty in the current stage, analyze its achievements and problems in poverty alleviation, and echo the theoretical point of view from the point of view of practice. The sixth part is to put forward some countermeasures and suggestions on the current poverty alleviation work in our country. The article summarizes the achievements and experiences of poverty management in China since the reform and opening up. The characteristics and advantages of the road of poverty alleviation and development with Chinese characteristics are analyzed in detail, and the main experience of poverty management in China is raised to a certain theoretical level. Under the guidance of precision poverty alleviation strategy, we should vigorously implement cultural poverty alleviation, education poverty alleviation and social security poverty alleviation to ensure that all the poor areas and the poor population under the current standards are lifted out of poverty.
