【摘要】：人類面臨的一個(gè)重要問題就是如何養(yǎng)老,老有所養(yǎng)、老有所依是最基本的需求之一。關(guān)于養(yǎng)老保險(xiǎn)的研究已是世界各國都關(guān)心的問題。經(jīng)數(shù)十年的不斷完善,我國養(yǎng)老保險(xiǎn)制度的完善和進(jìn)步取得輝煌成就�？捎捎谌丝诶淆g化和社會(huì)轉(zhuǎn)型及矛盾凸顯期的來臨,我國養(yǎng)老保險(xiǎn)制度又遭遇很大的風(fēng)險(xiǎn)和挑戰(zhàn)。當(dāng)前,推進(jìn)機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度的改革已經(jīng)推到風(fēng)口浪尖,它關(guān)乎中國社保全局工作乃至改革的全局。本文通過深入探討當(dāng)前機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革存在的問題,有針對(duì)性地提出了縱深推進(jìn)改革的對(duì)策和建議,這對(duì)這方面的研究有一定的理論和現(xiàn)實(shí)意義,全文共分六個(gè)部分。第一部分寫導(dǎo)論和前言。主要呈現(xiàn)了本論文的研究背景,提出所研究的問題和研究的意義,以及國內(nèi)外的研究現(xiàn)狀。本文的研究內(nèi)容以及所使用的研究方法,在該文中所提出的創(chuàng)新點(diǎn)和進(jìn)行研究時(shí)所發(fā)現(xiàn)的不足之處等。第二部分寫概念和理論。本文主要研究了一些與機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革相關(guān)的基本理論和基本概念。通過理清機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的相關(guān)概念和相關(guān)理論,比如什么是機(jī)關(guān)事業(yè)單位?機(jī)關(guān)事業(yè)單位如何分類?重點(diǎn)探討了機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的理論基礎(chǔ)問題,詳細(xì)介紹了養(yǎng)老保險(xiǎn)制度的基本理論依據(jù)。第三部分寫歷史和現(xiàn)實(shí)。全面梳理了我國機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的歷程,總結(jié)性高度概括回顧了它發(fā)展的歷史脈絡(luò),同時(shí)通過解析我國現(xiàn)行的養(yǎng)老保險(xiǎn)制度,分析了其現(xiàn)狀及現(xiàn)在存在和改革過程中所遇到的一些問題,再次揭示出機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的必要性和緊迫性。通過提出現(xiàn)行制度的內(nèi)容及現(xiàn)行制度的因素和改革的必要性,對(duì)現(xiàn)行制度的改革環(huán)境提出建議,并對(duì)一些機(jī)關(guān)事業(yè)單位的改革進(jìn)行分析概括與總結(jié)。第四部分,國外的借鑒以及啟示。通過國外養(yǎng)老保險(xiǎn)制度的分析與對(duì)比,在借鑒其優(yōu)勢基礎(chǔ)上得到給我們的啟示。通過探索國外公職人員的養(yǎng)老保險(xiǎn)制度,對(duì)比借鑒英國、日本、韓國、新加坡、法國等國制度的利弊得失,進(jìn)行分析探討后啟發(fā)了我國機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度的改革思路。第五部分,問題的對(duì)策和改革的路徑。該部分全面總結(jié)了我國機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的總體方案和改革意見,著重提出在改革中我們必須遵循改革的基本原則,建立多層次的融合性養(yǎng)老保險(xiǎn)制度。建議性地提出了推進(jìn)改革的可行性對(duì)策和可操作性的改革路徑。第六部分寫總結(jié)和展望。以高度概括凝練的文字對(duì)本文進(jìn)行總括性的闡述和概括。
[Abstract]:One of the most basic needs is how to provide for the aged, how to support the elderly, and how to support the elderly. The research on the old-age insurance has been the concern of all countries in the world. After decades of continuous improvement, The perfection and progress of China's endowment insurance system has made brilliant achievements. However, due to the aging of the population and the coming of the period of social transformation and contradictions, the pension insurance system of our country has encountered great risks and challenges. The promotion of the reform of the endowment insurance system of the government and institutions has been pushed to the top of the wave, which is related to the overall work of China's social security and even the overall situation of the reform. This paper discusses in depth the problems existing in the reform of the pension insurance system of the organs and institutions at present. This paper puts forward the countermeasures and suggestions to push forward the reform in depth, which is of theoretical and practical significance to the research in this field. The paper is divided into six parts. The first part is an introduction and a foreword, which mainly presents the research background of this paper. Put forward the problems and significance of the research, as well as the current research situation at home and abroad, the research content of this paper and the research methods used, In the second part, the concept and theory are written. This paper mainly studies some basic theories related to the reform of the pension insurance system of the government and institutions. By clarifying the relevant concepts and theories of the reform of the old-age insurance system of government institutions and institutions, For example, what is an organ or institution? It also reveals the necessity and urgency of the reform of the old-age insurance system in the organs and institutions. By putting forward the contents of the current system, the factors of the current system and the necessity of the reform, the paper puts forward some suggestions on the reform environment of the current system. The fourth part, the foreign reference and inspiration.
