【摘要】：為了實現(xiàn)農(nóng)業(yè)機械化、產(chǎn)業(yè)化和現(xiàn)代化,進一步提高土地利用率,發(fā)展土地集約化生產(chǎn)經(jīng)營,農(nóng)民專業(yè)合作社的土地合作新模式應(yīng)運而生。土地流轉(zhuǎn)有利于實現(xiàn)土地資源集中及合理優(yōu)化配置,推動農(nóng)村建設(shè),促進農(nóng)民增收。因此,研究專業(yè)合作社的土地合作模式與土地流轉(zhuǎn)模式與現(xiàn)代農(nóng)業(yè)發(fā)展和社會主義新農(nóng)村建設(shè)息息相關(guān)。本文主要在土地流轉(zhuǎn)的大背景下,運用實地調(diào)研法、案例分析法、比較研究法等方法,以河北省肅寧縣益源種植專業(yè)合作社土地合作模式為研究對象,通過調(diào)研,整理歸納材料,分析了該合作社通過土地流轉(zhuǎn),開展土地合作的新型模式,并對該土地合作新模式下的土地合作生產(chǎn)經(jīng)營、土地合作利用、土地合作管理、土地合作風(fēng)險防范、利益分配、土地合作社會保障功能的發(fā)揮等多方面的內(nèi)容進行研究。本文介紹了土地合作新模式與土地流轉(zhuǎn)在農(nóng)民主體地位、農(nóng)民從業(yè)、流轉(zhuǎn)和合作的期限、利益分配方式、發(fā)揮社會保障功能等方面的差異。以肅寧縣益源種植專業(yè)合作社的土地合作模式為案例進行研究,綜合分析了土地合作發(fā)展過程中存在的問題,以及尚存問題的主要影響因素,包括人力方面的因素、生產(chǎn)物質(zhì)條件因素、制度因素以及政府因素。合作社人力方面因素主要用社員文化水平、社員構(gòu)成情況、社員對合作社的認(rèn)可程度和滿意程度等指標(biāo)來體現(xiàn);合作社生產(chǎn)物質(zhì)條件方面的因素主要用合作社的辦公和生產(chǎn)服務(wù)設(shè)施、資金、生產(chǎn)工具等指標(biāo)來體現(xiàn);制度方面的因素主要用財務(wù)公開、社員對合作社事務(wù)的參與程度等指標(biāo)來體現(xiàn)的。此外,政府支持因素為合作社的發(fā)展提供了有力的政治環(huán)境。作為案例研究,論文針對益源合作社的土地合作中存在的問題提出了具有可行性的對策建議。這些對策主要包括:擴大益源合作社規(guī)模,重點發(fā)展合作社的特色優(yōu)質(zhì)產(chǎn)品;加強社員的生產(chǎn)技能培訓(xùn),雇傭和培養(yǎng)優(yōu)秀的管理人才;增加合作社的物質(zhì)資源,完善生產(chǎn)服務(wù)設(shè)施建設(shè);完善合作社制度建設(shè)等。本文結(jié)合益源合作社土地合作模式的實際運行情況進行分析,為創(chuàng)新農(nóng)村合作經(jīng)濟發(fā)展模式、發(fā)揮現(xiàn)代農(nóng)業(yè)多功能性提供了有益的探索。
[Abstract]:In order to realize agricultural mechanization, industrialization and modernization, to further improve the utilization rate of land and to develop intensive production and management of land, The new mode of land cooperation of farmers' specialized cooperatives arises at the historic moment. Land circulation is beneficial to realize the concentration and rational allocation of land resources, promote rural construction and increase farmers' income. The research on land cooperation mode and land circulation model of professional cooperatives is closely related to the development of modern agriculture and the construction of new socialist countryside. Taking the land cooperation mode of Yiyuan specialized cooperative in Suning County of Hebei Province as the research object, through investigation and summarization, this paper analyzes the new mode of land cooperation through land circulation. And the new mode of land cooperation, land production and management, land use, land cooperation management, land cooperation risk prevention, benefit distribution, This paper introduces the new mode of land cooperation and land circulation in the main status of farmers, farmers' employment, transfer and cooperation period, the distribution of benefits, and so on. Taking the land cooperation mode of the Yiyuan specialized cooperative in Suning County as a case study, this paper comprehensively analyzes the problems existing in the process of land cooperation development and the main influencing factors of the remaining problems. Including human factors, factors of material conditions of production, institutional factors and government factors. The factors of human resources in cooperatives mainly use the educational level of the members and the composition of the members. The factors in the material conditions of cooperative production are mainly reflected by the cooperative office and production service facilities, funds, production tools and other indicators. Institutional factors are mainly reflected by indicators such as financial disclosure and the participation of members in cooperative affairs. In addition, government support factors provide a strong political environment for the development of cooperatives. The paper puts forward feasible countermeasures and suggestions for the problems existing in the land cooperation of Yiyuan cooperative. These countermeasures mainly include: enlarging the scale of Yiyuan cooperative, focusing on the development of cooperative's characteristic and high quality products; Strengthen the production skills training of members, hire and train excellent management personnel, increase the material resources of cooperatives, improve the construction of production service facilities; Based on the analysis of the actual operation of Yiyuan cooperative land cooperation mode, this paper provides a useful exploration for innovating the rural cooperative economic development model and giving full play to the multifunction of modern agriculture.
